The scope of this "donation action" is enterprises that are affected by the epidemic and have difficulties in operation; A new enterprise (industry) focusing on express delivery, freight transportation, online distribution and online car rental; Small and micro enterprises in streets (towns), economic development zones and commercial buildings; Enterprises that have established trade unions but have not carried out collective bargaining, industries (regions) and parks with sound negotiation subjects but have not carried out collective bargaining; Collective contracts (including comprehensive collective contracts and various special collective contracts) have expired and need to be renewed or re-signed.
The consultation suggestions of "tender offer action" include: encouraging enterprises with production and operation difficulties to negotiate salary adjustment with employees so as to help each other in the same boat; Steadily improve the treatment of employees, especially enterprises with normal production and operation and good benefits, and take salary increase, bonus and welfare, allowance and subsidy, rest and vacation as the main contents of the offer; Promote skill elements to participate in enterprise salary distribution, adhere to distribution according to work and contribution by elements, match career development design with salary distribution, and handle the salary distribution relationship as a whole.
The Provincial Federation of Trade Unions suggested that collective bargaining "offer action" should be included in the agenda of the party and government; Representative organizations of enterprises at all levels should mobilize the extensive participation of member enterprises; Human and social departments at all levels should coordinate and deal with the problems existing in the performance of collective contracts; The province's collective negotiation instructors and labor relations coordinators should give full play to their team advantages and help enterprises standardize and effectively carry out collective negotiation.
It is reported that in the three years since the implementation of the "Offer Action", 2,363 new collective bargaining enterprises have been established in the province, and collective contracts 17497 have been signed, covering 53 enterprises105, covering a total of 3,547,499 employees.
