Regulations of Jiujiang Municipality on the Administration of City Appearance

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and build a clean, beautiful, ecological and civilized city environment, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the city appearance management of Jiujiang City. The specific scope of application in the areas where municipal districts and counties (cities) implement urbanization management shall be determined and promulgated by the people's governments of cities and counties (cities). Article 3 The term "city appearance management" as mentioned in these Regulations includes the management of buildings and structures facing the street, outdoor advertising and marking facilities, urban roads and facilities, vehicles and parking lots, and construction sites, as well as the management of urban waters, green spaces and lighting landscapes. Article 4 The law enforcement of city appearance management shall follow the principles of people-oriented, service priority, graded responsibility, territorial management, public participation and social supervision. Article 5 The municipal and district people's governments shall incorporate urban management into the national economic and social development plan, improve the coordination mechanism of planning, construction, management and law enforcement, strengthen the connection between administrative licensing, administrative inspection and administrative law enforcement, and strengthen city appearance management and law enforcement. Article 6 The urban management law enforcement department of the Municipal People's Government shall be responsible for the guidance, supervision and assessment of city appearance management law enforcement, and undertake the management law enforcement work of trans-regional, major and complicated matters such as muck transportation and outdoor advertising in municipal districts.

Urban management and law enforcement departments of the Municipal People's Government, Jiujiang Economic and Technological Development Zone and Balihu New District Administrative Committee are responsible for the city appearance management and law enforcement within their respective jurisdictions, and send law enforcement agencies to the streets and towns to which these Regulations apply. The business work of the accredited institutions is led by the district people's government and the urban management and law enforcement department of the CMC, and the daily management is mainly based on the township.

County (city) people's government urban management law enforcement departments responsible for the people's government at the same level to determine and publish the regional city management and law enforcement work.

Sub-district offices and Township People's governments are responsible for the daily work of city appearance management within their respective jurisdictions, and guide and urge residents' committees, villagers' committees and owners' committees to carry out autonomous city appearance management. Article 7 The planning, construction, public security, land and resources, environmental protection, real estate management, production safety supervision and market supervision departments of the municipal and district people's governments shall do a good job in city appearance management according to their respective responsibilities.

Water supply, power supply, gas supply, postal services, communications, radio and television, public transportation, property management and other units shall provide public services within their respective business scope, undertake the responsibility of facility maintenance, and cooperate with city management. Eighth organs, organizations, enterprises and institutions, radio, television, newspapers, Internet and other media should do a good job in publicity and education of city appearance management, and guide units and individuals to maintain the city appearance environment. Ninth all units and individuals have the obligation to maintain the city appearance, and have the right to discourage, criticize and report violations of the city appearance management. Chapter II Appearance Management of Street-facing Buildings and Structures Article 10 Street-facing buildings and structures shall meet the standards of city appearance. New construction and reconstruction of buildings and structures facing the street should be coordinated with the surrounding environment and the main building in terms of height, shape, color and style.

It is forbidden to rebuild the facade of the street without authorization, to break the wall and open a shop to change or destroy the street building, and to build illegally. Eleventh balconies of buildings facing the street should be set in a unified and standardized way, and no brackets or hanging items should be installed outside the balcony.

Outdoor air conditioning units of street buildings shall be installed on standard embedded load-bearing facilities and shall not be exposed outside the building. Article 12 The pipelines and lampblack pipes of buildings facing the street should be set in the pipe gallery of closed buildings, and the pipe gallery of lampblack pipes should be set separately, and avoid the frontage of buildings. Thirteenth street buildings need to set up anti-theft net, should be set up in accordance with the general technical requirements of residential security system stipulated by the state quality and technical supervision department. The first and second floors of buildings facing the street should be equipped with embedded security window or invisible anti-theft net, and the third floor or above should be equipped with invisible anti-theft net. Fourteenth buildings facing the street shall not be stacked on the roof, and the roof greening shall meet the requirements of load-bearing safety and seepage prevention. Fifteenth street buildings and structures facade damaged, defaced, affecting the city, the owner, user or manager shall repair and clean. Article 16 The use of buildings on both sides of main streets, important functional areas and key landscape areas in the central city should be coordinated with the city appearance and environment, and business activities such as motor vehicle cleaning, decoration and maintenance, sales and processing of building materials, and recycling of waste materials should meet the requirements of city appearance and environmental protection. Seventeenth people's governments at or above the county level planning, construction and other departments should organize urban design in the city center, important functional areas, key landscape areas, urban design content should be included in the planning conditions; Guide development units to standardize the construction of balconies, outdoor air conditioners, pipelines, lampblack pipe corridors, security window nets and other facade facilities of street-facing buildings.

If the facilities listed in the preceding paragraph of the existing street-facing buildings do not conform to the provisions of this Ordinance, the Municipal People's Government, Jiujiang Economic and Technological Development Zone and Balihu New District Administrative Committee shall formulate plans and gradually transform them to meet the prescribed standards.
