I. Basis of laws and regulations

4. Approved orchards and packaging plants

Requirements before shipment of intransitive verbs

(1) Orchard management.

1. All export orchards should be managed according to the requirements of good agricultural practices, including keeping the orchards in hygienic conditions and pruning. Qualified pest control consultants should manage according to the requirements of risk management measures and implement IPM measures, including pest monitoring, chemical or biological control and agricultural operations.

2. All export orchards must keep pest monitoring and control records and provide them to the Chinese side as required. In addition, fruit candy may not be exported to China.

3. Risk management measures to reduce major pests of concern to China.

Inhibitory effect of (1) on fruit flies. Apples exported to China can come from fruit fly non-epidemic areas recognized by China. If fruit flies come from low epidemic areas, 40 of them need to be monitored in orchards and the fruit cutting should be checked before packaging. If the fruit fly does not meet the requirements of a low epidemic area and comes from an epidemic area, it needs to be cold-treated in a facility recognized by the Chinese side: after precooling, the fruit can be stored for 40 days at 0℃ and 90 days at 3.3℃.

(2) Mediterranean Drosophila, South American Drosophila and Caribbean Drosophila. Apples exported to China can come from fruit fly non-epidemic areas recognized by China. If it comes from an epidemic area of Bactrocera dorsalis, it needs to be cold-treated in a facility recognized by the Chinese side: the fruit is at 1℃ (core temperature) or below and lasts for more than 16 days; Or the fruit temperature is 2. 1℃ (core temperature) or below, lasting more than 2 1 day.

(3) For weevil, weevil and hawthorn weevil. Apples exported to China can come from non-epidemic areas or from non-epidemic areas recognized by China. If the origin of apples does not meet the requirements of non-epidemic areas and non-epidemic areas, systematic prevention and control measures and fruit cutting inspection measures should be taken.

(4) control codling moth, pear moth and apple moth. Orchards should implement system control measures and fruit cutting inspection measures according to IPM guidelines approved by the American Animal and Plant Quarantine Bureau (hereinafter referred to as APHIS). Systematic control measures include: trap monitoring, chemical control, biological control, interference mating and other comprehensive measures.

(5) Aiming at smooth toothless nematodes. Orchard should implement system control measures and fruit cutting inspection measures according to IPM guidelines approved by APHIS.

(6) The target of pear fire blight is pear fire blight, such as pear fire blight, pear scab, apple scab and apple scab. Orchards should implement monitoring and control measures according to IPM guidelines approved by APHIS, including comprehensive measures such as disease occurrence prediction and monitoring, chemical control and biological control.

(7) Resistance to pear rot pathogen, Laodelphax striatellus, and Neocentrotus citrinopileatus; New broad beans. Orchards should adopt comprehensive management measures according to requirements and local conditions, and monitor them during the growing season. Once found, chemical control should be carried out. In particular, it is necessary to remove dead diseased branches and diseased fruits that may be infected with germs on pollinated fruit trees. Soak postharvest fruits with bactericide, or treat them with atomized bactericide within 7 days after entering the cold storage.

(2) Management of packaging factory.

1. Raw fruits should come from qualified orchards. The processing, packaging, storage and shipment of apples shall be carried out under the supervision of the American Animal and Plant Quarantine Bureau or its authorized personnel.

In the process of processing, fruits must be selected, washed, graded and packaged. Ensure that the fruit is as free of insects, mites, rotten fruits, branches, leaves, plant residues and soil as possible. In the process of processing apples exported to China, the same packaging line prohibits processing other fruits exported to China. When stored, apples exported to China should be stored separately from apples exported to other markets.

3. The packaging factory should take effective management measures for diseases that may occur after harvest.

4. If the packed apples need to be stored, they should be put into storage immediately to avoid being infected with pests again.

(3) Packaging requirements.

1. The packaging materials should be new, clean and hygienic, and meet the requirements of plant quarantine in China.

2. Each packing box shall be marked with information such as fruit type, place of origin, planter's plot number, packaging factory name and/or registration number and batch number. In English. Each pallet of goods should be marked "To People's Republic of China (PRC)" in English or Chinese. If pallets, such as airplanes, are not used, each packing box should be marked "Export to People's Republic of China (PRC)" in Chinese. In addition to the label, each carton must also have the seal of the United States Department of Agriculture.

(4) Inspection and quarantine before export.

1. For apples from non-epidemic areas of Bactrocera dorsalis, related weevils, fruit eaters, red-footed sawflies and other pests, 40 suspicious fruits were selected from each plot by the authorized APHIS cooperation organization for fruit cutting inspection before packaging. If you find any internal eating pests such as weevil, fruit eater and red-footed giant bee, suspend the export of the orchard this season; If you pay attention to fruit flies, the processed apples will be cold-treated as required.

2. The United States shall sample 2% of the total number of exported fruits, and the minimum sampling quantity shall be no less than 1200 fruits, and all samples shall be inspected. At the same time, at least 40 suspicious fruits were selected from the packaged fruits for fruit cutting inspection.

3. In the process of export quarantine, if APHIS or its authorized cooperation agencies find any kind of pests concerned by China, the goods will not be exported to China. If the pests cannot be identified, the goods will not be exported. If an active Phytophthora infestans is found, the export of apples from the orchard to China will be suspended; If fruit consumers are found, the export of relevant orchards to China will be suspended until corresponding corrective measures are taken; If other concerned pests are found, corresponding corrective measures should be taken, and the export of relevant orchards/packaging factories to China can be suspended this season. Relevant investigation records shall be kept.

(5) The requirements of plant quarantine certificate.

1. The United States will issue phytosanitary certificates for apples that have passed phytosanitary inspection. In the supplementary explanation column, it is indicated that "all fruits in this batch of goods meet the requirements of the Quarantine Work Plan of American Fresh Apples Exported to China" and "the fruits in this batch of goods are produced by a systematic method to deal with mite diseases concerned by post-harvest quarantine" (this batch of apples meets the requirements of the Quarantine Work Plan of American Fresh Apples Exported to China) and "systematic management measures have been taken for all fruits shipped to reduce post-harvest quarantine diseases". At the same time, the phytosanitary certificate should also indicate the registration number of the packaging factory and the sealing number of the container.

2. For cold treatment, the temperature, duration and the name or number of treatment facilities shall be indicated on the plant quarantine certificate. If cold treatment is carried out in transit, the temperature of cold treatment, the required continuous treatment time, container seal number, etc. It should be indicated on the plant quarantine certificate.

Seven. Transport requirements

1. Marine containers should be cleaned and inspected to ensure that there are no plant residues in the containers.

2. Appropriate protective measures should be taken during packaging to avoid secondary infection of pests.

3. The animal and plant health and quarantine organ or the authorized personnel of the animal and plant health and quarantine organ shall verify the plot number of the grower, the name of the packaging factory and/or its national registration number, and the mark of the goods to ensure consistency with the plant quarantine certificate. The box shall be inspected for quarantine pests.

Eight, entry requirements

Entry-exit inspection and quarantine institutions shall carry out inspection and quarantine in accordance with the following requirements.

(1) Verification of relevant certificates and marks.

1. Check whether the imported apples are accompanied by the entry animal and plant quarantine license issued by AQSIQ. Without an entry animal and plant quarantine permit, the inspection shall not be accepted.

2. Check whether the plant quarantine certificate complies with the provisions of Item (5) of Article 6. If not, Apple is not allowed to enter this country.

3. Check whether the marks on the packing box conform to the relevant provisions in Item (3) of Article 6. If they don't do this, the apples are not allowed to enter the country.

4. In case of cold treatment during transportation, the container cold treatment records downloaded by the shipping company and the original fruit temperature probe calibration records signed and sealed by American quarantine officials shall be provided during inspection. If it cannot be provided, it will not be accepted.

5. Those found in unapproved packaging plants and cold treatment facilities shall not be inspected.

(2) Entry inspection and quarantine.

1. Carry out inspection and quarantine on imported apples according to the relevant provisions of the Plant Inspection and Quarantine Sub-book of the Inspection and Quarantine Work Manual.

2. If cold treatment is carried out in transit, it will be inspected by relevant personnel who have been trained in cold treatment to determine whether the cold treatment is qualified. If one of the following circumstances occurs, the cold treatment in transit will be considered invalid: the probe is continuously lost for more than 4 hours; The probe error exceeds 0.3℃; The cold treatment temperature is wrong. If the cold treatment has been carried out, but it is found that the cold treatment is ineffective, the goods will be disinfected, returned or destroyed.

3. If it is found that there are apples processed by unapproved packaging plants or unapproved cold processing facilities, the apples are not allowed to enter the country.

4. If quarantine pests concerned by China are found alive during entry inspection and quarantine, the apples will be returned, re-exported, destroyed or quarantined, and China will inform the US in time and take relevant inspection and quarantine measures as appropriate.

Nine. Retrospective review

(1) If pests on apples in the United States change, AQSIQ will make further risk assessment and negotiate with the United States to adjust relevant quarantine measures.

(2) In order to ensure the effective implementation of relevant risk management measures and operational requirements, the General Administration of Quality Supervision, Inspection and Quarantine will regularly review the implementation of inspection and quarantine requirements for apple plants imported from the United States. According to the results of the review, the inspection and quarantine requirements for imported American apple plants can be revised.
