Chapter I General Provisions

Article 1 These Provisions are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this Municipality in order to strengthen the management of dog-raising, standardize dog-raising behavior, safeguard citizens' personal safety and legitimate rights and interests, maintain social order and city appearance and environmental sanitation, and build a civilized and harmonious this beautiful city.

Article 2 These Provisions shall apply to dog-raising behavior and its management activities within the administrative area of this Municipality.

Article 3 Dog management shall follow the principles of legal management by government departments, self-discipline by dog owners, participation by grass-roots organizations and public supervision.

Article 4 Dog owners mentioned in these Provisions include individuals with legal identity certificates and full capacity for civil conduct, as well as cultural relics protection units, dangerous goods storage units, important storage units, animal performance units and troops, public security, scientific research, medical and health units that need to raise dogs for special work.

Article 5 The people's governments at all levels in this Municipality shall be responsible for organizing the implementation of these Provisions.

The public security department is the competent department in charge of dog management in this Municipality, and is responsible for dog registration, dog disturbing and wounding incident handling, dog detention and inspection. , investigate and deal with the relevant illegal acts stipulated in these Provisions.

The urban management department is responsible for investigating and dealing with the behavior of raising dogs in violation of city appearance and environmental sanitation.

The agricultural and rural departments are responsible for the supervision and management of dog epidemic prevention, implement dog immunization, quarantine, diagnosis and treatment license and epidemic monitoring, and guide the harmless treatment of dead dogs.

The head of the health department is responsible for rabies prevention, health education and epidemic monitoring.

Development and reform, education, finance, housing and urban construction, landscaping and forestry greening, market supervision and other departments shall assist in dog management within the scope of their duties.

Article 6 The municipal, district and county people's governments shall establish a joint meeting system of dog management attended by public security, urban and rural housing construction, urban management, market supervision, agriculture and rural areas, landscaping and greening, health and health departments, coordinate and solve major problems in dog management, and do a good job in dog management.

Article 7 The town people's government and subdistrict offices shall organize the residents' committees in their respective jurisdictions to control and dispose of stray dogs, and assist the relevant departments to do a good job in dog immunization.

Residents' committees, owners' committees, property service enterprises and other property management units shall cooperate with relevant departments to carry out publicity activities of raising dogs in accordance with the law and civilization, and guide and urge dog owners to abide by the dog-raising code of conduct. The residents' committee or the owners' committee may, in accordance with the law, organize and formulate the residents' convention on matters related to dog management in this residential area and supervise the implementation.

Social groups and organizations such as dog industry associations, pet associations and animal protection organizations shall educate their members to abide by dog-raising laws and regulations, popularize the knowledge of civilized dog-raising, and assist relevant departments to carry out publicity and education activities on civilized dog-raising according to law.

Chapter II Immunization and Registration

Article 8 The area within ring highway of this Municipality is the key dog management area, and the area outside ring highway is the general dog management area.

By the decision of the county people's government, the areas that implement urbanization management within the general management area can be managed according to the key management areas.

Ninth in the key management areas and general management areas to implement the rabies immunization system for dogs, in the key management areas to implement the dog registration system.

No individual or unit may raise dogs that have not been registered and immunized in key management areas, or raise dogs that have not been immunized in general management areas.

Tenth individuals and units can only keep dogs in their own homes or areas, and offices, production service areas, hospitals, kindergartens, school teaching areas and student dormitory areas of government agencies, enterprises and institutions are not allowed to keep dogs.

Article 11 Where a dog is raised in the general management area, the dog owner shall inject rabies vaccine for the dog within 15 days from the date of obtaining the dog, obtain the dog immunization certificate issued by the animal clinic, and regularly immunize the dog.

Twelfth dogs in key management areas, dog owners should go through the initial registration and immunization procedures within fifteen days from the date of obtaining the dog. Dog registration is valid for one year.

Dog owners should regularly vaccinate dogs with rabies vaccine, and apply for annual registration with the local dog registration authority on the strength of the immunization certificate issued by the animal clinic within the validity period of dog registration.

Thirteenth in the key management areas, individuals carrying dogs, in the initial registration and immunization procedures for dogs, shall truthfully submit the following materials:

Certificate of dog origin;

Household registration book, residence permit or ID card and other legal identification;

Proof of other legally independent living places, such as house ownership certificate, house lease contract, etc. The name of the kennel;

Sign a commitment letter for civilized dog raising.

A disability certificate shall also be submitted for raising large guide dogs and support dogs.

Fourteenth in the key management areas, the unit shall truthfully submit the following materials when handling the initial registration and immunization procedures of dogs:

Certificate of dog origin;

Unified social credit code certificate or business license of the unit;

A written proof of the kennel, kennel and other management facilities, as well as the use, type and quantity of dogs;

The corresponding safety management system and the list of full-time domesticated personnel.

Fifteenth initial registration and immunization procedures shall be carried out in accordance with the following procedures:

The public security department shall review the materials and dogs submitted by dog owners;

After passing the examination, the agricultural and rural departments carry out health examination on dogs, inject rabies vaccine and implant electronic tags;

The public security department shall register dog owners and their dogs, and issue dog registration certificate, number plate and dog manual to dog owners.

The electronic tag shall contain information such as the name of the dog owner, the location of the dog, the number of dogs, and the time of rabies vaccine injection.

Dog registration certificate, number plate and electronic label are uniformly distributed and managed by the municipal public security department.

Sixteenth dog owners shall submit the dog registration certificate and number plate when handling the annual registration and immunization procedures. For eligible dogs, the public security department and the agricultural and rural departments shall go through the registration and immunization procedures.

Seventeenth in the key management areas, each household can only keep a small dog; It is forbidden for individuals to keep large dogs and strong dogs, except for the blind and severely disabled who keep guide dogs.

The height and length standards of large dogs and strong dogs that are prohibited from being raised by individuals shall be determined by the municipal public security department in conjunction with the agricultural and rural departments and announced after being approved by the Municipal People's government.

Article 18 In key management areas, public security departments and agricultural and rural departments shall set up joint offices in all districts and counties, and set up convenience service points to facilitate dog owners to handle dog registration and immunization procedures. Joint office space and convenience service points shall be announced to the public.

Nineteenth public security departments should establish dog management files, agricultural and rural areas, urban management, market supervision, health and other related management departments can consult.

Twentieth in the key management areas, the registered dog transfer, gift, loss, death or move out, the original dog owner shall cancel the registration within fifteen days; Where the location of the dog changes, the dog owner shall go through the registration formalities within fifteen days; If the dog registration certificate and number plate are damaged or lost, the dog owner shall reissue them within fifteen days.

The newly-born puppies of registered dogs shall be disposed of by the dog owners themselves within 60 days from the date of birth of the puppies. If it cannot be disposed of by itself, it will be sent to the dog reception center for treatment as abandoned dogs.

Dog owners are not allowed to dispose of dead or unidentified dog carcasses at will, and should entrust harmless treatment institutions with legal qualifications to deal with them.

Chapter III Code of Conduct for Raising Dogs

Article 21 If foreigners stay in this city with dogs, they must hold animal quarantine and immunization certificates signed by the agricultural and rural departments at or above the county level where the dogs were originally located. If they stay in key management areas for more than three months, they shall go through the registration formalities in accordance with these Provisions.

In key management areas, individuals who receive temporary dogs should have full capacity for civil conduct, live in a single household in a fixed place of residence, and the dogs have been registered. Individuals may not accept more than one temporary dog, and the foster care time shall not exceed 30 days.

Twenty-second dogs in key management areas shall pay management service fees. Small dog management service fee is 400 yuan for each dog in the first year, and 200 yuan every year thereafter; For other dogs, the management service fee is 800 yuan for each dog in the first year and 400 yuan every year thereafter. No other fees are charged for dog immunization and registration.

Feeding blind guide dogs and disabled auxiliary dogs with severe physical disabilities is free of management service fees.

The adjustment of the collection standard of management service fees shall be implemented in accordance with the relevant provisions of the state and province.

Twenty-third dog management service fees charged by the competent department of dog management. The dog management service fee and confiscated income collected shall be turned over to the state treasury, and the management of "two lines of revenue and expenditure" shall be implemented. Dog registration, dog immunization and other dog management funds into the financial budget management, and accept the supervision and inspection of relevant departments.

Article 24 Any individual or unit that raises dogs shall abide by social ethics, and shall not interfere with or infringe upon public interests and the legitimate rights and interests of others, disturb the normal life of neighbors and others, maltreat or abandon dogs, and shall not let dogs intimidate or hurt others. Encourage dog owners to take out dog injury liability insurance.

Dogs in key management areas shall also comply with the following provisions:

Can only be raised in its registered kennel, except for temporary foster care.

Large dogs and strong dogs should be kept in captivity or tied up, and they should not leave the feeding place unless it is necessary for work.

When barking affects the normal life of others, effective measures such as using a barking stop should be taken to stop it in time.

When taking a dog out of the house, you should bring a dog registration certificate, which is the dog registration card. A person with full capacity for civil conduct should take the lead and take the initiative to avoid others and vehicles. The maximum length of the belt shall not exceed1.5m..

If you take your dog in the elevator, you should avoid the rush hour, put a muzzle on the dog or put the dog in a dog cage or dog bag.

Dogs are not allowed to take public transport other than passenger taxis. When taking a taxi, you must obtain the driver's consent and put the dog into a dog cage and a dog bag.

Dogs are prohibited from entering public places such as institutions, schools, kindergartens, hospitals and parks, scenic spots, martyrs' cemeteries, squares, exhibition halls, museums, libraries, science and technology museums, theaters, sports venues, community public fitness centers, waiting rooms, playgrounds, markets, shops, hotels, restaurants, food stalls, etc., but blind people carry guide dogs and limbs. Managers of other public places may prohibit dogs from entering, but shall set up obvious signs.

Dogs are not allowed to bathe or swim in springs, canals and other public waters.

When taking a dog out of the house, the dog-carrying person shall carry with him items for removing dog feces, and remove dog feces in time.

Under the condition of ensuring public safety and environmental sanitation, qualified public space management units can set up special public areas for dog activities, and residents' committees and owners' committees can delimit dog activity areas in their communities.

Chapter IV Acceptance, Detention for Inspection, Adoption and Operation

Twenty-fifth dog inspection sites construction planning by the city, county, district public security departments, submitted to the people's government at the same level for approval before implementation. A dog detention and inspection place is set up to receive, inspect and deal with stray, temporarily detained, confiscated and dogs voluntarily sent by dog owners.

When receiving stray dogs, the dog detention center shall check the electronic identification, immune label and dog tag of stray dogs, and check the identity information of dog owners. If the identity information of the dog owner can be ascertained, the dog owner shall be notified to reclaim it. If the owner of the dog refuses to take it back, it shall be regarded as abandonment. If it is impossible to find out the identity information of the dog owner, it shall be handled according to the ownerless dog.

Twenty-sixth dog shelters should establish a dog adoption system. Individuals who meet the requirements for dog registration can adopt dogs that have been abandoned, ownerless, confiscated and voluntarily adopted by dog owners after passing the quarantine inspection.

Twenty-seventh dog farms, dog trading markets and dog service institutions shall abide by the relevant provisions of animal epidemic prevention, and go through the relevant registration or licensing procedures according to law.

No individual or unit may set up dog farms in key management areas, spring water supply areas and drinking water source protection areas, set up large dogs and strong dogs trading markets in key management areas, or engage in dog trading outside dog farms and dog trading markets.

Dogs sold must have animal quarantine certificates and canine immunization certificates issued by the agricultural and rural departments.

Chapter V Supervision and Administration

Twenty-eighth dog owners find or suspect that their dogs only have rabies symptoms, they should promptly send them to the agricultural and rural departments for inspection.

Public security, agriculture and rural departments have the right to detain and quarantine dogs suspected of having infectious diseases during registration, immunization or inspection; Dogs suffering from rabies should be culled according to law, and the bodies of dogs should be treated harmlessly.

When rabies epidemic occurs, it shall be disposed of according to law.

Twenty-ninth in violation of the provisions of the act, any individual or unit has the right to criticize and discourage, and report to the relevant departments. The department that receives the report shall keep confidential the informant.

Public security, agriculture and rural areas, urban management, market supervision and other departments should establish a reward system for reporting, publish the telephone number of reporting, and timely handle reports that reflect the problems in key management areas; Matters that do not fall within the scope of their duties shall be promptly transferred to the relevant departments for handling.

Chapter VI Legal Liability

Thirtieth acts in violation of these provisions, laws and regulations have clearly stipulated the legal responsibility, from its provisions; Where laws and regulations do not clearly stipulate legal responsibilities, such provisions shall prevail.

Article 31 If a dog raised by a dog owner hurts others, the dog owner shall immediately send the injured person to a medical and health institution for diagnosis and treatment and pay medical expenses in advance, and immediately send the injured dog to a dog-raising detention center for testing by the agricultural and rural departments, and shall not conceal or transfer it. The responsible person shall bear civil liabilities such as medical expenses and inspection fees according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

In violation of the provisions of the preceding paragraph, if a dog owner conceals or transfers a dog that hurts, the public security department may temporarily detain the dog and impose a fine of 2,000 yuan on each dog.

Thirty-second in violation of the provisions of these measures, one of the following acts shall be punished by the public security department:

In violation of the provisions of the first paragraph of article tenth, seventeenth and twelfth did not apply for initial registration or annual registration, shall be ordered to make corrections within a time limit, and impose a fine of five hundred yuan to two thousand yuan per dog; If no correction is made within the time limit, the dogs shall be confiscated;

In violation of the provisions of the first paragraph of article twentieth, each dog shall be fined two hundred yuan;

In violation of the provisions of the first paragraph of article twenty-fourth, abandoned dogs, each dog shall be fined two thousand yuan;

Whoever, in violation of the provisions of the first paragraph of Article 24, indulges or drives dogs to intimidate or hurt others shall be punished in accordance with the Criminal Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Public Security Administration Punishment and other relevant provisions;

In violation of the provisions of the second paragraph of article twenty-fourth, given a warning; Refuses to correct after warning, can temporarily detain the dog, and impose a fine of two hundred yuan;

Whoever, in violation of the provisions of the second paragraph of Article 27, sets up a kennel in a key management area shall have his dogs and illegal income confiscated, and be fined between 5,000 yuan and 20,000 yuan.

Thirty-third in violation of the provisions of Article 11 and Article 12, dogs are not immunized, and the agricultural and rural departments at or above the county level shall order them to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than 1,000 yuan but not more than 5,000 yuan shall be imposed, which shall be handled by the agricultural and rural departments at or above the county level, and the expenses required shall be borne by the violator.

In violation of the provisions of the twentieth paragraph of this Ordinance, the agricultural and rural departments shall deal with and punish them in accordance with the relevant laws and regulations on animal epidemic prevention.

The agricultural and rural departments shall, within ten days from the date of making the decision on administrative punishment, send a copy of the punishment result to the public security department at the same level.

Thirty-fourth in violation of the provisions of these measures, one of the following acts shall be punished by the urban management department:

In violation of the provisions of the second paragraph of article twenty-fourth, shall be ordered to clear, and impose a fine of five hundred yuan on the dog;

In violation of the provisions of article twenty-seventh, engaged in dog trading in urban roads and squares, punishable by a fine of five hundred yuan and three thousand yuan.

The urban management department shall, within ten days from the date of making the decision on administrative punishment, send a copy of the punishment result to the public security department at the same level.

Article 35 If an individual who raises a dog in a key management area is subject to administrative punishment for more than three times in violation of these regulations within two years, his dog shall be confiscated by the public security department and he shall not raise a dog for five years.

Thirty-sixth hinder the dog management staff to perform official duties according to law, which constitutes a violation of public security management, in accordance with the "People's Republic of China (PRC) Public Security Management Punishment Law"; If a crime is constituted, criminal responsibility shall be investigated according to law.

Thirty-seventh dog management departments and their staff abuse their powers, neglect their duties, engage in malpractices for selfish ends, shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Chapter VII Supplementary Provisions

Article 38 These Provisions shall come into force as of the date of promulgation. On June 30th, 2006, adopted at the 27th meeting of the Standing Committee of the 13th People's Congress of Jinan, and approved at the 26th meeting of the Standing Committee of the 10th People's Congress of Shandong Province on March 2nd/KLOC-0, 2007, the Regulations on Dog Breeding Management in Jinan shall be abolished at the same time.
