How to elect NPC deputies

The election method of NPC deputies in China is direct election, that is, voters directly elect NPC deputies. Deputies to the people's congresses of cities not divided into districts, municipal districts, counties, autonomous counties, townships, nationality townships and towns are directly elected by voters. Indirect election means that deputies to the people's congress at the next higher level are elected by the people's congress at the next lower level.

The election results shall be determined and announced by the Election Committee or the Presidium of the People's Congress in accordance with this Law. A citizen may not concurrently serve as a deputy to the people's congresses of two or more administrative regions without affiliation.

What is the election procedure for deputies to district people's congresses?

1. When voters directly elect deputies to the people's congresses, voters will receive their votes according to the provisions of the Election Committee with their ID cards or voter cards.

2. The Election Committee shall, according to the distribution of voters in each constituency, set up polling stations to conduct elections in accordance with the principle of facilitating voters to vote.

3. When local people's congresses at or above the county level elect deputies to the people's congress at the next higher level, the presidium of the people's congress at the corresponding level shall preside over the election.

4. The election of deputies to the national and local people's congresses is by secret ballot. There should be an office where votes are written in secret during the election.

5. An elector may vote for or against a candidate, elect any other voter, or abstain from voting.

6. After the voting is over, the scrutineers, counting personnel elected by the voters or representatives and the personnel of the Election Committee or the Presidium of the People's Congress shall check the number of voters and the number of votes, make a record and sign it by the scrutineers.

7, the election of deputies to the people's congresses at the county and township levels, the candidate was elected with more votes, but the number of votes shall not be less than 1/3 of the votes; When the local people's congresses at or above the county level elect deputies to the people's congresses at the next higher level, the candidates can only be elected if they get more than half of the votes of all the deputies.

Article 59 The National People's Congress is composed of representatives elected by provinces, autonomous regions, municipalities directly under the Central Government, special administrative regions and the armed forces.
