Regulations of Benxi Municipality on the Administration of Taizihe Scenic Area

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality in order to strengthen the management of Taizihe Scenic Area and build a livable city with ecological gardens. Article 2 These Regulations shall apply to the planning, construction, protection and management of Taizihe Scenic Area. Article 3 The term "Taizi River Scenic Area" as mentioned in these Regulations refers to an area approved by the Municipal People's Government to conduct sightseeing, leisure and entertainment, or scientific, cultural and educational activities, relying on the natural and cultural landscapes formed on the surface of Benxi section of Taizi River and on both sides of the river.

The specific scope of Taizihe Scenic Area is determined by the Municipal People's Government and announced to the public. Article 4 The municipal water administrative department is the administrative department of Taizihe Scenic Area, and the management institution of Taizihe Scenic Area is responsible for the daily supervision and management of Taizihe Scenic Area.

Planning and construction, environmental protection, tourism, finance, transportation, public security, comprehensive law enforcement and other departments shall, in accordance with their respective responsibilities, do a good job in the planning, construction, protection and management of scenic spots. Article 5 The management of Taizihe Scenic Area shall be comprehensively planned and uniformly managed, and pay attention to the organic unity of social benefits, environmental benefits and economic benefits. Article 6 The construction and development of Taizihe Scenic Area shall be included in the national economic and social development plan of this Municipality, and the required funds shall be included in the municipal budget.

Encourage natural persons, legal persons and other organizations to participate in or invest in the construction of scenic spots. Seventh units and individuals that have made remarkable achievements in the construction, protection and management of Taizihe Scenic Area shall be commended and rewarded by the Municipal People's Government. Chapter II Planning and Construction Article 8 The construction and protection of Taizihe Scenic Area shall be incorporated into the overall urban planning of this Municipality.

The municipal water administrative department shall, in accordance with the overall urban planning and flood control planning, jointly with relevant departments, organize the preparation of special planning for Taizihe Scenic Area, which shall be implemented after being approved by the Municipal People's Government. Article 9 It is forbidden to engage in development and construction activities in the Taizihe Scenic Area in violation of the planning. If the planning, development and construction need to be adjusted due to public interests, the examination and approval procedures shall be handled in accordance with legal procedures.

The construction of landscape facilities in the scenic area shall be carried out in accordance with the special planning of Taizihe Scenic Area. The project construction plan shall solicit the opinions of the municipal water administrative department in writing. After the project is completed and accepted, it shall be delivered for maintenance and management in accordance with the investment and construction agreement. Tenth Taizihe scenic area management agencies should determine the functional zoning in accordance with the special planning of scenic spots. Leisure and entertainment facilities and public service facilities should be adapted to the landscape, style and overall function of the scenic spot. Chapter III Protection and Management Article 11 The Taizihe Scenic Area shall set up geographical indications on the boundary of scenic spots according to the special planning of scenic spots. Indicating signs of various facilities and brief descriptions of various landscapes should be set up in the scenic spot. Facilities such as aisles, parking lots, rivers, lights, fountains, guiding signs, explanation boards, bulletin boards, galleries and sculptures in public places in scenic spots shall be maintained and managed by the scenic spot management agencies. (five) trampling on green space, climbing trees and flowers, picking fruits, reclaiming land for planting, destroying or damaging flower beds, flower belts, lawns, hedges and other landscape facilities;

(6) Damaging, occupying or damaging corridors, parking lots, lights, fountains, guiding signs, boundary signs, explanation boards, bulletin boards, galleries, sculptures and other facilities;

(7) Posting, scribbling or portraying advertisements or promotional materials on buildings, structures, sculptures and other facilities;

(eight) picnics and barbecues in non-designated places;

(nine) car washing, cleaning items and pets;

(ten) stacking, hanging, drying items;

(eleven) other acts that damage scenic facilities, affect the landscape and endanger personal safety.
