Regulations of Handan Municipality on the Administration of City Appearance and Environmental Sanitation (revised in 1997)

Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean and beautiful city environment, these Regulations are formulated in accordance with the Regulations of the State Council on the Administration of City Appearance and Environmental Sanitation, the Regulations of Hebei Province on the Administration of Urban Construction and other relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 Units and individuals in the urban areas of this Municipality must abide by these Regulations. Article 3 The work of city appearance and environmental sanitation shall be carried out under the principle of unified leadership, district responsibility, three-level management of city, district and sub-district offices (townships), and the combination of professional management and mass management. Article 4 The administrative department of city appearance and environmental sanitation of the municipal and district people's governments shall be in charge of the city appearance and environmental sanitation management of this municipality and district, and its main responsibilities are:

(a) the implementation of laws, regulations and rules relating to the management of city appearance and environmental sanitation;

(two) the preparation of long-term planning and annual plans for the work of city appearance and environmental sanitation;

(three) management, supervision and inspection of city appearance and environmental sanitation;

(four) to punish acts in violation of these regulations. Article 5 The people's government of a city shall incorporate the cause of city appearance and environmental sanitation into its national economic and social development plan and organize its implementation.

The professional planning of city appearance and environmental sanitation should be incorporated into the overall urban planning. Article 6 The people's government of a city shall actively develop the cause of environmental sanitation, carry out the reform of the employment system for environmental sanitation in accordance with the relevant provisions of the state and the province and in combination with local conditions, gradually increase the funds for environmental sanitation according to needs, and improve the wages and welfare benefits of environmental sanitation workers. Seventh city people's government should strengthen the publicity of scientific knowledge of city appearance and environmental sanitation, improve citizens' awareness of environmental sanitation, and develop good health habits.

Any unit or individual shall respect the work of the city appearance and environmental sanitation staff, and shall not hinder or obstruct the city appearance and environmental sanitation staff from performing their official duties; And have the right to stop and report violations of these regulations. Eighth city appearance and environmental sanitation law enforcement personnel in the performance of official duties, should wear uniform signs, produce law enforcement certificates issued by the provincial people's government, civilized law enforcement. Article 9 The people's governments of cities should attach importance to the scientific and technological research on city appearance and environmental sanitation, popularize advanced technologies, improve the collection, transportation and treatment means of garbage and feces, improve the comprehensive utilization and harmless treatment capacity of wastes, and gradually improve the level of city appearance and environmental sanitation. Tenth units and individuals that have made remarkable achievements in the management of city appearance and environmental sanitation shall be commended and rewarded by the people's governments at or above the county level. Chapter II Management of Urban Appearance Article 11 Buildings and facilities in cities shall meet the standards of urban appearance stipulated by the state and this Municipality. The modeling and external decoration of newly built, expanded and rebuilt buildings should be in harmony with the environment. Twelfth buildings facing the street balcony, window, roof, corridor shall not be stacked, hanging unsightly items. The closed balcony shall not be lower than the standard of wooden frame glass.

Broken walls and dangerous houses along the street should be renovated or removed in time. Thirteenth outdoor advertising signs, windows, signs, etc. In the city, it should be healthy in content, beautiful in appearance, standardized in words, and regularly maintained, painted or removed.

Set up large outdoor billboards, billboards, neon lights, light boxes, electronic screens, galleries, etc. , must be approved by the administrative department of city appearance and environmental sanitation of the Municipal People's government, and go through the examination and approval procedures in accordance with the relevant provisions. In Fengfeng mining area, it must be approved by the administrative department of city appearance and environmental sanitation of the District People's Government, and go through the examination and approval procedures according to relevant regulations. Fourteenth urban primary and secondary roads and busy streets on both sides of the building, should be based on the needs and possibilities, choose panoramic and semi-panoramic walls, fences or hedges, flower beds (pools), lawns as the boundary with the street.

Street trees, green spaces and flower beds (pools) should be kept clean and beautiful. The residues and branches left by planting and pruning trees and flowers must be removed within two days. Fifteenth city streets and public places shall not be stacked materials, buildings and other facilities. Due to special needs such as construction, it is really necessary to temporarily pile up materials, build temporary buildings or other facilities, the construction unit shall apply to the administrative department of city appearance and environmental sanitation of the local people's government, report to the administrative department of city appearance and environmental sanitation of the Municipal People's government for approval, and go through the examination and approval procedures in accordance with the relevant provisions. In Fengfeng mining area, it must be approved by the administrative department of city appearance and environmental sanitation of the District People's Government, and go through the examination and approval procedures according to relevant regulations. Article 16 Occupy the road to set up bazaars, seasonal markets and morning markets, the setting unit shall apply to the administrative department of city appearance and environmental sanitation of the local people's government, report to the administrative department of city appearance and environmental sanitation of the Municipal People's government for approval, and go through the examination and approval procedures in accordance with the relevant provisions. With the consent of the competent administrative department of city appearance and environmental sanitation of the people's government of the district where Fengfeng mining area is located, the examination and approval procedures shall be handled in accordance with relevant regulations.

Do not set up stalls outside the market. If it is really necessary to set up a stall, the Municipal People's Government shall authorize the relevant departments to examine and approve it without affecting the city appearance and traffic. Fengfeng mining area shall be examined and approved by the relevant departments authorized by the District People's Government.

All stalls must operate according to the designated location, scope and time. Seventeenth city streets and squares prohibit all vehicles from parking and leaving. It is forbidden to set up a parking lot in the driveway. Setting up parking lots on both sides of streets and public places must be approved by the administrative department of city appearance and environmental sanitation of the Municipal People's Government, and go through the examination and approval procedures according to relevant regulations.
