Article 2 All units and individuals in cities in this province must abide by the Regulations and these Measures. Article 3 The provincial urban construction administrative department shall be responsible for the management of city appearance and environmental sanitation in the province.

The administrative department of city appearance and environmental sanitation of the urban people's government is responsible for the management of city appearance and environmental sanitation within its own administrative region. Article 4 The urban people's government shall organize the preparation of the city's city appearance and environmental sanitation plan, and incorporate the plan into the city's overall plan, national economic and social development plan, achieve unified layout and overall planning, and adopt practical measures to supervise the plan. implementation.

Urban people's governments should actively promote the reform of environmental sanitation employment systems such as contract labor, temporary labor and seasonal labor in accordance with relevant national and provincial regulations and in light of the actual conditions of their respective jurisdictions. Article 5 The urban people's government shall encourage scientific and technological research on city appearance and environmental sanitation, actively promote advanced harmless disposal technologies for garbage, strengthen the publicity and popularization of scientific knowledge on city appearance and environmental sanitation, improve citizens' awareness of environmental sanitation, and develop good hygiene habits. Article 6 The supervisory and management personnel of the city appearance and environmental sanitation administrative department of the urban people's government shall supervise and inspect the city appearance and environmental sanitation work in their respective jurisdictions.

When supervisory management personnel perform official duties, they should take the initiative to show their certificates and wear law enforcement badges.

City appearance and environmental sanitation administrative departments at all levels should conduct regular training for supervision and management personnel to improve the quality of supervision and management personnel. Article 7 Units and individuals that have made outstanding achievements in urban appearance and environmental sanitation shall be commended or rewarded by the local people's government or the administrative department of city appearance and environmental sanitation. Chapter 2 Urban City Appearance Management Article 8 Urban roads, drainage, sanitation, lighting, bridges and culverts, civil air defense, electricity, telecommunications and other public facilities and buildings, structures as well as markets, public places, etc. It should comply with the urban appearance standards stipulated by the state.

Cities open to the outside world, scenic tourist cities and other cities where conditions permit can formulate urban appearance standards that are stricter than those stipulated by the state based on local specific conditions; incorporated towns can refer to the urban appearance standards stipulated by the state. Article 9 All buildings and structures that are newly built, expanded or renovated shall pay attention to architectural art, and their shapes and decorations shall be in harmony with the surrounding environment. Buildings with historical preservation value should maintain their original style and characteristics.

Existing buildings and municipal public facilities in the city should be kept in good condition, clean and beautiful in appearance, and should be regularly renovated and refreshed. Article 10: Objects that may hinder the appearance of the city may not be stacked or hung on the balconies, platforms, exterior corridors and windows of buildings facing the main streets of the city. Building or closing balconies must comply with the relevant regulations of the city appearance and environmental sanitation administrative department of the city people's government. Article 11 The means of transportation operating in urban areas shall be kept in good condition and clean. Liquids and bulk goods transported by freight vehicles must be sealed, bandaged, and covered, and must not be leaked or scattered.

Vehicle washing stations (points) in the city should have special cleaning sites and sedimentation (sand) facilities, and vehicles should not be washed anywhere on both sides of the street. Article 12 Project construction sites in urban areas must:

(1) Operate within the approved land area;

(2) Materials and machinery should be stacked Neat and tidy;

(3) The residue should be removed in a timely manner and kept clean and tidy;

(4) Construction water must not overflow, and any water discharged into the urban sewage system must be treated;

(5) The construction site should be covered by guardrails or cloth, and materials are not allowed to be piled or discarded outside the guardrail or cloth;

(6) The work stoppage site should be tidied up in a timely manner and covered as necessary; upon completion Afterwards, the site should be cleaned and leveled promptly.

Article 13 Anyone who commits any of the following acts must obtain approval from the city appearance and environmental sanitation administrative department of the city people's government, and then go through the approval procedures in accordance with relevant regulations:

(1) Setting up large-scale outdoor advertisements in the city ;

(2) Exterior decoration and construction of street-facing buildings on major urban streets;

(3) Temporary stacking of materials and materials on both sides of urban streets or public places Building temporary buildings, structures or other facilities;

(4) Setting up commercial kiosks, fixed stalls, phone booths, and food stalls on both sides of urban streets and public places. Article 14 When outdoor advertisements, placards, galleries, showcases, signs, etc. are set up in the city, they must have healthy content, beautiful appearance, standardized wording, and be regularly maintained, decorated, or dismantled on schedule. Article 15 It is strictly prohibited to graffiti, carve or nail objects on urban buildings, public facilities and trees.

Slogans, banners and other publicity materials approved by the city's administrative department for city appearance and environmental sanitation shall comply with the requirements of the city's appearance standards and shall be promptly removed after expiration. Article 16: Production and processing, setting up stalls, and out-of-store sales and other activities that hinder city appearance and environmental sanitation are not allowed on both sides of urban roads.

The facilities in the market should be uniform and tidy, the market management agency should do a good job in the management of demarcation and return to the market, and operators should not occupy the road to sell goods.
