People from high-risk areas, people in red team and code yellow, or people who are closely related to the confirmed cases in COVID-19, or people who are closely related to each other, conceal important information such as illness, medical history, contact history, residence history, and whereabouts, and refuse to accept quarantine inspection, centralized isolation medical observation, home isolation medical observation, and home health monitoring, depending on the circumstances, they shall be given administrative penalties for public security; Causing or threatening to spread in COVID-19, which constitutes a crime, shall be investigated for criminal responsibility according to law.

Confirmed cases, suspected cases and asymptomatic infected persons in COVID-19 refused to accept epidemic prevention, quarantine and isolation treatment, or left the isolation treatment place before the expiration of the isolation period, entered public places, took public transport, or participated in people gathering activities, which caused the spread of COVID-19 or threatened to spread, and constituted a crime, criminal responsibility shall be investigated according to law.

The flow of staff to conceal the truth, fabricate facts, deliberately conceal, refuse or hinder the investigation, according to the circumstances given administrative penalties for public security; Causing or threatening to spread in COVID-19, which constitutes a crime, shall be investigated for criminal responsibility according to law.

Refuse to cooperate with epidemic prevention personnel to implement epidemic prevention measures such as scanning code and temperature measurement, inquiry and registration, identity verification, vehicle inspection, etc., do not listen to dissuasion, stir up trouble, shops, supermarkets, organs, enterprises and institutions, public places, depending on the seriousness of the case, shall be punished according to law for public security management; If a crime is constituted, criminal responsibility shall be investigated according to law.

In violation of epidemic prevention and control regulations, organizing all kinds of cultural performances, exhibitions, competitions, off-campus training, parties and other gathering activities, and arranging weddings and funerals in violation of epidemic prevention and control regulations, depending on the circumstances, they shall be given administrative penalties for public security; Causing COVID-19 to spread, which constitutes a crime, shall be investigated for criminal responsibility according to law.

During the period of epidemic prevention and control, if illegal organizations gather to make trouble, they shall be given administrative penalties for public security according to the circumstances; If the case constitutes a crime, the criminal responsibility of the relevant personnel shall be investigated according to law.

Threatening, insulting or hurting medical personnel and epidemic prevention and control personnel who perform epidemic prevention tasks, depending on the seriousness of the case, shall be given administrative penalties for public security according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

During the epidemic prevention and control period, those who organize and participate in gambling activities will be severely punished according to law.

Others who refuse to implement the decisions, instructions, orders, notices and announcements on epidemic prevention and control issued by the people's government and its epidemic prevention and control departments shall be seriously investigated for legal responsibility according to law.

Whoever fabricates false information and spreads it on the information network or other media, or intentionally spreads false information or unverified information on the information network or other media, or organizes or instructs personnel to spread it on the information network, disrupting public order and undermining the overall situation of epidemic prevention and control in the whole region, shall be given administrative penalties for public security according to the circumstances; If a crime is constituted, criminal responsibility shall be investigated according to law.

Severely punish illegal and criminal acts that hinder epidemic prevention and control, such as making and selling fakes, driving up prices, cheating, gathering people to plunder, destroying traffic facilities, destroying wildlife resources, and dereliction of duty.
