Measures for the administration of livestock and poultry identification and breeding files

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Animal Husbandry Law of People's Republic of China (PRC), the Animal Epidemic Prevention Law of People's Republic of China (PRC) and the Agricultural Products Quality and Safety Law of People's Republic of China (PRC) in order to standardize the production and operation of animal husbandry, strengthen the management of livestock and poultry identification and breeding files, establish a traceability system for livestock and poultry products, effectively prevent and control major animal diseases and ensure the quality and safety of livestock and poultry products. Article 2 The term "livestock and poultry identification" as mentioned in these Measures refers to the ear tags, electronic tags, anklets and other signs bearing livestock and poultry information approved by the Ministry of Agriculture. Article 3 These Measures shall be observed in the production, operation and transportation of livestock and poultry and livestock products within the territory of People's Republic of China (PRC). Article 4 The Ministry of Agriculture shall be responsible for the supervision and management of national livestock and poultry identification and breeding files.

The animal husbandry and veterinary administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of livestock and poultry identification and breeding files within their respective administrative areas. Article 5 The livestock and poultry identification system adheres to the principles of unified planning, classified guidance, step-by-step implementation and steady progress. Provincial animal disease prevention and control institutions purchase livestock and poultry labels in a unified way and supply them step by step. Tenth livestock and poultry identification production enterprises shall not provide livestock and poultry identification to units and individuals other than provincial animal disease prevention and control institutions. Eleventh livestock and poultry farmers shall apply to the local county animal disease prevention and control institutions for livestock and poultry identification, and apply for livestock and poultry identification in accordance with the following provisions:

(a) the newly born livestock and poultry, livestock and poultry identification within 30 days after birth; If you leave the feeding place within 30 days, you should add the logo of livestock and poultry before leaving the feeding place; Livestock and poultry imported from abroad shall be labeled within 0/0 days of arrival at the destination.

Livestock and poultry slaughter operators shall recycle livestock and poultry marks in the process of livestock and poultry slaughter, and the animal health supervision institutions shall preserve and destroy them. Fifteenth after the slaughter and quarantine of livestock and poultry, the animal health supervision institution shall indicate the identification code of livestock and poultry on the quarantine mark of livestock and poultry products. Article 16 The animal husbandry and veterinary administrative department of the people's government at the provincial level shall establish a system for the procurement, storage, distribution, use, registration, recovery and destruction of animal identification and necessary supporting equipment. Seventeenth livestock and poultry identification shall not be reused. Chapter III Management of Breeding Archives Article 18 Livestock and poultry farms shall establish breeding archives, which shall include the following contents:

(a) the species, quantity, breeding records, identification, source and date of entry and exit livestock and poultry;

(2) Information on the sources, names, users, time and dosage of inputs such as feed, feed additives and veterinary drugs;

(3) Quarantine, immunization, monitoring and disinfection;

(four) the incidence, diagnosis and treatment, death and harmless treatment of livestock and poultry;

(five) livestock and poultry breeding code;

(6) Other contents stipulated by the Ministry of Agriculture. Nineteenth county-level animal epidemic prevention and control institutions shall establish animal epidemic prevention files, which shall contain the following contents:

(1) Livestock and poultry farms: name, address, species and quantity of livestock and poultry, immunization date, vaccine name, livestock and poultry breeding code, serial number of livestock and poultry identification, immunization personnel and medication records, etc.

(2) Free-range livestock and poultry households: the name and address of the household head, species and quantity of livestock and poultry, immunization date, vaccine name, identification number of livestock and poultry, immunization personnel and medication records, etc. Article 20 Livestock and poultry farms and farming communities shall file with the animal husbandry and veterinary administrative department of the local people's government at the county level according to law and obtain the livestock and poultry breeding codes.

The livestock and poultry breeding codes shall be uniformly numbered by the animal husbandry and veterinary administrative department of the people's government at the county level according to the filing order, and each livestock and poultry farm and breeding community has only one livestock and poultry breeding code.

The livestock and poultry breeding code consists of six county-level administrative region codes and four serial numbers, which are used as the breeding file numbers. Twenty-first breeding stock shall establish individual breeding files, indicating information such as identification code, sex, date of birth, paternal and maternal breed types, maternal identification code, etc.

When transporting breeding stock, the transfer-out place and transfer-in place shall be indicated in the individual breeding files, and the individual breeding files shall be transported together.
