My personal thinking is how to give full play to the "cornerstone" role of grassroots party organizations, correctly handle the relationship between economic development and stability and harmony, and resolve contradictions at the grassroots level.

Jimunai Town, located in the northwest of Jimunai County, was established in September, 1997, with a distance of 16 km from the county seat, 2 km from Jimunai Port, bordering Kazakhstan and China in the west, with a total area of 1 169 square kilometers and the county border1. There are 5 administrative villages under the jurisdiction of the town, including 3 agricultural villages (Arreckx Village, Sawuleng Village and Xiaerhete Village in Beilai) and 2 animal husbandry villages (Pallet Village and Adel Village in Qizil), with 68/kloc-0 households and 2,738 people. The reason why Jimunai Town has achieved such good results is because the author comprehensively analyzed the various measures taken by the town and gained experience in the following aspects:

First, strengthen the construction of grass-roots party organizations and consolidate their role as battlefortresses.

The first is to combine the construction of grass-roots party organizations with the activities of striving for Excellence and creating learning-oriented party organizations. The town 12 party organizations have established their own organizations and publicly promised to give full play to party member's vanguard and exemplary role. The second is to build a multi-network publicity platform. For the construction of grass-roots party organizations, in addition to the conventional propaganda modes such as radio, television, newspapers, briefings, banners and slogans, the town has also opened up a new means of mobile phone short messages on 20 1 1 to enhance party member cadres' understanding of the basic knowledge of party organizations and national policies. Combined with the business training of family planning, civil affairs, labor insurance, statistics, economic management and other functional departments, and constantly improve the comprehensive quality and skill level of cadres in party member. Fourth, adhere to the combination of party organization construction and comprehensive management of letters and visits. While innovating the construction of grass-roots party organizations, it has consolidated and improved the role of grass-roots party organizations as a fighting fortress, laying a solid foundation for the mediation of social contradictions.

Second, give play to the leading role of grassroots party organizations and establish and improve the mediation mechanism for social contradictions.

On the basis of a comprehensive analysis of the social contradictions in the town, the town actively explores new ways and models for the construction of grass-roots party organizations, and constantly lays a solid foundation. By giving full play to the leading role of grass-roots party organizations, we should establish and improve the mediation mechanism of social contradictions and gradually enhance the ability of grass-roots party organizations to mediate social contradictions;

First, a special working group for letters and visits was set up, with the town party secretary and mayor taking overall responsibility and the leaders in charge being specifically responsible. A responsible leader has been arranged for every complaint reporting problem reflected by the masses, and a special working group has been set up to implement it within a time limit. The second is to integrate the work force and improve the mediation network at the town and village levels. In view of the backward ideological understanding of some party member people in Bele Arek village, the town party committee summed up experience in time, improved the expression and coordination mechanism of people's interests, established a three-level heart-to-heart talk system (between members of leading bodies, between leading bodies and cadres stationed in the station, and between party member cadres and the masses), and paid close attention to democratic management. For difficult cases that have been visited many times, such as the contradiction and dispute of returning farmland to forests in Xiaerhete village of this town, and the arrears of land contract fees, the party organization has held investigation and research meetings for many times, coordinated and signed opinions according to relevant policies, so that many contradictions have been well resolved.

(4) Carry out responsibilities, with clear rewards and punishments, and give full play to the target assessment function of grass-roots party organizations. First, improve the system and clarify work responsibilities. Sign letters and visits with the village to maintain stability, strictly implement the system of "one-vote veto" and "yellow card warning", strengthen the assessment system of target management, and assess the relevant responsible persons of each unit every year, rewarding the excellent and punishing the poor. The second is to strictly do a good job in cash rewards and punishments. Strictly contrast with the various target responsibility forms signed with villages and the "Petition and Reward System", the rewards will never be stingy and the punishment will never be soft. The author found in the investigation that although Jimunai Town actively explored how to give full play to the role of grassroots party organizations and made great achievements in resolving contradictions at the grassroots level, there are still some difficulties and problems in using grassroots party organizations to resolve contradictions, mainly including:

1. Part of party member's service consciousness in grass-roots party organizations is not enough, and he doesn't know the actual situation at the grass-roots level. Some party member's sense of service in solving problems and resolving contradictions is not strong. They have limited time to go deep into the grassroots to understand the actual situation, and have an inaccurate grasp of the ideological dynamics of the grassroots. They are often in a passive state in the process of handling and resolving contradictions, which is not conducive to resolving and resolving contradictions.

2. Some party member's policy theories are unfounded. According to the survey, although the cultural and theoretical quality of rural grassroots party member has been greatly improved, it is still low. Some village cadres in party member do not have a thorough understanding of the central and local policies, documents and laws and regulations, and it is inevitable that there will be omissions in the process of mediating social contradictions and responding to emergencies.

3. A few party organizations do not actively respond to contradictions in the process of handling, and they are timid. In the process of dealing with contradictions, faced with the relationship between local people and tribes, it is difficult for some party member to treat them fairly, and often small contradictions turn into big ones.

4. The party member structure of grass-roots party organizations tends to be aging. Contradictions at the grass-roots level are becoming more and more diversified. In the process of dealing with contradictions, old party member sometimes lacks understanding of new types of contradictions and cannot think creatively and solve them effectively.

In view of the existing difficulties and problems, how to give full play to the role of grass-roots party organizations in mediating and resolving social contradictions under the new situation, the author suggests starting from the following aspects:

1, improve the service ability of grass-roots party organizations in conflict mediation and resolution. Through training, study and other measures, we can improve the quality of grassroots party member in applying principles, policies and theories, enhance the sense of service and work responsibility, deeply understand the actual situation of grassroots contradictions, and solve problems with a clear aim.

2. Improve the guiding role of grass-roots party organizations in public opinion. Grass-roots party organizations should be organically combined with activities such as striving for excellence and establishing learning-oriented party organizations, give full play to party member's vanguard and exemplary role, strengthen ideological education of the masses, guide correct public opinion at the grass-roots level, and create a harmonious atmosphere.

3. Improve the ability of grass-roots party organizations to cope with contradictions and emergencies. The ability of the party organization plays a key role in coordinating and handling the contradictions at the grass-roots level. Grass-roots party organizations can improve their ability to deal with contradictions from three aspects: first, let power be used by the people, worried by the people and benefited by the people, and effectively solve the most concerned, direct and direct interests of the masses; Second, relying on the masses to achieve group prevention and control in resolving contradictions; The third is to establish and improve the contradiction mediation mechanism, and use policies, laws and regulations to coordinate and resolve contradictions.

4. Optimize the structure of grass-roots party organizations. Grass-roots party organizations can absorb the new party member by innovating the carrier of activities and strengthening the propaganda of party member activities, add new blood and vitality to grass-roots party organizations, further optimize the structure of grass-roots party organizations, and provide organizational guarantee for mediating and resolving innovative contradictions.
