First, some units and people have a weak awareness of road traffic safety, the concept of safe development is still not solid, and the working mechanism of road traffic safety is still not perfect. Second, the investment in road traffic safety is insufficient, some places lack road traffic safety facilities, and the road traffic safety management force is not adapted. Third, the implementation of the safety supervision responsibility system is not in place. In some places, transport vehicles are "just hanging", and so on. In this regard, governments at all levels and relevant departments should attach great importance to it, proceed from the overall situation of people-oriented and economic and social development, earnestly improve their understanding of the importance and necessity of strengthening road traffic safety, further enhance their sense of responsibility, urgency and mission, study and formulate the development plan and implementation plan of road traffic safety in the region during the Twelfth Five-Year Plan period in accordance with the requirements of "putting prevention first, strengthening supervision and implementing responsibilities", and seriously organize their implementation. Efforts have been made to improve traffic safety facilities, management level, traffic safety awareness and road traffic order, and the death rate per 10,000 vehicles in road traffic accidents has decreased year by year. Effectively curb a road traffic accident that killed more than 3 people and a road traffic accident that operated vehicles, avoid a vicious road traffic accident that killed more than 10 people, and ensure the continuous and stable road traffic safety situation in the province.

Second, strengthen the construction of road traffic infrastructure and improve road traffic conditions.

(1) Improve traffic safety facilities. Conscientiously implement the Measures of Shandong Province for Implementing the Road Traffic Safety Law of the People's Republic of China. When building, rebuilding or expanding roads, transportation departments, housing and urban-rural construction departments and expressway business units shall be responsible for investing in the construction of traffic safety facilities such as traffic lights, traffic signs, traffic markings, crash barriers, etc., and shall be designed, constructed and put into use simultaneously with the main road construction project in strict accordance with national standards. Third, improve the road traffic safety management system and standardize the road traffic order.

(1) Further strengthen road control. Governments at all levels and relevant departments should strictly manage according to law in accordance with the principle of "territorial management" and local conditions, and strive to solve outstanding problems such as frequent serious road traffic violations, poor road management and control, disorderly driving of vehicles and disorderly parking. Four, strictly implement the main responsibility of road transport operators in production safety, and resolutely curb the occurrence of serious traffic accidents.

(1) Continuously improve the safety supervision system. Transportation and public security departments should implement the main responsibility of government supervision, formulate and improve relevant systems, establish a strict safety management system, further promote the institutionalization and standardization of supervision work, and improve the management systems and working standards for assessment, punishment and repaying of enterprises and their operating vehicles and drivers. Tourism, public security, transportation and other departments should actively explore the implementation of unified appearance identification and logo management for tourist buses in the province. (3) Strengthen the technical management of operating vehicles. Vehicles that fail to reach the technical level of vehicles are not allowed to enter the transportation market. Five, strengthen organizational leadership, strictly implement the responsibility of traffic safety.

Governments at all levels should strengthen organizational leadership, adhere to the principles of "territorial management" and "who is in charge and who is responsible", strictly implement the responsibility of road traffic safety supervision, and strictly target assessment and accountability. In the future, where road traffic accidents cause heavy casualties, it is necessary to organize an accident responsibility investigation team to investigate and handle the accident responsibility according to the requirements of the Notice of the General Office of the People's Government of Shandong Province on Forwarding the Opinions of the Provincial Administration of Work Safety and other departments on the Investigation and Handling of Major Road Traffic Accidents in Shandong Province (Trial) (Lu Zhengban [2010] No.4). Those who violate the criminal law shall be investigated for criminal responsibility according to law. Public security, development and reform, economy and informatization, housing and urban construction, transportation, finance, justice, education, health, production safety supervision, industrial and commercial administration, quality supervision, tourism, agriculture (agricultural machinery), meteorology, insurance supervision and other departments at all levels should study and deploy road traffic safety work in accordance with the principle of "safety first, prevention first and comprehensive management" to establish and improve public safety. Establish a road traffic safety management information sharing mechanism, especially to do a good job in early warning, forecasting and information sharing of natural disasters and extreme weather, and implement departmental linkage according to their respective responsibilities, and effectively form a joint force to prevent road traffic accidents. Public security, transportation, medical and health departments at all levels and expressway business units should cooperate closely, further improve the linkage mechanism of road traffic emergency rescue, give play to the role of the government and the market, establish a "green channel" for road traffic emergency rescue, develop automobile rescue service industry, provide convenience for rescue, minimize casualties and reduce long-term traffic jams caused by accidents and vehicle failures. In accordance with the relevant provisions of the social assistance fund for road traffic accidents, the victims of road traffic accidents shall be rescued according to law. All levels of finance, insurance supervision, public security, health, agriculture (agricultural machinery) departments should establish and improve the coordination mechanism of social assistance funds for road traffic accidents, strengthen the convergence and cooperation of working procedures, and ensure the legitimate use of assistance funds. To further improve the information reporting system, the main body of traffic accident disposal should report to the higher authorities and the local government in a timely manner.

Governments at all levels and the news media should establish and improve the long-term mechanism of traffic safety publicity and education, and truly form a traffic safety publicity and education pattern of "unified leadership of the government, unified management of departments and joint participation of society". Newspapers, radio, television, internet and other news media should establish a traffic safety publicity system, vigorously carry out traffic legal publicity, and create a strong public opinion atmosphere for road traffic safety. Organs, enterprises and institutions, social organizations and primary and secondary schools shall perform their duties of traffic safety education and carry out flexible and diverse publicity and education activities. All relevant departments should conscientiously organize and implement the civilized traffic action plan, further promote the knowledge of traffic safety into rural areas, communities, enterprises, schools and families, and create a social public opinion environment of civilized traffic.
