Regulations of Qinghai Province on Prevention and Control of Plague

Article 1 In order to effectively prevent and control the occurrence and spread of plague, safeguard human health and life safety, and maintain normal social order, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Regulations on Emergency Response to Public Health Emergencies and other relevant laws and administrative regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to the prevention, control, supervision and management of plague within the administrative area of this province. Article 3 The prevention and control of plague shall adhere to the principle of putting prevention first and combining prevention and control, and follow the principles of government responsibility, hierarchical management, scientific prevention and control, social participation, effective disposal and enhanced publicity. Article 4 The people's governments at or above the county level shall strengthen their leadership in the prevention and control of plague, formulate plans for the prevention and control of plague, establish and improve the assessment mechanism, and include funds for the prevention and control of plague in the fiscal budget at the corresponding level.

The people's governments at or above the county level shall establish a cross-regional and cross-departmental joint prevention and control mechanism and improve the information sharing system for plague prevention and control in different regions. Article 5 People's governments at or above the county level shall strengthen the construction of plague prevention and control teams, enrich plague prevention and control professionals, improve working conditions, and implement subsidies and subsidies for plague prevention and control workers in accordance with state regulations. Article 6 The health authorities of the people's governments at or above the county level shall be responsible for the prevention, supervision and management of plague within their respective administrative areas, establish and improve the inspection mechanism for plague prevention in conjunction with relevant departments, strengthen supervision and inspection, and implement prevention and control measures.

The departments of development and reform, industry and informatization, public security, finance, ecological environment, transportation, agriculture and rural areas, culture and tourism, emergency management, ethnic and religious, forestry and grassland, market supervision and other departments of the people's governments at or above the county level shall be responsible for the prevention and control of plague within their respective functions and duties. Seventh disease prevention and control institutions at all levels shall undertake the monitoring, detection, epidemiological investigation, prediction and epidemic report of plague epidemic. Eighth Township People's governments and sub-district offices should play the role of prevention and treatment by groups, and do a good job in the prevention and control of plague within their respective jurisdictions according to law.

Residents' committees and villagers' committees shall assist relevant departments to carry out publicity and education on plague prevention and control, implement relevant prevention and control measures, and organize residents and villagers to participate in plague prevention and control in communities and rural pastoral areas.

Property service providers should participate in plague prevention and control, and implement management measures such as emergency treatment implemented by the government according to law. Article 9 The competent health department of the people's government at or above the county level shall, jointly with relevant departments, strengthen the publicity and education of plague prevention and control, and adopt various forms to popularize the knowledge of plague prevention and control.

Radio, television, newspapers, internet and other media should carry out public welfare propaganda on plague prevention and control, and enhance the awareness of plague prevention and control in the whole society.

April is plague prevention publicity month every year. Tenth people's governments at or above the county level can mobilize social forces to carry out plague prevention and control work by purchasing services and guiding volunteers to participate.

Encourage medical colleges and research institutes to strengthen medical education and scientific research on plague prevention and control, train professionals and provide technical support for plague prevention and control. Eleventh units and individuals that have made remarkable achievements in the prevention and control of plague shall be commended and rewarded in accordance with relevant regulations.

In accordance with the relevant provisions, subsidies and pensions will be given to those who are sick, disabled or killed because of their participation in the prevention and control of plague. Twelfth health departments of the provincial people's government shall formulate plans for plague monitoring and prevention.

The people's government at the county level and the municipal (state) health department in charge of plague natural foci shall, jointly with relevant departments, formulate plague prevention and control plans, organize monitoring, investigation and risk assessment, and take preventive measures to prevent the occurrence and spread of plague. Article 13 The people's governments at the city (state) and county level, which are natural foci of plague, shall strengthen the construction and protection of fixed monitoring points, improve infrastructure, equip necessary monitoring equipment and personnel, and improve the ability of plague epidemic monitoring and emergency response. Article 14 The health department of the people's government at or above the county level shall, according to the emergency plan for plague control of the people's government at the next higher level, prepare the emergency plan for plague control in its own administrative region, and report it to the people's government at the same level for approval before promulgation. Fifteenth people's governments at or above the county level shall, according to the emergency plan for plague control, improve the emergency command system, improve the emergency material reserve mechanism, set up emergency teams, and regularly carry out emergency drills to improve emergency capabilities. Sixteenth people's governments at or above the county level shall strengthen the construction of plague detection laboratories, improve the quality of laboratories and the ability of rapid detection.

The competent health department of the people's government at or above the county level shall strengthen the biosafety management of plague detection laboratories, and supervise and inspect the collection, preservation, carrying, transportation and use of plague pathogens and plague detection samples. Article 17 Medical and health institutions shall establish and improve the responsibility system for pre-screening, triage and initial diagnosis of fever patients, and cooperate with disease prevention and control institutions to do a good job in epidemic situation reporting, epidemiological investigation, sample collection, and isolation treatment of suspected plague patients. Eighteenth disease prevention and control institutions shall, within two hours after judging the epidemic situation of animal plague, human plague or suspected human plague, report to the local health authorities and the higher-level disease prevention and control institutions. The competent health department that receives the report shall immediately report to the local people's government.

The competent health department of the provincial people's government shall, in accordance with the law, timely, accurately and comprehensively release information on plague epidemic, and strengthen the control and guidance of public opinion.
