1997, the State Council issued the Notice on Strengthening and Improving Cultural Relics Work (Guo Fa [1997] 13), requiring all localities and departments to incorporate cultural relics protection into economic and social development planning, urban and rural construction planning, financial budget, system reform and leadership responsibility system at all levels, so as to further concretize the responsibilities of governments at all levels to protect cultural relics.

"Five integrations" is the core of establishing a new system of cultural relics protection that focuses on national protection and mobilizes the participation of the whole society. It is an important content of vigorously developing advanced culture in building a well-off society in an all-round way, and it is also a basic measure for the state to protect cultural relics and develop museums. The proposal and implementation of "Five Inclusions" has effectively promoted the development of cultural relics and museums in China. In the past five years, many places have actively implemented the requirements of the "Five Inclusions" in light of local conditions and created many good experiences. However, in some places, the implementation of the "five inclusions" is still unbalanced. In order to further improve the "five inclusion" work of cultural relics protection, the following opinions are put forward:

1. The essence of bringing cultural relics protection into the economic and social development plan is to closely combine cultural relics protection with the grand goal of building a well-off society in an all-round way, and to combine it with the construction of socialist spiritual civilization and material civilization in China, so as to clarify the tasks and objectives of cultural relics protection and career development and realize the long-term protection and sustainable development of cultural relics. All localities should formulate special plans for the development of cultural relics in their own regions and incorporate them into local plans for national economic and social development. In areas rich in cultural relics, while defining the overall objectives of local cultural relics work, specific objectives and work measures should be put forward for cultural relics protection and utilization facilities such as cultural relics maintenance projects, cultural relics protection units, museums, personnel training and team building.

Second, cultural relics protection must be incorporated into urban and rural construction planning in strict accordance with the relevant provisions of the Cultural Relics Protection Law and the Urban Planning Law. All localities should fully consider the special requirements for the protection of cultural relics protection units when compiling and adjusting urban and rural construction plans. The delineation and protection of cultural relics protection units and their construction control zones should be taken as the mandatory content of overall planning and detailed planning. Where the site selection of various construction projects in urban and rural construction involves immovable cultural relics, the opinions of the cultural relics department should be sought before the project approval.

The third is to study and explore scientific means and methods of protection and strengthen the protection of large sites. When compiling and adjusting urban and rural construction plans, all localities should make overall consideration of the protection and development plans of ancient cultural sites and ancient tombs, and strengthen the protection of ancient cultural sites and ancient tombs. The protection planning of historical and cultural cities and historical and cultural blocks must include the content of cultural relics protection. In the planning, the protection scope and construction control zone of historical and cultural blocks, densely buried areas of cultural relics and cultural relics protection units at all levels should be delineated, and strict cultural relics protection measures and control requirements should be formulated. The local urban and rural construction planning department shall, jointly with the administrative department of cultural relics, formulate protection plans for historical and cultural cities and historical and cultural protection areas.

Fourth, the protection of cultural relics belongs to social public welfare undertakings. Governments at all levels should include the funds needed for the protection of cultural relics in the fiscal budget at the corresponding level in accordance with the provisions of the Law on the Protection of Cultural Relics and the current fiscal system, and provide financial guarantee for the development of cultural relics in accordance with the principle of graded management and graded burden. The financial allocation of people's governments at all levels for the protection of cultural relics should increase with the growth of local fiscal revenue.

Five, in order to support and strengthen the protection of cultural relics, the central government set up special subsidies for national key cultural relics protection, and give special subsidies to key cultural relics protection and maintenance projects in difficult areas. People's governments at or above the county level in areas rich in cultural relics shall set up special funds for the protection of cultural relics for the protection of key cultural relics within their respective administrative areas.

Six, in order to broaden the channels of cultural relics investment, adapt to the requirements of the socialist market economy, governments at all levels should further implement the cultural and economic policies and preferential fiscal and taxation policies determined by the State Council (see Guo Fa [2000]4 1No.), combined with the development and utilization of local cultural relics, establish a multi-channel investment mechanism to promote the development of cultural relics protection. The operating income of state-owned museums, memorial halls and cultural relics protection units shall all be used for cultural relics protection; The state encourages the establishment of social funds for the protection of cultural relics through donations and other means to attract social funds to be used exclusively for the protection of cultural relics.

Seven, cultural relics protection into the system reform, the central task is to establish and improve the management system of cultural relics protection, cohesion of social forces into the cause of cultural relics protection. To this end, local governments at all levels should strengthen their leadership in the work of cultural relics protection, implement the responsibility of cultural relics protection, straighten out the working relationship, establish and improve various working systems, and strive to promote the healthy development of cultural relics protection in China. Cultural relics administrative departments at all levels should bear the responsibility of supervision and management of cultural relics protection within their respective administrative areas, strengthen industry management functions, and maintain the order of cultural relics management.

8. The central government has established a national inter-ministerial coordination meeting system for cultural relics protection, which is composed of development and reform, public security, civil affairs, justice, finance, land, construction, culture, customs, taxation, environmental protection, industry and commerce, forestry, tourism, religion, cultural relics and other relevant departments. All localities may, in light of local actual needs, establish a coordination meeting system or cultural relics management committee attended by relevant departments to strengthen leadership and coordination of cultural relics work.

Nine, the protection of cultural relics into the leadership responsibility system. Governments at all levels should not only designate special personnel to be responsible for cultural relics work, but also take cultural relics protection as one of the contents of assessing the achievements of leading cadres. The State Council cultural relics administrative departments and local people's governments at all levels should regularly commend the advanced places in the "five inclusion" work. In addition to the administrative and legal responsibilities of the relevant responsible personnel, the leadership responsibilities of the main responsible comrades of the government should also be investigated for the damage to cultural relics in various places.
