Implementation Measures for the Targeted Enrollment Special Plan
According to the "About the Implementation of Targeted Admissions for Poverty-stricken Areas" by 5 ministries and commissions including the Ministry of Education "Notice of the Special Enrollment Plan" (Teaching [2012] No. 2) and "Notice of the Ministry of Education on Increasing the Proportion of Rural Students Recruited by Key Universities in Higher Vocational Schools in 2014" (Teaching [2014] No. 2) requirements, combined with the actual situation of our province, The "2014 Implementation Measures for the Special Plan for Targeted Enrollment of General Colleges and Universities in Gansu Province for Poverty-stricken Areas" have been specially formulated.
1. Implementation area and candidate qualifications
According to the "Notice on Implementing the Special Plan for Targeted Enrollment in Poverty-stricken Areas" issued by the Ministry of Education and other five ministries and commissions, our province implements a special plan for targeted enrollment in poverty-stricken areas. The planned area is 58 concentrated contiguous poverty-stricken counties (cities, districts) in 11 cities (states) under its jurisdiction (see Appendix 1 for details).
Candidates in the 58 impoverished counties (cities and districts) who have household registration in poverty-stricken areas and three-year local high school student status and are actually enrolled in the program and meet the registration conditions for the unified examination for general college admissions that year can apply for the special plan.
2. Qualification review and information reporting
(1) Review procedures
1. Candidates whose household registration is in a poverty-stricken county and who register in a poverty-stricken county: Candidates must go to the admissions office in the county (district) where their household registration is located to apply for the "Qualification Examination Form for Candidates in General College Admissions in Gansu Province for Targeted Admissions from Poverty-stricken Areas" (see attachment 2 for details). After filling it out, submit it to the admissions office in the county (district) for qualification determination and filing. .
2. Candidates whose household registration is in a poverty-stricken county but whose registration is not in a poverty-stricken county must go to the admissions office in the county (district) where their household registration is located to apply for the "Gansu Province Ordinary College Admissions Targeted Admissions Candidate Qualifications for Poverty-stricken Areas" "Examination Form", fill it out and submit it to the Admissions Office of the county (district) where your household registration is located for qualification determination. After the qualification is determined, candidates should bring the qualification review form to the enrollment office of the county (district) where they registered for registration.
3. Candidates whose household registration is in a poor area but whose household registration is not in the same place: Candidates must apply for the "Gansu Province General College Entrance Examination Targeted Admissions Candidate Qualifications for Poverty-stricken Areas" at the enrollment office in the two places where the household and school registration are located. "Examination Form", fill it out and submit it to the recruitment office of the county (district) where your student registration is located for qualification verification. After the qualification is determined, candidates should bring the qualification review form to the enrollment office of the county (district) where they registered for registration.
Candidates who do not undergo qualification verification will not be allowed to participate in the special program admissions. During the qualification review, all candidates who are not fraudulent and have special circumstances will be reviewed by the county (district) admissions office and reported to the city (state) admissions office for decision. The city (state) admissions office will report the list and status of approved candidates to the provincial admissions office for record.
(2) Reporting of qualification information
Each city (state) admissions office must build a separate database of qualification information data of candidates from poor areas and submit it to the provincial admissions office before May 15. The "Qualification Examination Form for Candidates for Targeted Admissions to Poverty-stricken Areas in General Colleges and Universities in Gansu Province" will be placed in the candidates' paper files by the county (district) admissions office.
3. Plan preparation and batch setting
(1) Plan preparation
1. Special plans shall be prepared separately. The preparation work is carried out in accordance with the "Notice of the General Office of the Ministry of Education on the Preparation and Management of the National Provincial and Major Enrollment Plans for General Colleges and Universities in 2014" (Teaching Office [2014] No. 1).
2. The special plan for enrollment in our province issued by the Ministry of Education is divided into two parts: the special plan for universities outside the province (including Lanzhou University and Northwest University for Nationalities) is compiled for the 58 poor counties (cities, districts) in the province Admission source plan by major; the special plan of 6 universities including Lanzhou University of Technology, Lanzhou Jiaotong University, Gansu Agricultural University, Northwest Normal University, Lanzhou Business School, Gansu College of Traditional Chinese Medicine, etc. is open to 58 poverty-stricken counties (cities, districts) in the province (City, district) and major-specific preparation of enrollment source plans.
3. Special plans shall be announced in separate enrollment plans. When the plan is announced, it is specified that the first batch of undergraduate students will be eligible for admission and the second batch of undergraduate students will be eligible for admission.

The special plan implements the model of "one first choice and three parallel second choices".
Each school can fill in six majors.
(3) Application filling time
After the results of the cultural classes are announced in late June, the special plan will be carried out simultaneously with the first application for the general category.
5. Admission
(1) Demarcation of score lines
The score lines for the special program batches in 2014 are implemented with reference to the score lines for the first batch of general liberal arts undergraduates and the second batch of undergraduates.
(2) Admission methods
The special plan of colleges and universities outside the province (including Lanzhou University and Northwest University for Nationalities) is open to 58 poor counties (cities, districts). (3) Principles of filing
The special plan will be filed in accordance with the principle of “volition first, score first”, ranking from high score to low score. Special plans will not be adjusted and volunteers will not be solicited. If there are insufficient students in the batch, the scores can be appropriately reduced according to the candidates' wishes to ensure the smooth completion of the enrollment plan.
VI. Relevant Policies
According to the requirements of the "Notice of the Ministry of Education on Improving the Proportion of Rural Students Enrolled in Key Universities in 2014": "From 2014, admissions will be based on special plans New students can decide on their own whether to transfer their household registration when enrolling, and they can apply to adjust their majors in accordance with relevant regulations and procedures while studying at school."
