Temporary compensation measures

Article 1 In order to guide and encourage college graduates to work at the grassroots level in the central and western regions and hard and remote areas, these measures are formulated in accordance with the relevant spirit of the Decision of the Central Committee on Several Major Issues Concerning Promoting Rural Reform and Development (Zhong Fa [2008]16) and the Notice of the General Office of the State Council on Strengthening the Employment of College Graduates (Guo Ban Fa [2009] No.3).

Article 2 If college graduates have worked in grass-roots units in the central and western regions and hard and remote areas for more than three years (including three years), the tuition fees shall be compensated by the state. If you get a national student loan during your study at school (including the national student loan in colleges and universities and the student credit student loan, the same below), the compensated tuition fee will be used to repay the principal of the national student loan and the interest generated before it is fully repaid.

Article 3 In these Measures, college graduates refer to full-time undergraduate (including higher vocational) students, graduate students and fresh graduates of the second bachelor's degree in ordinary colleges and universities affiliated to the central department. Except for students who have enjoyed the tuition-free policy during their orientation, entrustment and study at school.

Article 4 The western regions in these Measures refer to Tibet, Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang and other provinces (autonomous regions and municipalities directly under the Central Government).

The central region refers to Hebei, Shanxi, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Hainan and other provinces 10.

Hard and remote areas refer to the hard and remote areas except the above-mentioned areas stipulated by the State Council.

Article 5 The grass-roots units mentioned in these Measures refer to:

(a) organs, enterprises and institutions below the county level in the central and western regions and hard and remote areas, including township (town) government organs, rural primary and secondary schools, state-owned agricultural (animal husbandry and forestry) farms, agricultural technology extension stations, animal husbandry and veterinary stations, township health centers, family planning service stations, township cultural stations, etc. ;

(2) the work place is located in the central and western regions and the hard and remote areas below the county level, such as meteorology, earthquake, geology, hydropower construction, coal, petroleum, navigation, nuclear industry and other central units.

Sixth college graduates who meet all the following conditions can apply for tuition fees and national student loan compensation:

(a) support the leadership of the China * * * production party, love the motherland, and abide by the Constitution and laws;

(2) Abide by the school rules and regulations, be honest and trustworthy, have good moral quality, and have qualified academic performance;

(3) Upon graduation, he volunteered to work in grassroots units in the central and western regions and hard and remote areas, with a service period of more than 3 years (including 3 years).

Article 7 The maximum amount of tuition compensation and national student loan for each college graduate per academic year shall not exceed 6,000 yuan. Graduates who actually pay tuition fees or receive national student loans less than 6,000 yuan each year during their study in school will be compensated according to the actual tuition fees or the amount of national student loans. Graduates who actually pay tuition fees or get a national student loan of more than 6,000 yuan each year during their studies at school will be compensated according to the amount of 6,000 yuan each year.

Compensatory tuition fees and years of national student loans for undergraduate, junior college (higher vocational), graduate and second bachelor's degree graduates are calculated according to the corresponding educational system stipulated by the state.

Article 8 The state shall compensate college graduates who are employed in grass-roots units in the central and western regions and hard and remote areas and meet the conditions of tuition fees and national student loans on an annual basis. After graduation, students will receive compensation of 65,438+0.3 of the total tuition fee or national student loan every year, and the compensation will be completed within three years.

Ninth tuition fees and national student loan compensation funds determined according to these measures shall be arranged by the central finance.

Tenth eligible college graduates can apply for tuition and national student loan compensation according to the following procedures:

(1) College graduates themselves submit the Application Form for Tuition and National Student Loan Compensation and the employment agreement signed by the graduates themselves, the employment unit and the school to serve grassroots units in the central and western regions and hard and remote areas for more than 3 years.

(two) college graduates who have obtained the national student loan during their study in school should indicate that they have applied for the national student loan compensation when signing the repayment plan with the national student loan handling bank after graduation. If they are eligible for national student loan compensation, they don't need to repay the bank themselves.

(three) colleges and universities according to the above materials, according to the provisions of these measures, review the application qualification; Before the end of June each year, the relevant materials of qualified college graduates will be reported to the National Student Financial Assistance Management Center for approval. For graduates with "second-level posts", colleges and universities should submit relevant certification materials and review them, and submit the application materials to the National Student Financial Assistance Management Center for approval at the latest by the end of June+February of that year.

Within one month after receiving the application materials from colleges and universities, the National Student Financial Assistance Management Center will notify the relevant colleges and universities and the national student loan handling banks of the list of students who have obtained tuition assistance and national student loan compensation qualifications, and report the relevant approval documents to the Ministry of Education and the Ministry of Finance for the record.

Eleventh colleges and universities need to submit the on-the-job information of college graduates who have obtained tuition fees and national student loan compensation qualifications to the National Student Financial Assistance Management Center before June 30 each year.

College graduates should establish a regular contact system with employment units and national student loan handling banks. Colleges and universities should establish complete and accurate files for college graduates who have passed the qualification examination of tuition fees and national student loan compensation, and inform the graduates themselves, the personnel department of the employment unit and the national student loan handling bank in writing of their tuition fees and national student loan compensation during their studies at school. At the same time, we should also take the initiative to understand and regularly inform the National Student Financial Assistance Management Center and the National Student Loan Handling Bank about the graduates' work, so that the handling bank can keep abreast of the dynamic situation of the borrowing students and do a good job in the post-loan management of the national student loan business.

Article 12 In addition to leaving the grass-roots units in the central and western regions and hard and remote areas due to normal transfer, promotion and job changes, the personnel department of the employment unit shall require college graduates who left the grass-roots units in the central and western regions and hard and remote areas three years before serving to apply to the original colleges and universities for cancellation of tuition fees and national student loan compensation qualifications in time.

For graduates who are disqualified from tuition compensation, colleges and universities should submit relevant information to the National Student Financial Assistance Management Center in a timely manner. The National Student Financial Assistance Management Center stopped compensating its tuition fees from that year.

Graduates who cancel the qualification of national student loan compensation will be responsible for repaying the principal and interest of the remaining national student loans. Employment units should inform universities of relevant information in a timely manner, and handle resignation procedures for graduates who re-sign the national student loan repayment plan. Colleges and universities should promptly notify the national student financial assistance management center and the national student loan handling bank.

For college graduates who fail to apply for cancellation of tuition fees and compensation for national student loans in time, re-sign repayment plans with banks, or leave their jobs early, they will all be regarded as serious breach of contract, and the relevant state departments should promptly enter their bad credit records into the relevant database of the national financial industry unified credit information platform.

Thirteenth tuition and national student loan compensation qualification by the National Student Financial Assistance Management Center, the relevant departments (units) should be in accordance with the relevant provisions of the departmental budget management, tuition and national student loan compensation funded projects included in the departmental budget. The Ministry of Finance will timely allocate compensation funds to the National Student Financial Assistance Management Center. The National Student Financial Assistance Management Center shall allocate compensation funds to colleges and universities within 15 working days after receiving the compensation funds allocated by the Ministry of Finance. Colleges and universities should repay the compensation funds to the national student loan handling bank for college graduates or return them to the college graduates themselves within 15 working days.

Article 14 The relevant colleges and universities shall strictly implement the relevant financial laws and regulations of the State and the provisions of these Measures, and make separate accounting for compensation funds, which shall be earmarked for special purposes, and shall not be withheld, misappropriated or misappropriated, and shall be subject to the inspection and supervision of financial, auditing, discipline inspection and supervision departments and competent departments.

Fifteenth for fraud in colleges and universities and college graduates, once verified, in addition to recovering state compensation funds, will be investigated for responsibility according to the relevant provisions.

Sixteenth provinces (autonomous regions and municipalities directly under the central government) should refer to the principles stipulated in these measures, formulate compensation methods for tuition fees and national student loans, and attract and encourage college graduates to work in grassroots units in difficult and remote areas under their jurisdiction.

Seventeenth of these measures shall come into force as of the date of promulgation. The Interim Measures for Compensatory Funding of National Student Loans for College Graduates (Cai Jiao [2006]133) issued by the Ministry of Finance and the Ministry of Education shall be abolished at the same time.
