Since 2015, our bureau has thoroughly implemented the guidelines, policies and work safety arrangements of the party committees and governments at all levels in the autonomous region, city and county, and carefully studied the "Work Safety Law" and the State Council's "Production Safety Law" Accident reports, autonomous region safety production regulations and investigation and handling regulations and other safety production laws and regulations and various safety production knowledge. Strengthen the guidance, services, and supervision of production safety for the enterprises supervised by this system, strengthen the improvement and implementation of production safety management systems, and achieve good results in the service guidance, supervision, and management of production safety. During the year, no major safety accidents occurred in the enterprises supervised by this bureau. . The report on production safety work in the economic and trade system over the past year is now as follows:

1. Leadership’s attention

Establish a production safety management supervision agency with the director as the first responsible person, and formulate safety production management supervision Work plans, work systems, contingency plans for major emergencies, safety production (industrial and mining enterprises) rectification plans, holiday "safety production months" and other work plans, attach importance to actively participating in supervising the implementation of safety production responsibilities of factories, mines, commerce and other enterprises and Safety production inspection.

2. Carefully organize and deploy, strengthen inspections, and eliminate accidents

Actively formulate activity plans based on the policies and work arrangements of the superior party committee, government, and safety committee on production safety , measures to organize various enterprises, factories, mines, and commerce on New Year's Day, Spring Festival, "March 3" Song Fair, "May 1" International Labor Day, National Day and Mid-Autumn Festival, the 10th ASEAN Expo, and June "Safety Production Month" A major safety production inspection was conducted during holidays, and 32 safety problems were discovered, and 25 rectification items were implemented. 15 rectification documents were issued under the supervision of on-site inspections, and 2 pages of publicity boards were published to promote 860 production safety slogans.

3. Actively cooperate and strengthen the supervision of production safety

Actively participate in and cooperate with the Municipal Economic Commission, County Government Office, County Safety Committee, County Safety Supervision Bureau, Public Security Bureau, Land and Resources Bureau, Public Security Fire Protection Bureau, Environmental Protection Bureau, Industry and Commerce Bureau and other units respectively conducted inspections of Damingshan Tungsten Mine, Dongshan Cement Factory, Guangxi Gosying Company, Wuming Nitrogen Fertilizer Plant, Electricity Company, Petroleum Company and other factories and mines, flammable and explosive industries, enterprises, The business conducts safety production inspections and hidden danger inspections, discovers safety hazards, and promptly instructs rectification and relocation to eliminate hidden dangers and ensure the safety of people's lives and property.

Actively participate in and cooperate with the county government, safety committee, public security, fire protection, environmental protection minerals, land, industry and commerce, safety supervision bureau and other units to form a working team to deal with the indiscriminate mining and excavation of Damingshan Tungsten Mine in high-risk industries Behavioral crackdowns and remediation efforts. Organize safety production education and training for the high-risk industry Damingshan Tungsten Mine.

IV. Do a good job in implementing the safety production responsibility system

Over the past year, our bureau has held 4 special meetings on safety production work for the main leaders and leaders in charge of the system enterprises under its jurisdiction, organizing "Study the Safety Production Law", the "Regulations on Reporting, Investigation and Handling of Production Safety Accidents" of the People's Republic of China and the State, the XX District Safety Production Regulations and other relevant laws and regulations, implement the spirit of relevant safety production documents from superiors, and issue them in the form of documents 10 times All enterprises, factories, mines and other units should supervise and strengthen the improvement of safety production systems in each unit. Implement the system into workshops, classes, and groups, so that safety production work can be carried out at all levels and managed everywhere. Signed a responsibility letter for safety production goals with three enterprises and mines in this system. In terms of safety production, we adhere to the zero reporting system of monthly safety production reports, keep abreast of the safety production situation of this system, and constantly pay attention to safety production work.

5. Carry out safety standardization work

In order to ensure that the system achieves the tasks of safety production standardization, it shall be arranged and required by superiors. Carry out safety production standardization and establishment activities in this system, and all safety standards will be achieved by the end of 2015. During the year, Xiangshan Sugar Factory and Dongjiang Sugar Factory passed the city's second-level acceptance standards, and the Electric Power Company and Guiwu Civil Explosives Company passed the third-level acceptance.

6. Main problems exist

(1) The power lines used by some enterprises, factories and mines are aging, the wiring is not standardized, the lighting lines are connected indiscriminately, and the switch terminals are exposed There are hidden dangers of accidents. Some companies do not install protective covers on the rotating parts of workshop equipment, and there are no protective measures or warning signs or signs in dangerous parts. Do not wear safety belts, safety helmets, etc. when working at heights.

(2) Some enterprises, factories and mines have dangerous buildings and employee dormitories: for example, the factory building of Wuming Steel Rolling Plant was built with brick structure in the 1960s and the wood was rotten, and the Nitrogen Fertilizer Plant Sun Island collapsed by the river. The hidden danger is huge. Some enterprises such as printing companies, nitrogen fertilizer plants, and building materials factories have rotted horizontal strips, serious rain leaks, severe rotting of roof panels, and falling off (brick and tile structure employee housing), posing serious safety risks.

(3) There are a small number of companies, enterprises, and employees who have a weak awareness of production safety, do not wear safety helmets during work, and do not pay attention to safe operating procedures. Those who do not wear a job badge for special positions or do not apply for a special job card are working in violation of regulations.

(4) Some gas stations (points) are insufficiently equipped with fire-fighting equipment and their storage locations are inappropriate.

(5) The special equipment of some enterprises does not undergo annual inspection or overdue annual inspection.

(6) Some enterprises have weak fire protection awareness and incomplete fire protection facilities.

7. Next steps

(1) Further guidance and supervision of factories, mines and enterprises to improve the safety production responsibility system and the formulation of various regulations for safety production management , insist on irregular production safety inspections. Supervise the monitoring of high-risk enterprises producing hazardous chemicals.

(2) Further consolidate the results of the rectification of indiscriminate excavation and mining in Damingshan Tungsten Mine, prevent the rebound of indiscriminate excavation and excavation, intensify the supervision and inspection of production safety, and strictly crack down on illegal operations and illegal production behaviors, Eliminate accident risks and ensure production safety.

(3) For hidden dangers and dilapidated buildings discovered during production safety inspections, we will increase efforts to rectify and supervise rectification by striving for financial allocations and funds from superiors to prevent accidents.

(4) Supervise enterprises, factories and mines to strengthen and improve fire protection facilities and improve fire protection awareness.
