China Civil Aviation Meteorological Work Rules (2016)

Chapter 1 General Provisions Article 1 In order to regulate civil aviation meteorological work and ensure the safety, normality and efficiency of civil aviation activities, in accordance with the "People's Republic of China and Civil Aviation Law" and "Civil Aviation Law of the People's Republic of China" * and the Meteorological Law of the People's Republic of China formulate these rules. Article 2 These rules apply to civil aviation meteorological work within the territory of the People's Republic of China. Units and individuals engaged in civil aviation meteorology work and related to civil aviation meteorology shall abide by these rules. Article 3 The basic contents of civil aviation meteorological work include observing and detecting meteorological elements, collecting and processing meteorological data, producing and publishing aviation meteorological products, and providing aviation meteorological services.

The scope of providing aviation meteorological services includes areas within the territory of the People's Republic of China and areas stipulated in international treaties that our country has concluded or participated in. Article 4 Civil aviation meteorological service agencies shall perform civil aviation meteorological responsibilities in accordance with these rules. Civil airports should set up civil aviation meteorological service agencies. The civil aviation meteorological service organizations referred to in these rules include airport meteorological stations, airport meteorological observatories, civil aviation regional meteorological centers, and civil aviation meteorological centers. Article 5 Civil aviation meteorological service agencies shall be equipped with meteorological professionals and meteorological facilities and equipment that meet the requirements for performing their duties, and establish corresponding meteorological work systems. Article 6 The Civil Aviation Administration of China (hereinafter referred to as the Civil Aviation Administration) is responsible for the unified management of civil aviation meteorological work nationwide, and the regional civil aviation administration bureaus (hereinafter referred to as regional bureaus) are responsible for the supervision and management of civil aviation meteorological work in their respective regions. Article 7 Civil aviation meteorological development and construction plans shall be formulated uniformly by the Civil Aviation Administration. Planning should comply with the national and civil aviation development overall plans, be guided by operations and user needs, and adhere to the principles of unified planning, scientific rationality, and maximum sharing of resources. Article 8 The exchange of civil aviation meteorological information within the territory of the People's Republic of China and in accordance with the international treaties concluded or acceded to by my country shall be organized and implemented by the Air Traffic Management Bureau of the Civil Aviation Administration. Article 9 Civil aviation meteorological service agencies shall, in accordance with the principle of maximum sharing and utilization of meteorological sounding data, exchange meteorological sounding data with domestic agencies engaged in meteorological work and provide meteorological information to aviation meteorological users. Article 10: The Civil Aviation Administration of China encourages and supports civil aviation meteorological science and technology research and technological innovation. Article 11 The meanings of the terms used in these rules are stipulated in the "Definitions" in Annex 1 of these rules. Chapter 2 Meteorological Service Organizations Section 1 Establishment and Responsibilities of Organizations Article 12 Civil Aviation Meteorological Centers and Civil Aviation Regional Meteorological Centers are established with the approval of the Civil Aviation Administration.

Civil transport airports should set up airport meteorological observatories, and civil general airports should set up airport meteorological observatories or weather stations as needed. If a meteorological observatory or station is set up at a civil airport, it must obtain a civil airport use license in accordance with the requirements of the "Civil Airport Use License Regulations" before operating it.

The Civil Aviation Regional Meteorological Center can assume the responsibilities of the airport meteorological observatory. Article 13 The Civil Aviation Administration of China shall designate a civil aviation regional meteorological center or airport meteorological observatory in each flight information region to assume the responsibilities of a meteorological monitoring station. Article 14 The Civil Aviation Meteorological Center shall perform the following responsibilities:

(1) Collect, process, distribute and exchange domestic meteorological information and meteorological information related to international flights and preserve relevant meteorological data; according to the Civil Aviation Meteorological Users can obtain meteorological information related to international flights according to their actual operational needs.

(2) Produce and release mid- and high-level regional forecasts.

(3) Produce and release business guidance products to regional meteorological centers and national airport meteorological observatories.

(4) Provide meteorological services to civil aviation meteorological users.

(5) Open the civil aviation meteorological information system to all airport meteorological departments.

(6) Collect and process the Civil Aviation Meteorological Ground Observation General Book, "Civil Aviation Airport Climatology" and "Civil Aviation Airport Climatology Summary" that are aggregated by the Civil Aviation Regional Meteorological Center; based on the actual operational needs of civil aviation meteorological users , providing them with the "Civil Aviation Airport Climate Chronicle" and "Civil Aviation Airport Climate Summary".

(7) Maintain the civil aviation meteorological information system and guide the maintenance and repair of relevant meteorological equipment.

(8) Carry out research, development and application of civil aviation meteorological technology.

(9) Provide technical support in business operations, personnel training, research and development, etc. to civil aviation regional meteorological centers and civil aviation meteorological users. Article 15 The Civil Aviation Regional Meteorological Center shall perform the following responsibilities:

(1) Collect, process, distribute and exchange meteorological information related to the region and preserve relevant meteorological data;

(2) Produce mid-level regional forecasts in the region;

(3) Produce and publish low-level regional forecasts in the region;

(4) Produce and deliver to regional airport meteorological observatories and airports Weather stations release business guidance products;

(5) Open the civil aviation meteorological information system to all airport meteorological departments;

(6) Provide meteorological services to civil aviation meteorological users;

(7) Collect and process the Civil Aviation Meteorological Ground Observation General Book, "Civil Aviation Airport Climatology" and "Civil Aviation Airport Climatology Summary" compiled by airport meteorological observatories and airport meteorological stations in the region, and submit them to the Civil Aviation Meteorological Center ;

(8) Maintain the civil aviation meteorological information system in the region and guide the maintenance and repair of relevant meteorological equipment in the region;

(9) Carry out research, development, and development of civil aviation meteorological technology Application;

(10) Provide technical support in business operations, personnel training, research and development to regional airport meteorological observatories, airport meteorological stations and civil aviation meteorological users.
