Regulations of Bazhong Municipality on the Protection of Red Army Cultural Relics
(1) The former site of important institutions and conferences;
(2) Former residences, former residences and activity places of important people;
(3) Important events and battle sites;
(four) places and cemeteries where the deeds of martyrs have an important influence;
(five) various monuments, memorial halls and other memorial facilities related to the history of revolutionary struggle in Sichuan-Shaanxi Soviet area and other Soviet areas;
(six) with historical, scientific and artistic value of stone slogans, calligraphy, manuscripts and other documents;
(seven) representative objects reflecting the revolutionary activities, work system, production and life in Sichuan-Shaanxi Soviet area;
(8) Other Red Army cultural relics that should be protected. Article 4 The protection of cultural relics of the Red Army shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and strengthening management, and the principles of unified planning, classified protection, territorial management, professional management and mass management. Article 5 The municipal and county people's governments shall be responsible for the protection of Red Army cultural relics within their respective administrative areas, and incorporate the protection of Red Army cultural relics into the national economic and social development planning, the overall land use planning and the urban and rural planning, coordinate and solve major problems in the protection of Red Army cultural relics, strengthen rational utilization, and promote economic and social development.
Township (town) people's governments and sub-district offices, under the guidance of the cultural relics administrative department of the people's government at the county level, are responsible for the daily inspections of the Red Army cultural relics within their respective administrative areas and the on-site protection of newly discovered Red Army cultural relics. The village (neighborhood) committee shall assist the people's government in the protection and management of the Red Army cultural relics.
The funds needed for the protection of cultural relics of the Red Army are included in the fiscal budget at the corresponding level. Article 6 The administrative departments of cultural relics of the people's governments of cities and counties shall be responsible for the management and supervision of the protection of cultural relics of the Red Army within their respective administrative areas. City and county-level cultural relics protection and management institutions are specifically responsible for the maintenance, scientific research, safety protection, display, promotion and collection of Red Army cultural relics.
The departments of development and reform, finance, housing and urban and rural construction, planning, land and resources, public security, industry and commerce administration, civil affairs, education, transportation, environmental protection, tourism, forestry, water administration, religion and other departments of the people's governments at the city and county levels are responsible for the work related to the protection of cultural relics of the Red Army within their respective functions and duties. Article 7 The people's governments at all levels in this Municipality shall strengthen publicity and education on the protection of cultural relics of the Red Army and enhance citizens' awareness of cultural relics protection. Article 8 All units and individuals have the obligation to protect the cultural relics of the Red Army according to law, and have the right to dissuade and report acts of destroying, damaging or illegally buying and selling the cultural relics of the Red Army.
Encourage enterprises, institutions, social organizations and individuals to participate in the protection of cultural relics of the Red Army through donations, voluntary services, the establishment of social funds for cultural relics protection, and investment in the construction of cultural relics protection facilities. Chapter II Protection and Management Article 9 The people's governments at the city and county levels shall organize the preparation of the Red Army cultural relics protection plan within their respective administrative areas, and the cultural relics administrative departments of the people's governments at the city and county levels shall be responsible for the preparation of the Red Army cultural relics protection plan jointly with the planning administrative departments. The protection plan of the Red Army cultural relics protection units at or above the provincial level shall be submitted to the provincial people's government for approval and promulgation in accordance with relevant regulations; The protection plan of the Red Army cultural relics protection units at the city and county levels shall be approved and promulgated by the Municipal People's Government; Other Red Army cultural relics protection plans shall be approved and promulgated by the people's government at the county level.
The Red Army's cultural relics protection planning should be linked with the planning of scenic spots, tourism industry and other professional planning.
The people's governments at the city and county levels shall incorporate the administrative departments of cultural relics at the corresponding level into the member units of the coordinating decision-making bodies for urban and rural planning.
The administrative departments of cultural relics of the people's governments at the city and county levels shall formulate corresponding plans for the repair, maintenance, research and utilization of cultural relics of the Red Army. Tenth city and county people's governments shall set up special funds for the protection of cultural relics of the Red Army. The Red Army cultural relics protection special funds for the following expenses:
(a) the Red Army cultural relics protection planning and project declaration;
(2) Investigation, exploration, excavation and cleaning of cultural relics of the Red Army;
(three) the repair, maintenance and rescue protection of state-owned immovable Red Army cultural relics;
(four) non-state-owned immovable Red Army cultural relics maintenance subsidies;
(5) Collection, collection and requisition of Red Army cultural relics;
(six) to hire the Red Army cultural relics protection and management personnel subsidies;
(seven) scientific and technological research on the protection of cultural relics of the Red Army;
(eight) units or individuals that have made significant contributions to the protection of cultural relics of the Red Army shall be rewarded;
(nine) other expenses for the protection of cultural relics of the Red Army.
The administrative department of cultural relics of the people's government at the city or county level shall, jointly with the financial department, formulate measures for the administration of special funds for the protection of cultural relics of the Red Army, which shall be implemented after being approved by the people's government at the corresponding level.
