Chapter I General Principles

Article 2 The term "official vehicles" as mentioned in these Measures refers to motor vehicles used by municipal authorities to perform official duties, which are divided into general official vehicles and law enforcement duty vehicles.
General official vehicles refer to motor vehicles used for official business, confidential communication, handling emergencies and other official activities. Law enforcement duty vehicle refers to a special motor vehicle used for duty, supervision, inspection, case handling and other official duties.
Article 3 The municipal authorities shall set up a leading group for the management of official vehicles, with the executive deputy mayor of * * * as the leader, the secretary-general of the municipal party committee and * * * as the deputy leader, the director of the office of the municipal party committee, the municipal people's congress, the responsible comrades of the municipal supervision bureau, the Finance Bureau and the Municipal Organs Administration Bureau hereinafter referred to as the Municipal Organs Administration Bureau as the member units, and the leading group office shall be located in the Municipal Organs Administration Bureau. The leading group will hold a regular meeting every six months to study and determine the vehicle establishment, new car purchase, car purchase renewal, vehicle adjustment and other related matters. The Municipal Organs Administration Bureau is the comprehensive management department of official vehicles of municipal organs, and is responsible for the registration, insurance, maintenance, refueling, preparation, configuration, update and adjustment of general official vehicles. The Municipal Finance Bureau is responsible for the preparation, configuration, update, adjustment and use management of law enforcement vehicles. The Municipal Commission for Discipline Inspection and the Municipal Supervision Bureau are responsible for inspecting and supervising the use and management of official vehicles.
Article 4 These Measures shall apply to the organs of the Municipal Party Committee, the organs of the National People's Congress, the organs of CPPCC, the organs of procuratorates and courts, the democratic parties, the Federation of Industry and Commerce and people's organizations, and the institutions directly under the Municipal Party Committee and the municipal government.
Municipal organs and departments affiliated institutions of official vehicles with reference to the principles of these measures for management, specific measures shall be formulated separately.
Chapter II Vehicle Establishment and Expense Verification
Article 5 Official vehicles shall be subject to establishment management. The number of general official vehicles is determined according to the actual number of leading cadres, the number of personnel and the needs of work. The vehicles used by leading cadres at the municipal and departmental levels are relatively fixed according to actual needs. At present, county-level cadres generally determine the number of vehicles according to the standard of 0.6 vehicles per person and 20-30 people/kloc-0 vehicles for other personnel. Enterprises and other units are approved according to the number of leadership positions. * * * Cadres at or above the division level do not repeat the approved vehicle establishment. Authority number is the highest control number, not the requirement number.
The establishment of vehicles shall be dynamically managed and adjusted once a year, which may be appropriately increased or decreased according to the actual number of leading cadres. Departments with special work nature may appropriately increase the number of vehicles with the approval of the leading group. Departments and units that have added deputy-level leading cadres will no longer increase the number of general official vehicles.
The standards for the preparation of law enforcement duty vehicles shall be stipulated separately, and law enforcement duty vehicles shall not be equipped repeatedly with general official vehicles.
The establishment of official vehicles for the vertical management system below the provincial level shall be approved by the provincial official vehicle department.
Various types and uses of vehicles, including cars, off-road vehicles, including SUV models, station wagons, including large, medium and small passenger cars and reception vehicles, office logistics service vehicles, retired cadres management agencies service vehicles, etc. , must be included in the vehicle establishment.
Vehicles delivered by superiors are included in the vehicle establishment management of the unit.
Article 6 Every year, before preparing the budget for the next year, the Municipal Organs Administration Bureau shall review the number of general official vehicles prepared by various departments and units and report to the Municipal Finance Bureau. The Municipal Finance Bureau shall, on the basis of the number of vehicles in various departments and units and the quota of bicycle expenses, verify the vehicle execution expenses, allocate them according to the time schedule, and implement lump-sum use.

Chapter III Vehicle Configuration, Renewal and Scrapping Standards
Eighth vehicle allocation standards should follow the principles of economy, energy saving and environmental protection, official security and economical use, and be equipped with domestic vehicles. For new energy vehicles with independent brands and independent innovation, * * * priority procurement can be implemented. Equipped with independent innovative new energy vehicles enjoying financial subsidies, the pricing standard is the subsidized price. All kinds of imported cars are not allowed.
General official vehicles of all departments and units can be equipped with 1.8 liter and below, and 1-2 vehicles with a price of 1.8 million yuan, and other vehicles with a displacement of 1.6 liter and below and a price of 1.5 million yuan and below. The displacement of commercial vehicles is less than 3.0 liters, and the price is less than 250,000.
In principle, general law enforcement duty vehicles are equipped with cars or other small passenger cars with a displacement of 1.6 liters or less and a price of 1.2 million. If it is necessary to equip a small number of cars or other small buses with a displacement of 1.8 liters or less and a price of 1.8 million yuan, it must be approved by the competent department of official vehicles.
Departments and units are not equipped with off-road vehicles including SUV models in principle. If it is really necessary to be equipped, it shall be approved by the competent department of official vehicles, and the equipped off-road vehicles shall not be used as fixed vehicles for leading cadres.
Departments and units are not equipped with large and medium-sized buses in principle, but can rent offices, and the equipped vehicles will not be updated after they are scrapped.
Departments and units that really need to be equipped with updated official vehicles that exceed the standard must go through the approval procedures in accordance with the regulations.
Article 9 Vehicle renewal standards: The official vehicle trips of municipal and departmental leaders can be renewed for more than 300,000 kilometers, and the official vehicle trips of departments and units can be renewed for more than 10 years. The original and old vehicles must be turned over.
If it meets the conditions for renewal and can continue to be used, it shall continue to be used. It shall not be updated in advance due to the promotion and transfer of leading cadres.
Article 10 The vehicle scrapping standards shall be implemented in strict accordance with the provisions of the Notice on Adjusting Certain Provisions of Vehicle Scrapping Standards issued by the four ministries and commissions of China (No.20001202). The service life of ten or more seats shall not be less than 15 years, and the service life of nine or less seats shall not be less than 15 years.
Chapter IV Daily Management of Vehicles
Eleventh vehicle use management to establish a statistical reporting system for the update and use of official vehicles. The competent department of official vehicles shall regularly inform or announce the update and use of official vehicles.
The implementation of the management regulations on the use of official vehicles is included in the responsibility system for building a clean and honest government for leading cadres and the inspection and assessment of energy conservation and emission reduction. Vehicle use management of a department and unit
1. The official vehicles of all departments and units shall be centrally dispatched and used, and no special person shall be assigned to be responsible. If the vehicle can't meet the needs of official business, you can rent a car temporarily in the government car service company, or you can promote the practice of using the official bus card to take the bus or use the official bicycle in the urban area.
2. Official vehicles should be insured, refueled and maintained at insurance companies, gas stations and maintenance manufacturers determined by * * *.
3 official car expenses shall be accounted for by bicycles, regularly counted and publicized, and accepted by the masses. It is strictly prohibited to falsely list names or include other expenses in vehicle maintenance and other expenses.
4. All departments and units shall, in accordance with these Measures, formulate their own vehicle use, parking, maintenance, refueling and driver management systems.
5. The Municipal Bureau of Organs Affairs has an organ car service company to provide high-quality and preferential car rental services for organs.
Second, the cadre exchange car management
1. The city's four teams and other leading cadres at the municipal and departmental levels who work in local exchanges will be driven by people.

Twelfth vehicle purchase management departments and units shall not apply for car purchase on the grounds of adding department-level leading cadres. The purchase, renewal or scrapping of vehicles must go through the examination and approval procedures. The procurement of official vehicles shall be implemented in accordance with the relevant provisions of * * *. Newly purchased or updated vehicles shall be submitted in writing to the Municipal Bureau of * * * by the departments and units applying for vehicles. According to the city * * *, the Municipal Organs Administration Bureau will review the preparation and appraisal of used cars of the application departments and units, and review the models, exhaust volume and price of the purchased vehicles. After the Municipal Finance Bureau examines the sources of funds, it shall be submitted to the leaders in charge of * * * by the Municipal Organs Administration Bureau for examination and approval. The Municipal Bureau of Organs Affairs issues application forms for car purchase to the departments and units approved by the leaders in charge of the city. The application form for car purchase shall be audited by the Municipal Organs Administration Bureau and the Municipal Finance Bureau, and approved by the leaders in charge of the city. Car departments and units to the city in charge of the leadership approved the "car application form" to the * * * procurement center for car purchase procedures. To increase the delivery of vehicles at a higher level, it is necessary to go through the examination and filing procedures at the Municipal Organs Administration Bureau.
Article 13 The second-hand cars turned over due to renewal or overstaffing in the management of second-hand cars shall be signed by the municipal competent department and the Administration Bureau in a unified way, and after going through the relevant formalities, the opinions on adjusting the use shall be put forward or handed over to the municipal state-owned assets management department for unified auction, and the proceeds from the auction shall be listed as the vehicle purchase fund for special purposes. After the vehicle adjustment is reported by the Municipal Organs Administration Bureau to the leading group for the management of official vehicles of the municipal organs for approval, the relevant departments and units shall handle the procedures of asset increase or decrease and vehicle transfer with the Vehicle Configuration Form.
Article 14 Vehicles whose scrapping management meets the national statutory scrapping standards or must be scrapped after being tested by the public security traffic police department shall be applied to the Municipal Bureau of Organs Affairs by the relevant departments and units, and the Municipal Bureau of Organs Affairs shall, jointly with the Municipal Finance Bureau, carry out scrapping disposal. The disposal of official vehicles must be approved by the competent department of official vehicles and implemented in accordance with the relevant provisions of state-owned assets management. After disposal, the vehicle assets shall be written off in the state-owned assets management department, and the disposal income shall be turned over to the state treasury at the same level.
Fifteenth vehicle license plate management is divided into the number of official vehicles, which are issued by the municipal authorities. Where the new car number plates of departments and units listed in the Catalogue of Official Vehicle Management Units include the number of the social number segment and the number exchange of the organ number segment, etc. First, the vehicle management office of this Municipality shall issue licenses according to the management procedures of the Municipal Administration Bureau. The municipal authorities are responsible for the bidding and supervision of designated insurance, designated refueling, designated maintenance and designated tire procurement for official vehicles of municipal authorities.

Article 18 Driver management
1. All new drivers will be subject to the labor employment system, and their salaries will be uniformly approved by the municipal people's society and other departments and included in the fiscal budget. The surplus drivers who are affiliated with the administration should be transferred, and the rest should be terminated according to the regulations.
If the leading cadres of two departments and units are transferred to the urban party and government positions, they will not bring their own drivers in principle. If it is really necessary to bring your own driver due to the actual situation of work or family, it must be reported to the municipal leaders in charge for approval, and the personnel borrowing procedures should be handled; Leading cadres of departments and units who are transferred to the city's party and government deputy positions or exchange positions between departments and units shall not bring their own drivers.
Third, in order to effectively safeguard the good image of the party and government organs, strengthen the management of official vehicles, and continue to carry out red flag driver selection and commendation activities in municipal organs. It is jointly established by the Municipal Organs Working Committee, the Municipal Supervision Bureau, the Municipal Human Resources and Social Security Bureau, the Municipal Public Security Bureau and the Municipal Organs Administration Bureau, and is responsible for daily work. Every year, drivers who have no traffic violations and accidents at the level of responsibility, no other violations of discipline and are recommended by their departments and units will be awarded the title of "Red Flag Driver" every year, and will be commended and given material rewards. Drivers with more traffic violations will be given informed criticism and corresponding penalties.
Article 19 Disciplinary requirements
1. Don't buy a car or overstock without authorization;
2 are not allowed to buy imported cars or cars that exceed the standard, and are not allowed to engage in decoration that exceeds the original configuration standard of vehicles;
(3) It is not allowed to rent or lend official vehicles, to change cars, borrow cars or apportion money to buy cars from lower-level organs, enterprises and institutions, and to accept vehicles donated by enterprises and institutions;
4. After the capital contribution, official vehicles shall not be added in the name of donation or distribution;
Fifth, it is not allowed to buy a car in the name of various associations affiliated to party and government organs;
Sixth, it is not allowed to equip department-level cadres with special vehicles, and it is not allowed to use law enforcement duty vehicles as general official vehicles;
Seven types of law enforcement duty vehicles should have signs and colors, and those that do not need signs and colors should be reported to the municipal official vehicle management leading group for approval;
8. Private use of buses is not allowed. When private cars are used for special reasons, they must be approved and charged according to the actual mileage;
Other violations of discipline and discipline are not allowed.
All departments and units should strictly abide by the above provisions, and leading cadres at all levels should conscientiously implement the principles of clean government and take the lead in putting an end to extravagance and waste in the use of official vehicles. City discipline inspection and supervision organs to investigate and deal with departments, units and individuals in violation of the provisions, depending on the seriousness of the informed criticism, shall be ordered to make corrections within a time limit, until the directly responsible person and the relevant leaders shall be held accountable.
Chapter V Supplementary Provisions
Twentieth the previous provisions of this Municipality on the management of official vehicles are inconsistent with these measures. "Notice on Printing and Distributing" No.27 [2008] issued by Thailand shall be abolished with immediate effect.
Article 21 Each urban area shall, in accordance with these measures, combine the needs of work and local conditions, formulate specific implementation rules without breaking through the establishment standards of municipal authorities, reasonably determine the establishment standards of official vehicles within the urban area, and report to the competent department of official vehicles of the city for review.
