How many years do local women's federations change their membership?

According to Article 2 of the Election Regulations of the Women's Federation, the highest leading body of the Women's Federation is the National Women's Congress. The leading body of local women's federations at all levels is the women's congress at the same level. Women's congresses in provinces, autonomous regions, municipalities directly under the Central Government, cities divided into districts, autonomous prefectures, counties, autonomous counties, cities not divided into districts and municipal districts are held every five years. Women's congresses in towns, streets and communities are held every three to five years. Convened by the Executive Committee of the Women's Federation at the same level. Under special circumstances, the meeting may be held in advance or postponed after discussion and decision by the Executive Committee.
