In accordance with the "Road Traffic Safety Law of the People's Republic of China" and "Domestic Product Quality Law of the People's Republic of China" and other laws and regulations, combined with our city In fact, the announcement on the comprehensive rectification of electric two-wheeled vehicles and low-speed electric four-wheeled vehicles is now as follows:

1. Unhung vehicles will be prohibited in the urban planning area of ??Xinxiang city center starting from May 1, 2022 Electric two-wheeled vehicles with motor vehicle license plates or identification plates, fuel-powered two-wheeled vehicles without motor vehicle license plates and low-speed electric four-wheeled vehicles are driven on the road. If the above-mentioned vehicles are still illegally operating on the road after May 1, the public security and traffic control departments will investigate and deal with them in accordance with the law. The general public is requested to voluntarily go to the sign installation points or vehicle management offices set up in each community to handle relevant business before May 1, 2022.

2. If electric two-wheelers, low-speed electric four-wheelers and other vehicles are driven on the road with illegal devices such as awnings installed without permission, and the driver is unable to provide proof of the original condition of the vehicle when it leaves the factory, it will be subject to the "Machine According to Article 79 of the "Motor Train Registration Regulations", the public security and traffic control department will order the vehicle to be restored to its original state and impose a warning or a fine of not more than 500 yuan.

3. Fuel two-wheeled vehicles and low-speed electric four-wheeled vehicles without motor vehicle license plates will be driven on the road in accordance with the 95th Road Traffic Safety Law of the People's Republic of China. Article 56 of the "Henan Province Road Traffic Safety Regulations" stipulates that the driver will be penalized with 9 points on his driver's license, a fine of 200 yuan, and the motor vehicle will be impounded. For those who drive the above-mentioned vehicles without holding a driver's license that matches the type of vehicle they are driving, in accordance with the provisions of Article 99 of the Road Traffic Safety Law of the People's Republic of China, the driver will be penalized with 9 driving license points. , a fine of 200 to 2,000 yuan, and a possible detention of not more than 15 days. For those who drive the above-mentioned vehicles that have reached the scrapping standard on the road, the public security and traffic control departments will confiscate the vehicle, force it to be scrapped, and impose penalties on the driver in accordance with the provisions of Article 100 of the Road Traffic Safety Law of the People's Republic of China. Anyone who drives without a license shall be fined 200 to 2,000 yuan and have their motor vehicle driving license revoked; drivers who drive without a license shall be punished in accordance with the provisions of Articles 99 and 100 of the Road Traffic Safety Law of the People's Republic of China. The driver will be fined 400 to 4,000 yuan, the vehicle will be confiscated, and it will be forced to be scrapped. The driver may also be detained for up to 15 days.

4. Any unit or individual within the Xinxiang City area is not allowed to engage in illegal modification, installation of electric carports and other businesses. For merchants who illegally install electric carports and other businesses, the public security, industry and information technology, urban management, market supervision and other departments will jointly hold merchants or individuals accountable. If a crime is constituted, criminal liability will be pursued in accordance with the law.

5. Anyone who refuses to implement this notice, obstructs the public security, urban management, industry and information technology, market supervision and other administrative agencies from performing official duties in accordance with the law, or takes the opportunity to gather people to cause trouble, disrupt public order and other illegal acts shall be punished by The public security organs shall impose punishments in accordance with the "Public Security Administration Punishment Law of the People's Republic of China"; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

The term "low-speed electric four-wheel vehicles" as mentioned in this notice refers to electric four-wheel vehicles that are not included in the "Announcement of Road Motor Vehicle Manufacturers and Products" of the Ministry of Industry and Information Technology and do not meet the conditions for applying for motor vehicle license plates in accordance with the law. Owners of such vehicles are asked to dispose of them as soon as possible.
