Provisions of Hebei Province on the Administration of Fire Control Facilities

Chapter I General Provisions Article 1 In order to strengthen the management of fire control facilities, improve the ability of society to resist fires and ensure public safety, these Provisions are formulated in accordance with the provisions of the Fire Protection Law of People's Republic of China (PRC) and the Regulations on Fire Protection in Hebei Province, combined with the actual situation of this province. Article 2 These Provisions shall apply to the planning, construction, maintenance and management of fire control facilities within the administrative area of this province. Article 3 The fire fighting facilities mentioned in these Provisions include public fire fighting facilities and building fire fighting facilities.

Public fire control facilities include:

(a) fire brigade (station), fire barge, fire helicopter parking airport (ping), fire training and operational support facilities;

(two) municipal fire hydrant, fire hydrant, fire pool, fire water wharf, fire water supply pipe network and other fire water intake devices;

(three) fire truck access, fire safety evacuation access, fire spacing, fire safety signs, outdoor fire safety publicity facilities;

(four) fire signal transmission lines, outdoor communication stations and supporting facilities;

(five) other fire prevention, fire fighting and emergency rescue equipment, facilities and equipment.

Building fire protection facilities include:

(a) automatic fire extinguishing system, automatic fire alarm and fire linkage control system;

② Smoke control system;

(3) Fire communication and fire emergency broadcasting system;

Fire power supply, power distribution system and electrical fire prevention and explosion-proof facilities;

(5) Fire extinguishers and fire water supply system;

(six) fire doors and mobile fire separation facilities;

(seven) fire emergency lighting, evacuation signs and evacuation stairs, evacuation walkways, evacuation doors and fire elevators. Fourth people's governments at or above the county level and their relevant departments are responsible for the planning, construction, maintenance and management of public fire control facilities within their respective administrative areas.

Organs, organizations, enterprises, institutions and other organizations are responsible for the construction, maintenance and management of fire control facilities in their own buildings. Article 5 Fire control institutions of public security organs of people's governments at or above the county level shall be responsible for the supervision and management of fire control facilities within their respective administrative areas. Chapter II Management of Public Fire Control Facilities Article 6 People's governments at all levels shall formulate and revise fire control plans in accordance with urban and rural planning. Fire control planning must include the details of public fire control facilities.

The people's governments at or above the county level shall include the funds for the construction and maintenance of public fire control facilities in the fiscal year budget at the same level. Article 7 The people's governments of cities and counties divided into districts shall plan, design and construct public fire control facilities and urban infrastructure synchronously to ensure that public fire control facilities are compatible with economic and social development. Article 8 The development and reform department shall, according to the fire control plan, incorporate the construction of public fire control facilities and fire control equipment into the local fixed assets investment plan. When examining and approving urban and rural infrastructure construction and renovation projects, the investment plan for public fire control facilities shall be reviewed. Article 9 The reserved land for the construction of public fire control facilities determined by urban and rural planning shall be managed by the administrative department of urban and rural planning and land and resources of the people's government at the county level divided into districts, and no unit or individual may change its use without authorization. Tenth housing and urban and rural construction departments in the arrangement of the annual urban and rural infrastructure construction and renovation plan, it should be included in the construction and renovation plan according to the fire protection plan, and overall implementation. Eleventh districts of the city and county people's governments shall, in accordance with the urban and rural planning and the relevant provisions of the state and province, build fire stations, equipped with fire fighting equipment and training facilities that meet the national standards.

The municipal people's government with districts shall, according to the needs, build a fire control dispatching command center. Twelfth water supply units in the construction and renovation of water supply pipe network, should be in accordance with the relevant national technical standards, unified construction of municipal fire hydrants and other public fire water supply facilities. If the water supply pipe network cannot meet the requirements of fire water, it shall be renovated or equipped with water storage facilities such as fire pools.

Where there are natural water sources such as rivers, lakes and ponds in the planning area, the relevant departments of the people's governments at or above the county level shall build fire truck passages and water intake facilities leading to the natural water sources. Thirteenth fire control institutions of public security organs shall provide technical support and services for the layout and construction of municipal fire hydrants and other public water supply facilities.

After the completion of the construction and renovation of relevant public fire water supply facilities, the competent department of municipal public facilities shall conduct comprehensive acceptance in conjunction with the fire control institutions of public security organs. Without acceptance or unqualified acceptance, it shall not be put into use. Fourteenth public * * * fire control facilities maintenance and management unit shall clarify the internal work responsibilities, determine the responsible person for maintenance and management, and set up fire safety signs for public * * * fire control facilities to ensure their integrity and effectiveness.

The water supply unit is equipped with full-time and part-time maintenance personnel according to the actual situation, and is responsible for the installation, maintenance and maintenance of municipal fire hydrants.

The fire control institutions of public security organs regularly inspect public fire control facilities, find hidden dangers in time and notify relevant units to eliminate them in time. Article 15 Urban block roads shall be built in accordance with the relevant provisions of the state to ensure that the road width, spacing, turning radius, clearance height, bearing capacity and return yard meet the requirements of the national fire control technical specifications. On roads with obstacles such as road railings, fire truck passages should be reserved.

No unit or individual is allowed to occupy fire truck passages and fire truck workplaces in public buildings and residential quarters.

The outdoor market management unit shall ensure that the fire truck passage is not occupied.
