However, in some places, the implementation of the "five inclusions" is still unbalanced. In order to further improve the "five inclusion" work of cultural relics protection, the following opinions are put forward:
1. The essence of bringing cultural relics protection into the economic and social development plan is to closely combine cultural relics protection with the grand goal of building a well-off society in an all-round way, and to combine it with the construction of socialist spiritual civilization and material civilization in China, so as to clarify the tasks and objectives of cultural relics protection and career development and realize the long-term protection and sustainable development of cultural relics. All localities should formulate special plans for the development of cultural relics in their own regions and incorporate them into local plans for national economic and social development. In areas rich in cultural relics, while defining the overall objectives of local cultural relics work, specific objectives and work measures should be put forward for cultural relics protection and utilization facilities such as cultural relics maintenance projects, cultural relics protection units, museums, personnel training and team building.
Second, cultural relics protection must be incorporated into urban and rural construction planning in strict accordance with the relevant provisions of the Cultural Relics Protection Law and the Urban Planning Law. All localities should fully consider the special requirements for the protection of cultural relics protection units when compiling and adjusting urban and rural construction plans. The delineation and protection of cultural relics protection units and their construction control zones should be taken as the mandatory content of overall planning and detailed planning. The financial allocation of people's governments at all levels for the protection of cultural relics should increase with the growth of local fiscal revenue.

The operating income of state-owned museums, memorial halls and cultural relics protection units shall all be used for cultural relics protection; The state encourages the establishment of social funds for the protection of cultural relics through donations and other means to attract social funds to be used exclusively for the protection of cultural relics.
Seven, cultural relics protection into the system reform, the central task is to establish and improve the management system of cultural relics protection, cohesion of social forces into the cause of cultural relics protection. To this end, local governments at all levels should strengthen their leadership in the work of cultural relics protection, implement the responsibility of cultural relics protection, straighten out the working relationship, establish and improve various working systems, and strive to promote the healthy development of cultural relics protection in China. Cultural relics administrative departments at all levels should bear the responsibility of supervision and management of cultural relics protection within their respective administrative areas, strengthen industry management functions, and maintain the order of cultural relics management.
8. The central government has established a national inter-ministerial coordination meeting system for cultural relics protection, which is composed of development and reform, public security, civil affairs, justice, finance, land, construction, culture, customs, taxation, environmental protection, industry and commerce, forestry, tourism, religion, cultural relics and other relevant departments. All localities may, in light of local actual needs, establish a coordination meeting system or cultural relics management committee attended by relevant departments to strengthen leadership and coordination of cultural relics work.
Nine, the protection of cultural relics into the leadership responsibility system. Governments at all levels should not only designate special personnel to be responsible for cultural relics work, but also take cultural relics protection as one of the contents of assessing the achievements of leading cadres. The State Council cultural relics administrative departments and local people's governments at all levels should regularly commend the advanced places in the "five inclusion" work. In addition to the administrative and legal responsibilities of the relevant responsible personnel, the leadership responsibilities of the main responsible comrades of the government should also be investigated for the damage to cultural relics in various places.
