The "four major responsibility systems" for work safety refer to the comprehensive responsibility system for work safety, the implementation system for work safety, the technical guarantee system for work safety and the supervision system for work safety.

1. Overall safety production organization

Director: Project Manager

Deputy Director: Deputy Production Manager, Chief Engineer, Deputy Safety Manager and Chief Economist.

The Office of the General Responsibility System for Work Safety is located in the Safety and Environmental Protection Department, with the Minister of Safety and Environmental Protection as the director, responsible for the daily management of the General Responsibility System for Work Safety.

2. Work functions of the overall responsibility system for production safety

The project manager is the first person responsible for production safety, which further clarifies the safety responsibilities and working relationship of the deputy production manager, chief engineer and deputy safety manager, functional departments and production management personnel. Establish a safety production implementation system, a safety technical support system and a safety production supervision system with clear responsibilities, smooth management and scientific processes, and evaluate the construction, implementation and operation of various responsibility systems.

3. The safety responsibilities of the project manager

4. Safety responsibilities of deputy production manager

(1) Implement the national laws and regulations on production safety, industry standards and safety specifications, assist the project manager in production management, and be responsible for establishing the production safety execution system of the unit and supervising its operation.

(2) Responsible for safe production, civilized construction and flood control work on the construction site.

(3) When arranging the construction plan and comprehensive progress of engineering construction, we should do a good job in supporting safety measures according to the characteristics of engineering construction and seasonal construction and the requirements of balanced production.

(4) When organizing the construction and production, it shall be implemented in strict accordance with the rules and regulations on production safety. When there is a contradiction between construction and safety, priority should be given to solving safety problems to meet the requirements of safe production.

(5) Responsible for on-site emergency treatment of production accidents (incidents).

5. The chief engineer's safety responsibilities

(1) Carry out relevant laws and regulations and relevant regulations of the company, assist the project manager in charge of the technical management of the project department, establish the safety technical guarantee system of the unit and supervise its operation.

(2) To be responsible for organizing the preparation of safety technical operation procedures of the project department.

6. The safety responsibilities of the deputy safety manager

(1) Seriously organize the implementation of safety production regulations and relevant regulations and standards, and assist the project manager in charge of the safety management of the project department. Be responsible for establishing the safety production supervision system of the unit and supervising the operation.

(2) Review the safety technical measures plan and safety measures in various construction schemes, and supervise their implementation.

(3) Be responsible for organizing the safety education and training of the unit.

(4) Responsible for organizing the safety inspection of the unit.
