1. Anyone who changes the color of the car body or replaces the engine, car body and frame without authorization shall be given a warning or fined not more than 200 yuan. Without changing the motor vehicle shape and registration technical data, the traffic administrative department of the public security organ shall order it to be restored to its original state and impose a warning or a fine of not more than 500 yuan.

2. Legal basis: Article 56 of the Regulations on Motor Vehicle Registration.

In any of the following circumstances, the traffic administrative department of the public security organ shall give a warning or impose a fine of 200 yuan:

(seven) the owner of the motor vehicle has gone through the registration of change and transfer, and after the motor vehicle file is transferred from the vehicle management office, he fails to apply for the transfer of the motor vehicle to the vehicle management office within the time limit stipulated in Article 13 of these Provisions.
