Twenty-four-character basic moral standards for citizens

The basic moral standards of citizens are patriotism, law-abiding, courtesy, honesty, unity and friendliness, diligence and self-improvement, and dedication to their posts.

The 18th National Congress of the Communist Party of China advocates prosperity, democracy, civilization and harmony, freedom, equality, justice and the rule of law, patriotic dedication, honesty and friendliness, and actively cultivates and practices socialist core values. Prosperity, democracy, civilization and harmony are the value goals at the national level, while freedom, equality, justice and the rule of law are the value orientations at the social level. Patriotism and law-abiding require citizens to have noble patriotism and consciously learn, understand, abide by and protect the law. Politeness and honesty require citizens to behave politely, be honest and trustworthy when dealing with people, treat others sincerely and keep their promises. Unity and friendship require citizens to live in harmony, help each other and be kind to others. Diligence and self-improvement require citizens to work hard, be frugal, be proactive and eager to make a fortune. Dedication means that citizens are loyal to their duties, work hard, perform their duties and serve the society.

Article 44 of the National Security Law of People's Republic of China (PRC) * * * The central national security leading body implements a unified, separate, coordinated and efficient national security system and working mechanism.
