The Regulations of Shanghai Municipality on the Management of Garbage Classification is a local regulation formulated by Shanghai Municipal People's Congress. Adopted by the second session of the 15th Shanghai Municipal People's Congress on 20 19, 1, and implemented as of 20 19, 1.

The Municipal People's Government shall strengthen the leadership over the management of domestic waste in this Municipality, establish a comprehensive coordination mechanism for domestic waste management, and coordinate the management of domestic waste as a whole. The municipal greening department is the competent department of municipal solid waste management, and is responsible for the organization, coordination, guidance and supervision of municipal solid waste management. The municipal development and reform department is responsible for formulating policies to promote the source reduction, resource utilization and harmless disposal of domestic waste, coordinating the implementation of the extended producer responsibility system, and studying and improving the charging mechanism for domestic waste treatment.

The municipal housing management department is responsible for urging the realty service enterprise to fulfill the obligations of the person responsible for the classified management of domestic waste, the municipal ecological environment department is responsible for the guidance and supervision of the pollution prevention and control work of domestic waste treatment, and the municipal urban management law enforcement department is responsible for investigating and handling the acts violating the provisions on the classified management of domestic waste. Housing and urban construction, commerce, finance, planning, economic informatization, education, civil affairs, agriculture and rural areas, science and technology, health, cultural tourism, market supervision, postal services, government affairs management and other departments shall, according to their respective responsibilities, cooperate in implementation.

In order to realize the reduction, recycling and harmlessness of domestic waste, we will establish and improve the overall classification system of domestic waste classification, collection, transportation and disposal, and actively promote the source reduction and resource recycling of domestic waste.

Regulations of Shanghai Municipality on the Administration of Domestic Waste

Article 4 Domestic garbage in this Municipality shall be classified according to the following standards:

(1) Recyclable materials refer to domestic wastes such as waste paper, waste plastics, waste glass products, waste metal and waste fabrics. Suitable for recycling;

(2) Hazardous wastes refer to domestic wastes such as waste batteries, waste lamps, waste medicines, waste paints and their containers that cause direct or potential harm to human health or the natural environment;

(3) Wet garbage, that is, perishable garbage, refers to the domestic garbage of perishable substances such as kitchen garbage, leftovers, expired foods, melons, skins and stones, flowers and plants, and Chinese medicine residues;

(4) Dry garbage, that is, other garbage, refers to other domestic garbage except recyclables, harmful waste and wet garbage.

The specific classification standards of domestic waste can be adjusted according to the level of economic and social development, the characteristics of domestic waste and the needs of disposal and utilization.
