Regulations of Inner Mongolia Autonomous Region on Fire Control

chapter I general provisions article 1 these regulations are formulated in accordance with the constitution, relevant state laws and regulations and the actual situation of our region in order to prevent and reduce fire hazards and ensure the economic construction of the autonomous region and the safety of people's lives and property. Article 2 These Regulations shall apply to state organs, social organizations, enterprises and institutions, other economic organizations, grassroots mass autonomous organizations and citizens within the administrative area of the autonomous region. Article 3 The principle of "prevention first, combining prevention with fire fighting" shall be implemented in fire control work, and all localities and units shall adhere to the principle of "whoever is in charge shall be responsible". Article 4 Fire control work shall be under the unified leadership of people's governments at all levels, under the supervision of public security organs and public security fire control departments.

The military organs and relevant competent departments are responsible for the fire control of military facilities, forests, grasslands and underground parts of mines, with the assistance of the public security fire department.

any unit or citizen has the right to stop or report to the public security fire department any act that violates fire control management or hinders fire safety. Article 6 People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in fire control work. Chapter II Fire Fighting Organizations Article 7 Public security organs at all levels shall set up fire fighting teams (stations) in accordance with relevant state regulations. Article 8 The following areas and units must establish full-time fire brigades:

(1) Market towns with developed industry and commerce;

(2) large and medium-sized enterprises and institutions with high fire risk;

(3) large warehouses and oil and gas storage bases;

(4) Other units that should establish full-time fire brigades.

The establishment or revocation of a full-time fire brigade shall be approved by the local public security fire department. Article 9 State organs, social organizations, enterprises and institutions, Sumu townships and grass-roots mass autonomous organizations shall establish mass voluntary fire control organizations. Article 1 Full-time fire brigades, voluntary fire fighting organizations and firemen of all units shall accept the professional guidance of the public security fire department, and obey the mobilization and command of the public security fire department when organizing fire fighting in a unified way. Chapter III Fire Supervision Article 11 Public security fire departments at all levels shall be responsible for fire supervision within their respective administrative areas within the scope of their duties, and units and individuals within their respective administrative areas must accept the supervision and inspection of the public security fire departments. Article 12 Public security fire departments at all levels shall perform the following duties:

(1) Supervise and inspect the implementation of fire laws, regulations, technical specifications and technical standards by units and individuals;

(2) to guide the construction and training of full-time fire brigades and voluntary fire fighting organizations;

(3) to supervise and inspect the planning, construction and maintenance of public fire-fighting facilities;

(4) supervise and inspect the fire control work of each unit, and order rectification within a time limit if finding fire hazards;

(5) to supervise and inspect the implementation of the fire protection code for architectural design in the design and construction of new construction, reconstruction, expansion and decoration projects, and participate in the completion acceptance;

(6) to review the fire safety conditions of the production, storage, transportation, sale and use of inflammable and explosive chemicals;

(7) supervise the production, maintenance and sales of fire-fighting products;

(8) organize and direct fire fighting, investigate and identify the cause of the fire, put forward opinions or suggestions for the responsible person, and implement fire control punishment according to relevant regulations;

(9) organize and promote fire prevention publicity and education, and popularize fire prevention knowledge;

(1) identify and popularize the research results of fire science and technology, and promote the research and development of fire science and technology. Thirteenth new construction, renovation, expansion, decoration project units, when submitting the project design to the construction administrative department, must submit the project fire prevention design to the public security fire department. When the construction administrative department carries out the design review of the construction project, the public security fire department must participate in the review of the fire protection design of the project. The construction unit must follow the approved fire prevention design and construction. After the completion of the project, the competent department of acceptance shall notify the public security fire department to participate in the acceptance five days before the acceptance. Fire control facilities shall not be put into use without acceptance or unqualified acceptance.

units that import fire-fighting products must go to the inspection department designated by the state for re-inspection and apply for examination and registration at the public security fire department of the autonomous region with the import formalities.
