Regulations of Panjin Municipality on the Administration of Motor Vehicle Parking

Chapter I General Provisions Article 1 In order to standardize and maintain the parking order of motor vehicles and improve the traffic environment, these Regulations are formulated in accordance with the provisions of the Road Traffic Safety Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC) and the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction and management of motor vehicle parking facilities and the management of motor vehicle parking behavior within the administrative area of this Municipality.

Motor vehicle parking in this city adheres to the principles of social governance, enjoyment and strict law enforcement, encourages the use of scientific and technological means to improve parking efficiency, and promotes the intelligent and informational construction of parking service, management and law enforcement in an orderly manner. Article 3 The Municipal People's Government shall lead the management of motor vehicle parking in the whole city, establish a comprehensive coordination mechanism, increase capital investment, coordinate the planning, construction and management of motor vehicle parking facilities in the whole city, and standardize and improve the motor vehicle parking fee system.

County (District) people's government is responsible for coordinating and organizing the implementation of the planning, construction and management of motor vehicle parking facilities and the management of motor vehicle parking behavior within its jurisdiction.

Neighborhood offices and town people's governments are responsible for coordinating and organizing the management and services of motor vehicle parking within their respective jurisdictions, and guiding neighborhood (village) committees, owners' congresses or owners' committees to carry out motor vehicle parking autonomy and the management and utilization of motor vehicle parking resources in residential areas. Article 4 Traffic management, natural resources, development and reform, housing and urban and rural construction, civil affairs, urban management administrative law enforcement, market supervision and management, emergency management, transportation and other departments of public security organs shall, according to their respective functions and duties, do a good job in the management of motor vehicle parking. Chapter II Planning and Construction of Motor Vehicle Parking Facilities Article 5 The competent department of natural resources shall, in conjunction with the traffic management, housing and urban-rural construction, urban management administrative law enforcement and other departments of the public security organs, formulate special planning and construction standards for motor vehicle parking facilities according to the land and space planning, and implement them after being submitted to the people's government for approval.

No unit or individual may use public parking facilities for other purposes without authorization.

Without approval, no unit or individual may use the public parking facilities without obtaining the ownership or use right for special purposes.

(3) Install a wheel locator in the parking berth;

(4) Indoor parking lots shall be equipped with facilities and equipment such as ventilation, lighting, drainage, communication, fire fighting and safety monitoring, and ensure their normal use;

(five) set up and mark the disabled barrier-free parking spaces, equipped with barrier-free facilities;

(six) to cooperate with the construction and installation of electric vehicle charging infrastructure, and to ensure the safety of electricity;

(seven) other norms stipulated by laws and regulations. Ninth city and county (District) people's governments shall co-ordinate the construction of special parking lots for vehicles transporting dangerous chemicals and other dangerous goods.

Encourage enterprises to build their own special parking lots for dangerous chemicals and other dangerous goods transport vehicles and open them to the public, and can implement paid use. Tenth idle places such as land to be built, parking lot, corner space, etc. can be used to build temporary parking places for motor vehicles. The construction of temporary parking lots is the responsibility of the county (District) people's government. Article 11 When holding large-scale mass activities, the traffic administrative department of the public security organ shall formulate a motor vehicle diversion scheme for the large-scale event venue and its surrounding areas. If the surrounding roads have conditions, temporary parking areas can be set up, and parking periods and parking restrictions can be stipulated. Article 12 The traffic administrative department of the public security organ shall be responsible for the setting, maintenance and adjustment of road parking spaces, determine the allowed parking time and announce it to the public. Thirteenth the following areas shall not set up road parking spaces:

(1) Urban trunk roads and urban expressways;

(two) fire truck passages, sidewalks, blind roads and evacuation passages near large public buildings;

(3) Other places where parking is prohibited and sections that are not suitable for setting as stipulated by laws and regulations.
