According to the special situation of cold chain food imported from COVID-19, in order to strengthen the prevention and control of cold chain food epidemic, prevent the virus from spreading through things and people, and effectively protect the public's life safety and health, according to the emergency response law, infectious disease prevention law, food safety law and other legal provisions, the relevant requirements are hereby notified as follows:

1. From now on, all units and individuals who purchase imported cold-chain food from Weifang must report to the local county-level market supervision department 24 hours before the food arrives, and strictly implement the requirements of claiming certificates and tickets, checking the "COVID-19 nucleic acid test certificate" and the disinfection certificate of imported cold-chain food goods; Filing can be done by telephone, fax, email, etc. The record contents include the name of the producer and operator, the name, specification, quantity, production date or batch number of the food, the name, address and contact information of the supplier, etc. The county-level market supervision department shall disclose the telephone, fax and e-mail contact information to the public through the department website and plain text. Those who fail to report as required will stop work for rectification, and those who refuse to rectify will be severely punished according to law.

Second, units and individuals involved in the transportation, storage, processing, sub-packaging and sales of imported cold-chain foods must establish purchase ledgers and wholesale sales ledgers, timely and accurately input the purchase and sale behavior information into the "Shandong Cold-chain Food Epidemic Prevention and Control Management System", and check the "COVID-19 nucleic acid detection certificate" and the proof that the imported cold-chain food goods have been disinfected. Sales must be carried out at the counter and are not allowed to be mixed with other foods. Consumers' real-name registration or scanning code to pay for sales ensures the traceability of the whole process.

Three, imported cold chain food business units should do a good job in food storage and transportation areas, means of transport, goods packaging and other related supplies and appliances cleaning and disinfection, and strengthen risk investigation and environmental remediation. Disinfection was carried out according to the Technical Guide for the Prevention and Control of Cold Chain Food Production and Operation in COVID-19 issued by the Comprehensive Group of Joint Prevention and Control Mechanism in novel coronavirus, the State Council. Register the itinerary and health status of new employees and rework personnel within 14 days. The staff on duty in each shift must implement prevention and control measures such as registration, temperature measurement, disinfection and health code inspection. It is forbidden to work in spite of illness. Employees who are in direct contact with cold chain food and packaging should do personal protection.

4. Units and individuals involved in the transportation, storage, processing, sub-packaging and sales of imported cold-chain foods must establish a real-name management ledger for employees, actively cooperate with relevant environments, foods and personnel to carry out "due diligence" nucleic acid detection, and ensure that epidemic risks are discovered, managed and disposed of in the first time.

Five, cold chain food practitioners appear suspicious symptoms, immediately to the quarantine observation, and report to the local county-level disease control departments and epidemic prevention and control leading institutions, on the premise of personal protection, car transport to designated medical institutions, to carry out COVID-19 nucleic acid laboratory investigation. If a positive sample of nucleic acid is found, an emergency plan should be quickly launched in accordance with the Operating Rules for Emergency Disposal of Cold Chain Food Epidemic Prevention and Control in Weifang City, and the local county-level disease control departments and leading institutions for epidemic prevention and control should be reported at the first time, and the samples should be disposed of in strict accordance with the Operating Rules for Epidemic Prevention and Control.

Six, the masses should wear disposable gloves when they come into contact with imported cold chain food, wash their hands in time, and avoid touching their nose, mouth and eyes with their hands; When eating imported cold chain food, you must clean the tableware and countertops and cook the food thoroughly to ensure food safety; The outer packaging of imported cold chain food should be disinfected consciously.

Units and individuals that do not conform to the provisions of Articles 1 to 5 of this circular shall be ordered by the relevant departments to suspend business for rectification, supervise the implementation of rectification, and investigate and deal with them according to laws and regulations. If the case constitutes a crime, the public security organ shall investigate the criminal responsibility according to law.
