In order to rectify and standardize the market economic order and create a fair competitive environment in the county, according to the "Measures for the Investigation, Punishment and Banning of Unlicensed Business Operations" (Order No. 370) issued by the State Council and the "Unlicensed Business Operations in xx Province" issued by the provincial government According to the provisions of the "Measures for Administrative Penalties for Business Operations" and in accordance with the arrangements and arrangements of the xx Municipal People's Government Office's "Notice of Forwarding the Municipal Administration of Industry and Commerce's Implementation Opinions on Investigating and Banning Unlicensed Business Activities in the City", a special centralized rectification of unlicensed business activities in the county will be carried out. . The implementation plan is now proposed as follows:

1. Objects, content and measures of rectification

Targets of rectification: Unlicensed and unlicensed business operators in all fixed business places in urban streets and streets throughout the county and suburban and suburban businesses. Unlicensed and unlicensed business operators in different areas such as townships (towns). Urban streets, urban-rural fringes, bazaars, shopping malls and supermarkets, small streets and alleys, residential areas and areas around campus are key areas for improvement; involving pre-licensed catering and other health industries, cultural and entertainment industries, and hazardous chemicals industries To rectify key industries.

Contents of rectification:

(1) Engaging in business activities without authorization without obtaining permits or other approval documents and business licenses in accordance with the law;

( 2) Obtaining a business license without obtaining a license or other approval documents but engaging in business activities without obtaining a business license in accordance with the law;

(3) Having obtained a license or other approval documents in accordance with the law, but failing to Obtaining a business license in accordance with the law and engaging in business activities;

(4) The business license has been deregistered or the business license has been revoked, and the business license has expired without re-registration in accordance with regulations, and continues to engage in business laundering activities without authorization

(5) Exceeding the approved and registered business scope and moving to engage in business activities without authorization.

Rectification measures:

(1) For fixed business premises that have been in production and operation for more than two months and have failed to obtain a business license, publicity and education must be strengthened to clarify the business conditions, business scope, If the business projects are in compliance with laws and regulations, we will apply for a business license in accordance with the law within a time limit, and urge them to operate in compliance with the law; for those unlicensed operators who ignore laws and regulations and do not correct themselves after education and warning, or those who do not apply for a business license within the time limit, we will resolutely Investigate and punish or ban according to law.

(2) Farmers who produce and sell their own products and seasonal small business operators are exempted from registration and fees; laid-off workers engaged in business activities must be urged to consciously apply for licenses, and relevant policies and regulations shall be waived in accordance with the policy. Fees; night market operators should be urged to apply for health licenses and business licenses, and regulations should be based on publicity, education, and guidance.

2. Implementation steps

(1) Publicity stage (before July 30, 20xx). Use various forms to publicize the purpose, significance, and overall arrangements of the rectification activities, as well as relevant laws and regulations on investigating and punishing unlicensed operations, and create an atmosphere of public opinion. It is necessary to use television, newspapers and periodicals to do a good job in publicity work in the form of TV speeches by leaders of the county government and answering questions from reporters; the county industrial and commercial bureau should print notices and announcements, post them and distribute them throughout the county. Each grassroots industrial and commercial branch should hang 3-5 banners, banners and other promotional slogans on the main streets of the city, markets, urban-rural fringes and places where the problem of unlicensed operations is more prominent. (3) Centralized rectification and standardization stage (August 30-October 30). For unlicensed operators who meet certain operating conditions, educate and guide them to apply for various licenses, urge them to operate in accordance with the law, and ban those who do not meet the conditions in accordance with the law.

(4) Inspection and evaluation stage (November 8-November 30). The county's leading group for rectifying unlicensed business operations organizes relevant departments to conduct various forms of inspection and supervision on the rectification of unlicensed business activities, and announces the results to the public in the form of internal notifications or media reports.

(5) Inspection and acceptance stage (December 1st to December 20th). 3. Relevant requirements

(1) Raise awareness and strengthen leadership. Operating without a license is an illegal act that disrupts the market economic order, harms fair competition, evades national taxes and fees, and infringes on the interests of consumers. Departments at all levels must have a strong sense of political awareness and responsibility, fully understand the dangers of unlicensed business activities, put law enforcement activities against unlicensed business operations on the agenda, effectively strengthen leadership, and implement investigation and crackdowns. In order to strengthen the leadership of the county's rectification of unlicensed operations, a county leading group for rectification of unlicensed operations has been established. The leader in charge of the county government serves as the team leader, and the leaders in charge of industrial and commercial work in each township and economic and technological development zone, as well as the county industrial and commercial bureau and public security bureau , Transportation Bureau, Health Bureau, Culture Bureau, Food and Drug Administration, Work Safety Bureau, Agriculture Bureau, and Commerce Bureau are in charge of responsible persons as members. (2) Combining alleviation and obstruction with punishment. All functional departments must crack down on and standardize unlicensed business operators in different situations. For those involving pre-conditions, access should be appropriately relaxed based on actual conditions, and thresholds and fees should be lowered; for laid-off workers and unemployed persons holding "Preferential Certificates", national, provincial and municipal preferential policies must be conscientiously implemented, and guidance should be provided while educating It regulates operations; unlicensed operations that endanger human health, present major safety hazards, threaten public safety, and damage environmental resources, which have strong public complaints and are not rectified in place, must be severely investigated and punished and resolutely banned.

(3) Clarify responsibilities and strengthen cooperation. In this rectification activity, each township people's government and economic and technological development zone are responsible for the rectification of unlicensed operations in their respective jurisdictions. All departments must clarify their respective responsibilities and division of labor under the unified organization of the county government, and perform their duties in accordance with the law. At the same time, all departments must work together, cooperate with each other, exchange information, and achieve overall linkage. The member units of the leading group for rectifying unlicensed business activities must summarize their respective rectification situations on January 1, and send the summary to the rectification leading group office before the 23rd of each month. (4) Administer strictly in accordance with the law and implement fault liability investigation.

In the work of investigating and clamping down on unlicensed operations, all law enforcement units and law enforcement personnel must administer in accordance with the law and issue relevant licenses in strict accordance with the conditions, procedures and deadlines stipulated in the Administrative Licensing Law and other laws and regulations.
