Standard for squadron construction of public security fire brigade (for Trial Implementation)

In order to build the grass-roots squadron of public security fire fighting forces into a fighting collective with firm politics, excellent business, standardized management, strict discipline, excellent equipment and strong support, this standard is formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Outline of Army Grass-roots Construction and relevant laws and regulations, and combined with the actual situation of public security fire fighting forces.

I. Ideological and political construction

(1) The Party branch is strong.

1. Seriously study and implement the Party's line, principles and policies, implement the resolutions of the higher-level party organizations, make firm decisions, and play a strong role as a fighting fortress.

1. 3. Instructors will conduct ideological investigation, plan and arrange education, prepare lessons and give lectures, and use modern media to carry out education. Other cadres will actively participate in organizing ideological and political education.

(4) Actively publicize cultural work.

1, the club construction is up to standard (small squadrons and ordinary squadrons in underdeveloped areas in the west should at least have study rooms, libraries and comprehensive recreation rooms). There are so many cultural and sports activities that there are singing queues every month, activities on weekends and holidays, parties on major festivals and sports competitions.

(5) Harmonious relationship between the police and the people.

Respect the local government, love the people, and abide by national laws and regulations, ethnic and religious policies and social ethics. Actively carry out the activities of supporting the government, loving the people and building the police and the people together. Officers and men perform their duties in a civilized manner, correctly handle disputes between the police and the people, and there is no violation of mass discipline. Second, duty combat and business training.

(1) Implement combat readiness.

1, combat readiness duty, handover, combat readiness education, level combat readiness, combat readiness inspection and other systems are strictly implemented, and officers and men are familiar with post responsibilities and are in good combat readiness.

2. The personnel on duty should regularly carry out "six familiarities" according to the division of responsibilities, so as to grasp the situation, record clearly and report the problems in time.

3. The fire-fighting plans of key units of fire safety, the fire-fighting and emergency rescue plans of disasters and accidents in the jurisdiction are accurate and standardized, and revised and improved in time according to changes in the situation.

4, all kinds of duty preparation, business training, fire fighting and rescue data file is complete, the specialist is responsible for, microcomputer management.

(2) Solid business training.

1, business training is planned monthly and arranged weekly, and the participation rate is not less than 85%. The annual "six familiarization" training time is not less than 30% of the total training time, familiarization with all plans or drills is not less than once a year, and the daily physical training time is not less than 1 hour (except weekends and holidays). The qualified rate of training results is 100%.

2, cadres to master the basic theory of fire fighting and rescue, with primary command ability; Soldiers master the performance of the equipment they are responsible for and can operate it. Cadres and squad leaders meet the requirements of coaches in the "Four Meetings". Squadron, class and joint training are close to actual combat.

3, training venues and facilities meet the standards (the city has a simulated training base, the city team can adjust the standard), all kinds of training equipment to meet the training needs. Conditional special squadron training has smoke and heat training room, chemical equipment, traffic accidents and other simulation training facilities.

(3) Strong fire fighting and rescue ability

1, the alarm is received accurately and quickly, the police force is dispatched in time, and the original alarm information record is clear and complete. The scheduling time shall not exceed 1 minute, and the site shall be rushed safely, accurately and quickly.

2. The squadron commander has the post qualification of fire fighting and rescue commander. The fire fighting and rescue command and decision-making are scientific, the battle is launched quickly, the troops are deployed reasonably, the disposal procedures are standardized, the techniques and tactics are used properly, the safety protection measures are in place, and there are no major mistakes. The site is thoroughly cleaned and the handover procedures are standardized. On-site information transmission is accurate and rapid.

3. There are special personnel to record and collect the original data of fire fighting and rescue. War evaluation is timely and objective, and typical war cases are discussed in depth.

4, large-scale activities have a service plan, organize drills when necessary, timely and properly handle the problems found in the duty.

Third, administrative management.

(1) routine daily management

The daily management system is implemented, and the order of duty, training, work and life is regular. Holidays, weekends and spare time are strictly managed, and there is no out-of-control leakage.

(2) Code of Conduct for Officers and Soldiers

Officers and men are familiar with the basic contents of the rules and regulations, with strict police appearance, civilized manners, law-abiding and forbidden. There is no violation of the "five prohibitions", "fifteen prohibitions" and other serious violations of discipline.

(3) strict management personnel

Soldiers are strictly managed and reasonably used. There is no unauthorized secondment of soldiers, and there is no phenomenon that soldiers fall in love and get married in the station in violation of regulations. The selection and grade evaluation of non-commissioned officers meet the requirements and the backbone plays a good role.

(4) Implementation of safety work

Safety work is well organized, responsibilities are clear, education is frequent, and the system is implemented. During key periods, major festivals and important activities, security work is closely deployed and preventive measures are in place. Report the problem timely and accurately, and handle it properly. No-responsibility accident.

(5) Close relations between officers and soldiers.

Cadres adhere to the "five similarities" and know and love soldiers. We should be open, fair and just in matters such as soldiers joining the party, examinations, selection of non-commissioned officers, technical training and rewards. There are no such problems as beating, cursing or corporal punishment of soldiers, encroaching on soldiers' interests and accepting soldiers' money and goods. Soldiers respect cadres, obey management and correctly exercise democratic rights.

(6) The camp is managed in an orderly manner.

The camp layout is reasonable, the environment is green, beautified, neat and hygienic, and the "ten prohibitions" of camp management are implemented. House numbers and signs are standardized. The guard is set up in accordance with the requirements, and the management of personnel and vehicles is strict.

(7) Unified housekeeping.

The internal settings are in line with the regulations, neat and unified, which is conducive to duty and convenient for life.

Fourth, logistics support.

(a) Capable logistics team

Logistics personnel are reasonably allocated, with clear responsibilities and familiar business. The purser, caterers, cooks, hygienists and equipment manager all received special training.

(2) The facilities are reasonable.

Reasonably set up canteens, storage rooms, bathrooms, washrooms, laundry rooms, clothes drying yards, reception rooms, guest rooms, physical training rooms, equipment warehouses, maintenance rooms and other places with complete facilities (small squadrons and ordinary squadrons in the underdeveloped western region can adjust their places appropriately, but they should meet the basic needs of life, work and training). After completing the fire fighting and rescue mission, the officers and men have hot water to drink, hot meals to eat and hot baths. There are cold and heatstroke prevention equipment. There is a public telephone in the camp. Conditional to build temporary housing for cadres, noncommissioned officers' families.

(3) Good food management

The implementation of the food management system meets the quantitative standards of kitchen food and meets the nutritional needs. Respect the living habits of minority officers and soldiers. Carry out separate meals or buffet. The food expenses shall be earmarked, and the accounts shall be published regularly, and the balance shall be controlled within the stipulated supply standard 1 to the total amount of 2 months. Cadres and non-commissioned officers should pay meals according to regulations. The kitchen and dining room are clean and tidy, equipped with disinfection equipment. Food procurement, production and storage meet the hygiene requirements, and there is no food poisoning.

(D) Strict financial management

The financial system is implemented, the implementation standards are strict, and accounts are established according to regulations. Major expenditures are collectively studied by the party branch. The income and expenditure of all funds are unified into financial management, the expenditure scope is in line with the regulations, and the examination and approval procedures are standardized, and the accounting center will review and reimburse them. It should be settled daily and monthly to ensure that the accounts are consistent with the facts. Cash collection and payment procedures are strict, and cash on hand does not exceed the limit. No corruption, theft, false reporting, private borrowing of public funds and other illegal and disciplinary acts. The chief financial officer left office and the audit was timely.

(5) Material management specifications

The material management responsibility system is implemented, the equipment in barracks and camps is priced and recorded, the accounts and materials are consistent, and the maintenance is timely. The house shall not be demolished, rebuilt, sold or used for other purposes without permission. Materials are classified and stored in an orderly manner. Loading and distribution in a timely and accurate manner. The donated materials are detailed, recorded in time and used reasonably.

(six) the implementation of health and epidemic prevention work.

Carry out health and disease prevention education regularly and provide mental health consultation services. Conditionally set up medical medicine boxes (bags) and clinics. Vehicles on duty are equipped with commonly used first-aid drugs. Cadres and soldiers have physical examinations every year and cook every six months. There is an epidemic emergency plan, the epidemic reporting system is implemented, and there is no epidemic situation of infectious diseases. There are no unplanned births.

Networking with the brigade or detachment, and conditionally establishing the computer room. Apply information technology to carry out business work. Cadres and non-commissioned officers engaged in computer work have obtained corresponding certificates through computer application skills training.
