Cooper believes that organizations with positive safety culture have a good safety communication system, and safety information is transmitted between organizations through two-way formal and informal communication channels [13].

Reason believes that a good safety culture needs a perfect system to collect, analyze and disseminate enterprise safety information, and form an informed culture, and the formation of information culture needs the support of reporting culture and learning culture [15].

The communication process includes information transmission stage and information feedback stage.
