Chapter I General Provisions Article 1 In order to strengthen groundwater management, effectively protect, rationally develop and utilize groundwater, prevent groundwater pollution and geological disasters, and realize the sustainable utilization of groundwater, these measures are formulated in accordance with the Water Law of People's Republic of China (PRC), the Regulations on the Administration of Water Permit and Water Resources Fee Collection, the Measures of Guangdong Province for the Implementation of People's Republic of China (PRC) Water Law, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the exploration, development, utilization, conservation, protection and management of groundwater within the administrative area of this Municipality.

The term "groundwater" as mentioned in these Measures refers to all kinds of water bodies below the surface, including geothermal water and mineral water. Article 3 Groundwater management shall adhere to the leadership of the Party and follow the principles of overall planning, giving priority to protection, rational utilization and pollution prevention. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the development, utilization, conservation, protection, control and prevention of water disasters into the national economic and social development plan at the corresponding level, and ensure the capital investment.

City, county (city, district) water administrative departments in accordance with the provisions of the authority, responsible for the unified management and supervision of groundwater within their respective administrative areas.

Departments in charge of development and reform, ecological environment, natural resources, housing and urban and rural construction, agriculture and rural areas, market supervision and management shall do a good job in groundwater management according to the division of responsibilities. Fifth city and county (city, district) water administrative departments should strengthen the publicity and education of groundwater conservation and protection.

Encourage and support scientific and technological research on groundwater conservation and protection and the popularization and application of advanced technologies, and commend or reward organizations and individuals that have made outstanding contributions to groundwater conservation and protection. Sixth support organs and relevant organizations that comply with the law to bring public interest litigation against acts of damage and pollution of groundwater. Chapter II Planning Article 7 The municipal water administrative department shall, jointly with the municipal departments in charge of natural resources, ecological environment, agriculture and rural areas, draw up a plan for the protection and utilization of groundwater in Zhanjiang City, and report it to the Municipal People's Government for approval and promulgation.

The protection and utilization of geothermal water and mineral water shall be implemented in accordance with the relevant plans compiled by the competent department of natural resources. Eighth city and county (city, district) department in charge of ecological environment shall, jointly with the relevant departments at the same level, prepare a plan for the prevention and control of groundwater pollution, and report it to the people's government at the same level for approval and promulgation. Article 9 The plans for the protection and utilization of groundwater and the prevention and control of groundwater pollution shall be subject to the comprehensive water resources planning and environmental protection planning, and be coordinated with the national economic and social development planning, the national land space planning and other special plans related to groundwater. Tenth city and county (city, district) people's governments regularly organize supervision, inspection and evaluation of the implementation of groundwater protection and utilization planning and groundwater pollution prevention and control planning in accordance with relevant regulations.

Groundwater protection and utilization planning and groundwater pollution prevention and control planning shall be strictly implemented and shall not be changed without authorization. If it is really necessary to change, it shall be reported to the original examination and approval authority for approval in accordance with the planning procedures. Chapter III Protection Article 11 The system of total amount control and water level management shall be implemented in the utilization of groundwater.

The municipal water administrative department shall, within the control index issued by the province, formulate the total control index of groundwater utilization in the county-level administrative area of this Municipality, and report it to the Municipal People's Government for approval in accordance with the prescribed procedures.

City, county (city, district) water administrative departments shall, according to the provincial and municipal groundwater level control indicators, strengthen the dynamic monitoring of water level, and take effective measures to prevent the groundwater level from exceeding the control indicators. Article 12 In areas where groundwater is overexploited or geological disasters such as land subsidence may be caused by groundwater exploitation, prohibited mining areas or restricted mining areas shall be designated. The scope of prohibited mining areas and restricted mining areas shall be delineated by the municipal water administrative department in conjunction with the municipal natural resources department and reported to the Municipal People's government for approval. Thirteenth in the groundwater mining area, it is forbidden to illegally exploit groundwater, and it is not allowed to build, rebuild or expand groundwater intake projects, and it is not allowed to dig new wells. The existing water intake wells shall be closed or plugged within a time limit by the water administrative department, and the alternative water sources shall be planned and constructed in a unified and scientific way, and the layout of water intake shall be adjusted.

In restricted groundwater exploitation areas, the principle of balance between exploitation and compensation should be adopted to control the exploitation amount, and the water administrative department should verify the exploitation amount of groundwater and the annual water use plan for rational allocation. Article 14 The scope of prohibited and restricted groundwater exploitation areas is generally adjusted once every five years. Fifteenth Chikan District, xiashan district, Naozhou Island and other areas with over-exploitation of groundwater should adopt scientific and reasonable ways to recharge groundwater, increase the amount of groundwater recharge, and conserve groundwater sources. The quality of groundwater recharge shall meet the relevant national standards and shall not cause groundwater pollution.

The people's government of the city shall make overall planning and organize the implementation of groundwater recharge. Article 16 In the ecologically fragile areas of Zhanjiang Mangrove Wetland Reserve and areas prone to geological disasters such as Naozhou Island, the exploitation of groundwater shall be strictly controlled, and the groundwater level shall not be lower than the sea level or the groundwater level in salt water areas. Article 17 It is forbidden to directly discharge or dump industrial wastewater, domestic sewage, sewage containing pathogens, hazardous wastes, sludge and other harmful wastes into the ground by using seepage wells, seepage pits, cracks and caves.

It is forbidden to store petrochemical raw materials and products, pesticides, radioactive substances, hazardous wastes, sludge and other toxic and harmful substances in volcanic caves, quarries, caves and abandoned mines.
