Legal analysis: aerial work personnel can only work if they have an aerial work license. According to national regulations, aerial work over 2m (including 2m) is classified as aerial work, and aerial work is a special post. In order to ensure the safety of the operators of special operations, the special operators of production and business units must receive special safety operation training in accordance with the relevant provisions of the state.

Legal basis: Article 27 of the Law of the People's Republic of China on Work Safety, special operators of production and business operation entities must receive special safety operation training and obtain corresponding qualifications in accordance with relevant state regulations before taking up their posts.
