Decision of the Standing Committee of the Xiamen Municipal People's Congress on Amending the "Regulations on Free Blood Donation in the Xiamen Special Economic Zone" (2020)

1. Amend Article 4 to read: "People's governments at all levels should actively promote voluntary blood donation, strengthen leadership over blood management, make overall plans, organize and coordinate, and establish operational guarantees to promote the healthy development of voluntary blood donation. Mechanism to include voluntary blood donation funds into the fiscal budget of the same level to ensure the effective implementation of voluntary blood donation.

“The municipal health administrative department shall formulate an annual work plan for voluntary blood donation based on the actual situation.

“Unpaid blood donation work is included in the overall plan for the construction of spiritual civilization.” 2. Amend Article 5 to read: “The municipal health administrative department is the competent department for voluntary blood donation and blood management in this city and performs the following responsibilities :

"1. Establish and improve the relevant management systems for blood donation, blood collection, blood supply, and medical clinical blood use;

"2. Organize and coordinate relevant units to carry out voluntary blood donation work;

< p>"3. Carry out publicity on voluntary blood donation and popularize the scientific knowledge of blood donation;

"4. Establish a blood work information system to realize information exchange between health administrative departments, central blood stations, and medical and health institutions. Interconnect and optimize the management process of blood collection, blood supply, blood use and expense write-off;

"Five other responsibilities prescribed by laws and regulations.

"The district health administration department is responsible for the organization and implementation of voluntary blood donation within its jurisdiction.

"Red Cross societies at all levels should actively promote voluntary blood donation.

“Medical and health institutions should actively promote voluntary blood donation and autologous blood transfusion.” 3. “Encourage stations, airports, docks, squares, parks, theaters, hospitals, shopping malls and other public places, communities, public transportation operating units, etc., to set up or manage publicity Column, public audio-visual carrier and other facilities, and cooperate with the health administrative department to carry out extensive publicity of voluntary blood donation in the form of posters, slogans, promotional videos, etc.

Amend Article 8 to read: "The municipal health administrative department shall, in accordance with the principles of urban and rural coordination and convenience of blood donation, work with the resource planning department to formulate a plan for the establishment of fixed blood donation stations (points), and organize the implementation after soliciting opinions from relevant departments .

“The location of the blood collection operation of the mobile blood donation vehicle shall be determined by the city center blood station and the local sub-district office (township people’s government) after communication and negotiation; relevant units such as public security, municipal gardens, urban management and administrative law enforcement shall Provide support and provide convenient conditions. Relevant owners of commercial areas, stations and other places with large flow of people should cooperate without affecting normal operations." 5. Amend Article 9 to: "Age 18 or above. Citizens who are over 60 years old and in good health can participate in voluntary blood donation.

“Citizens with rare blood types are encouraged to actively donate blood. 6. Amend Article 10 to read: "The amount of whole blood donated in a free blood donation shall not exceed 400 milliliters, and the interval between two whole blood donations shall be in accordance with national regulations." Due to special circumstances, the interval between donating whole blood can be shortened, but it is generally not less than three months for men and not less than four months for women. The specific measures are formulated by the municipal health administrative department.

“The collection volume and intervals of blood components such as platelets for apheresis shall be implemented in accordance with the regulations of the national health administrative department.” 7. Amend Article 11 to: “The central blood station shall not accept unpaid blood donations.” Participants must undergo a health check-up, implement safe blood collection, be issued a "Free Blood Donation Certificate", and gradually implement electronic Free Blood Donation Certificates.

8. Two paragraphs are added to Article 12 as the third and fifth paragraphs: "Unpaid blood donors donate hematopoietic stem cells, and the blood donors can use free clinical blood for life when seeking medical treatment."

“If a voluntary blood donor donates platelets, the amount of blood donated shall be calculated as a therapeutic amount equivalent to 800 ml of whole blood.” 9. Amend Article 13 to read: “Spouse and children of voluntary blood donors” , parents, spouses, parents, and children's spouses can use blood for free, and the total amount of free blood is limited to the total amount of qualified blood donated by unpaid blood donors.

"Meet the National Unpaid Blood Donation Bonus Award. The brothers, sisters, grandparents, grandchildren, and grandchildren of blood donors above the standard who seek medical treatment can use blood free of charge in accordance with the provisions of the preceding paragraph. 10. Amend Article 14 to read: "If blood can be used free of charge according to these regulations, relevant expenses can be reimbursed in accordance with regulations." Specific measures shall be formulated by the municipal health administrative department in conjunction with the municipal financial department. 11. A paragraph is added to Article 20 as the second paragraph: "The city center blood station should optimize the blood donation process, improve the blood donation environment, and provide safe, hygienic, convenient conditions and good services to unpaid blood donors." ”
