The total scale of land development and construction is 175,411.59 acres, with an estimated total investment of 226,536,460 yuan, and an estimated 18,587.66 acres of new cultivated land. At present, the four land consolidation projects implemented have been completed and verified by the Provincial Land Acquisition and Consolidation Affairs Center, pending final inspection by the provincial department. The construction of three land consolidation projects including Gantang Town and Tianshi Town invested by the provincial level and Shaba Chang Township invested by the municipal level is about to start. The Provincial Department of Land and Resources approved the project in 2007 with Sichuan Land and Resources Letter [2009] No. 425 A provincial investment project with a construction scale of 13,435.20 acres and a total investment of 18,758,760 yuan. It is expected to add 1,378.05 acres of cultivated land and the construction period will be 6 months. Involving Liujiaba Village, Shahe Village and Hulujing Village. 2.XX County Changling Town Land Consolidation Project

It is a municipal-level investment project and was approved by the Provincial Department of Land and Resources in accordance with Sichuan Land and Resources Letter [2009] No. 457. The investment and compensation balance project (which is actually a municipal investment) has a total investment of 13.8566 million yuan, a construction scale of 13,976.10 acres, and an estimated 1,634.20 acres of new cultivated land. The construction period is 3 months and involves Tianmao Village, Tubaozhai Village, Tianxingzhai Village and Caishiqiao Village. 3.XX County Jiaozhi Town Land Consolidation Project

4.XX County Xinning Town Land Consolidation Project

It is a county-level investment project and is a project approved by the Provincial Department of Land and Resources with Sichuan Land and Resources Letter [2008] No. 391. The investment was 13.7392 million yuan, the construction scale was 12,273.9 acres, and 1,697.3 acres of new cultivated land were added (of which 1,208.125 acres were written off for the first, second, and third batches of urban construction land in 2008, and 483.175 acres were outstanding for the Municipal Land and Resources Bureau, leaving 6 acres) , the construction period is 3 months. Involving three villages: Sunjiagou Village, Hujiagou Village and Wadianzi Village in Xinning Town. The project contents mainly include: land leveling, farmland water conservancy projects, road projects, forest network projects, etc. The project has been completed and passed the verification of the Provincial Land Acquisition and Arrangement Affairs Center at the end of May this year, adding 1,594.83 acres of cultivated land, and has passed the final inspection of the provincial department (this project is a ledger project, and after passing the final inspection, part of the land use quota will be reduced) ).

In addition to entrusting the municipal bureau with full authority to implement the municipal-level investment in the land consolidation project of Shaba Chang Township, XX County, our bureau is expected to start construction at the end of July this year. There are two land consolidation projects in Tang Town and Tianshi Town, with a construction scale of 42,680.05 acres (including the Shaba Chang Township land consolidation project) and a total investment of 53.163 million yuan (including the Shaba Chang Township land consolidation project). It is a provincial investment project approved by the Sichuan Provincial Department of Land and Resources in accordance with the Sichuan Land and Resources Letter [2010] No. 1163, with a construction scale of 14054.7 mu, with a total investment of 18.3164 million yuan, it is expected to add 1,514.47 mu of cultivated land, and the construction period will be 1 year, involving Zhuandongqiao Village (including the original Jizishan Village), Xiang'anmiao Village, and Nanbazi Village. The main project content is: land leveling, farmland water conservancy projects, road projects, forestry network projects, etc. We are now bidding online to compare and select agencies.

2.XX County Tianshi Town land consolidation project

It is a provincial investment project approved by the Sichuan Provincial Department of Land and Resources in accordance with Sichuan Land and Resources Letter [2011] No. 99, with a construction scale of 14958.5 mu, with an estimated total investment of 19.1323 million yuan, and an estimated 1,579.4 acres of new cultivated land.

Involving Jianfengzhai Village, Cuijiaba Village, and Longjingba Village of Tianshi Town, the project actual measurement and planning and design have been completed. The provincial department has carried out the construction design and budget preparation comparison and selection documents with "Sichuan Tu Preparation [2012] No. 101" Filing.

3.XX County Shabachang Township Land Consolidation Project

This project is a municipal investment project approved by the Sichuan Provincial Department of Land and Resources in accordance with Sichuan Land and Resources Letter [2010] No. 1066. The construction scale is 13,666.85 acres, with an estimated total investment of 15.7143 million yuan. It is expected that 1,561.38 acres of new cultivated land will be added. 4. Flood damage reclamation projects in 5 towns including Lingyan Township in XX County

5. Flood damage reclamation projects in 7 townships including Yaozhi Town in XX County

6.XX County Lingyan Township Land Consolidation Project

This year’s county investment and compensation balance project to be declared has an estimated total investment of 19.868 million yuan, a construction scale of 14,608.82 acres, and new cultivated land. 1,387.84 acres, with a construction period of 1 year, involving Guihuayuan Village, Xiapakou Village, and Lijiazui Village. The project contents mainly include: land leveling, farmland water conservancy projects, road projects, forest network projects, etc. The early project cost budget control price has been completed and the application for project approval has been completed.

IV. Existing problems

(1) The Qilong Township land consolidation project mentioned by the Qilong Township government involves 1 convenience bridge in Group 7 of Liujiaba Village. Our bureau has done planning and design. Later, because the span of the agricultural bridge exceeded 6 meters and exceeded the design scope of the project, it was reduced when the Provincial Department of Land and Resources reviewed the plan. In order to speed up the progress of the project, the construction team hereby Culverts and stone strips have been laid along the river section. When the construction team was building a field road nearly 100 meters away from the river, the construction team failed to erect a convenience bridge according to the construction design plan. This caused strong dissatisfaction among the local villagers and prevented the construction team from removing the culverts and stones in the river section. As a result, the road was not completed as designed. Form a dead end. On May 10 this year, with the cooperation and coordination of the Qilong Township Party Committee and the government, a construction team was organized to remove the culverts and stones in the river and restore them to their original condition.

(2) The convenience bridge on the Weijiayuan River in Group 4 of Hulujing Village involved in the Qilong Township land consolidation project area mentioned by the Qilong Township Government was not designed in the design plan, so it was not included in the project construction The convenience bridge was not erected at that time, and the villagers strongly demanded the construction of a convenience bridge.

V. Work plan for the second half of the year

(4) It is recommended that the county government organize relevant units to conduct a special study on the Weijiayuan River in Group 7 of Liujiaba Village and Group 4 of Hulujing Village involved in the Qilong Township land consolidation project mentioned by the Qilong Township Government* **2 convenient bridges.

(5) Cooperate with the revision of the overall land use plan and prepare the special plan for land development, reclamation and consolidation.

(6) The implementation of land development and consolidation projects is very likely to be affected by objective factors such as construction conditions, rain and snow weather, design changes, funds, etc. Coupled with the lack of project management experience, the project implementation will be accelerated in the future.
