Article 3 The tasks of city appearance and environmental sanitation management are: in accordance with the city's overall plan, during urban construction and management, greening and beautifying the city, properly disposing of waste, preventing environmental pollution, creating a civilized and tidy living environment, protecting people's health, and promoting social the development of socialist modernization. Article 4 Municipal, district (county) and town people's governments must incorporate the construction of city appearance and environmental sanitation undertakings into urban and town planning and economic and social development plans, strengthen leadership, and conscientiously implement them. Article 5 All departments and units should publicize scientific knowledge and management regulations on city appearance and environmental sanitation, promote communist ideology and ethics, and cultivate citizens' good customs and habits of loving cleanliness and respecting hygiene. Article 6 All units and individuals have the right to enjoy a good sanitary environment and have the obligation to abide by regulations and laws, maintain and improve city appearance and environmental sanitation.

Citizens have the right to supervise, report and accuse units and individuals that violate these regulations. Units and individuals who are reported or accused are not allowed to retaliate. Chapter 2 City Appearance and Environmental Management Article 7 Public places such as arterial roads, streets, squares, stations, docks, airports, scenic spots, etc. shall be kept clean and beautiful, and garbage, feces, sewage, and melon and fruit peels and cores shall not be discarded anywhere. , cold drink packaging and other waste; spitting and defecation are not allowed; scribbling, carving, and posting are not allowed; and materials and items are not piled arbitrarily.

It is prohibited for any unit or individual to dump garbage and other wastes into rivers, lakes, ditches, ponds and other waters and banks. Article 8 All units and individuals must abide by urban management regulations and are not allowed to build illegally or illegally occupy roads and public spaces. Article 9 Road excavation must be approved by the municipal and district urban management departments. Article 10 Street-facing display windows, galleries, advertisements, slogans and other public facilities must be kept clean and beautiful at all times. Article 11 All relevant departments shall keep municipal, public, power supply, communications, air defense, transportation and other facilities along the street in good condition and clean at all times. The landscaping department and relevant units should keep the trees, hedges, flower beds, lawns, sculptures and various street architectural features along the streets clean and beautiful, and promptly remove the dirt, branches and leaves left behind by cultivation and renovation operations. Article 12 All construction units must operate in a civilized manner, machines, tools and materials must be stacked neatly, damaged road surfaces must be repaired in a timely manner, and residual soil and debris must be cleared and the site leveled in a timely manner upon completion of the project. Article 13 Stalls are not allowed to be set up on urban main roads. The establishment of other street stalls must be approved by the city management department and the public security department. Article 14 It is not allowed to raise poultry and livestock in urban areas. Raising animals for scientific research, teaching and other special needs must be approved by the public security, health and epidemic prevention and other departments.

Poultry and livestock raised in suburban counties and towns must be kept in captivity and must not interfere with public health. Article 15 In all places where mosquitoes and flies breed, all units must spray drugs regularly according to the unified regulations of the health and epidemic prevention department; units that are unable to spray drugs shall be responsible for it by the health and epidemic prevention department, and fees shall be charged according to regulations. The health and epidemic prevention department is responsible for regularly spraying drugs in residential areas. Article 16 All means of transportation entering the urban area must be kept clean and tidy, and their loads must not be left or leaked along the way to pollute the environment. Chapter 3 Cleaning and Cleaning Article 17 Main and secondary arterial roads and squares shall be cleaned and cleaned by an environmental sanitation professional team. For other streets, alleys and residential areas, the sub-district office and residents' committee organize the units and residents within their jurisdiction to perform cleaning and cleaning work on a piece-by-piece basis.

Article 18 Airports, stations (including bus terminals), ports, docks, parking lots, theaters, stadiums (fields), museums, exhibition halls, parks, green spaces, scenic spots, large stores (fields), The unit is responsible for cleaning and cleaning of public places such as food markets. Article 19 The water surface and bank slopes of rivers shall be cleaned and cleaned by the municipal management department and the local sub-district office and residents' committee in sections. Article 20 For various trade markets, the industrial and commercial administrative departments and other sponsoring units are responsible for organizing dedicated personnel to clean and clean them. Chapter 4 Collection, Transportation and Treatment of Waste Article 21 The collection, transportation and treatment of urban domestic garbage and excrement shall be managed by the environmental sanitation department. Garbage should be cleared on a daily basis and excrement should be cleared and transported in a timely manner. It is strictly prohibited for any unit or individual to pick up feces indiscriminately. Article 22 Domestic garbage from residents, primary schools, and kindergartens shall be collected and transported in a timely manner by environmental sanitation professional teams. Solid waste such as domestic waste, industrial waste, engineering waste (including waste used by residents to build houses) and commercial waste from other units and trading markets must be removed and transported to the garbage site designated by the environmental sanitation department by themselves, and a disposal fee must be paid ; If you are unable to clean it, you can entrust a professional environmental sanitation team to transport it on your behalf and pay the freight. Article 23 Garbage containing viruses, germs, radioactivity and other toxic substances, as well as feces and animal carcasses generated by hospitals, slaughterhouses, biological products factories, scientific research, teaching and other units must be treated harmlessly and must not be abandoned arbitrarily.
