The spy bypassed the prison and reached the other side of the mobile bridge. Waiting to kill the guards next to the turnouts of the movable bridge (the location of the rotten car) will attract the enemies on the upper bridge and the bridgehead. Berets can attract the enemy's attention on the other side of the movable bridge (the enemy should fall down immediately after paying attention), and the enemy will bypass the prison to find berets.
