Urumqi City Unblocking Notice

On the evening of September 11, the Information Office of the Urumqi Municipal People’s Government held a press conference on epidemic prevention and control. At the meeting, Zhang Xinyong, deputy director of the Urumqi Municipal Health Commission, briefed on the relevant situation of control measures in low-risk communities in Tianshan District.

There are 1,132 residential communities in Tianshan District. As of the evening of September 10, the government has designated 33 high-risk areas and 15 medium-risk areas, covering 142 residential communities (courtyards). . Among the remaining 990 low-risk communities, 575 are in which residents can leave the community for activities, and 415 are in which residents can go downstairs but cannot leave the community for activities. The reason why we take stricter measures is mainly based on the following considerations:

Tianshan District belongs to the old city of Urumqi, with a large population, developed commerce and trade, and high mobility of people. In particular, the jurisdiction has many old communities and many communities without property management, so the risk of aerosol transmission of this round of epidemic is high. The 142 designated high- and high-risk communities are staggered and closely related to many low-risk communities, many of which are separated only by a wall or a road. If personnel mobility is large, the risk of cross-infection will inevitably increase.

Recently, during routine nucleic acid testing in Tianshan District, we have successively discovered cases of infection among material supply personnel and community workers. After investigation, it was found that their activity trajectories involved multiple low-risk communities. In order to prevent the risk of further spread of the epidemic, stricter community control measures have been adopted.

In short, we have considered the above factors and strengthened the control measures in low-risk communities in Tianshan District, mainly to reduce social mobility and reduce the risk of epidemic spread. Objectively, this has indeed brought serious consequences to the residents of Tianshan District. There are many inconveniences in work and life. Citizens and friends, please understand, forgive and support us, work hard and persist with us, and strive to return to normal production and life as soon as possible.

Of course, as the epidemic prevention and control situation further improves, after research and judgment, tonight we have made arrangements to expand orderly mobility in low-risk areas, on the basis that other key urban areas have gradually resumed social mobility. , starting from tomorrow (September 12):

First, in all medium-risk communities in Tianshan District, residents can go downstairs for activities, but the "stay within the community" measure is implemented.

Second, residents of all low-risk communities in Tianshan District can move out of the community in accordance with the principles of "voucher, time limit, and peak staggering", but inter-regional movement is restricted.

Third, if all government agencies, enterprises and institutions in low-risk communities in the city really need to resume work, staff can go to and from get off work "point-to-point"; those who work in closed units can return to the low-risk areas where they live "point-to-point" Risk communities.
