Changsha, how do you evaluate a civilized city?

My family lives near the Yangjiashan Overpass of the East Second Ring Road. Because there are no underground passages or overpasses, people risk their lives to cross the busy East Second Ring Road. Are we kidding with our lives? Go under the Yangjiashan overpass and see how many trucks are parked and how many motorcycles are running rampant? Is it because the quality of citizens is not high? I would be ashamed if Changsha could become a civilized city. But having said that, it doesn’t matter if it can be rated well, don’t make it difficult for the cleaners who work hard to sweep the streets and the poor merchants who have finally opened their doors and have to face the impact of the city appearance and the removal of their signs~
