Article 3 The Municipal Planning Bureau is the administrative department in charge of surveying and mapping work in this city and is responsible for the unified supervision and management of surveying and mapping work in this city. Its dispatched agencies are responsible for the management of surveying and mapping in designated areas in accordance with their duties.

The planning bureaus of each county (city) are the administrative departments responsible for surveying and mapping work within their respective administrative regions, and their business is under the guidance of the municipal planning bureau.

The relevant administrative departments of cities and counties (cities) shall be responsible for the relevant surveying and mapping work of their own departments in accordance with the division of responsibilities stipulated by the people's government at the same level, and accept the business guidance of the surveying and mapping administrative departments at the same level. Article 4: This city uses the national surveying and mapping benchmarks, surveying and mapping systems and Ningbo City’s independent plane coordinate system; it implements national, provincial and municipal surveying and mapping technical specifications and standards.

The municipal administrative department for surveying and mapping may, in accordance with the needs of the development of surveying and mapping undertakings, work with relevant departments to supplement the formulation of technical specifications and standards for surveying and mapping in this city. Chapter 2 Basic Surveying and Mapping and Other Surveying and Mapping Article 5 The municipal and county (city) surveying and mapping administrative departments are responsible for organizing and implementing the following basic surveying and mapping projects within their respective administrative regions:

(8) Implement other projects stipulated in the national basic surveying and mapping plan indicator system. Article 6 The municipal and county (city) development and reform authorities shall, together with the surveying and mapping administrative departments at the same level, prepare the annual basic surveying and mapping plan at the same level based on the basic surveying and mapping plan of the administrative region and the actual economic and social development of the year, and submit it to their respective departments. filed with the superior competent department.

Article 7 For surveying and mapping projects that use fiscal funds in whole or in part, the development and reform department shall seek the opinions of the surveying and mapping administrative department at the same level before approving the project; the financial department shall, when reviewing budget expenditures involving surveying and mapping projects that have not been approved for project approval, The opinions of the surveying and mapping administrative departments at the same level should be sought. The administrative department in charge of surveying and mapping shall provide feedback within 10 days from the date of receipt of the materials soliciting opinions.

If the administrative department of surveying and mapping proposes that suitable surveying and mapping results are available for use and no surveying and mapping is required, the relevant departments shall review it. If it is indeed repeated surveying and mapping, the development and reform department shall not approve the project, and the financial department shall not approve budget expenditures. Article 8 The municipal and county (city) surveying and mapping administrative departments shall work with the land resources and real estate administrative departments at the same level to prepare cadastral and real estate surveying and mapping plans for their respective administrative regions. Cadastral and real estate surveying and mapping plans should be connected with basic surveying and mapping plans.

The administrative department of surveying and mapping is responsible for organizing and implementing the basic topographic map surveying and mapping in the cadastral and real estate surveying and mapping plan according to the plan; the administrative department of land resources and real estate is responsible for organizing and implementing the professional surveying and mapping of cadastral and real estate, and the necessary foundation Topographic maps are provided by the administrative department of surveying and mapping.

Article 11 To establish an information system based on geographical information data, basic geographical information data that conforms to national standards shall be used and meet the following requirements: (1) Use the surveying and mapping benchmarks and surveying and mapping standards stipulated in these Measures system;

(2) The type of basic geographical information data used is consistent with the construction goals of the system;

(3) The storage and use of confidential geographical information can meet the requirements of confidentiality management regulations. Article 12 After the construction project in the urban planning area is completed, the construction unit shall conduct completion survey and mapping within 90 days. The completion surveying and mapping of construction projects shall be carried out by units with surveying and mapping qualifications, and their surveying and mapping results shall be included in the scope of completion acceptance of construction projects. The planning administrative department shall inspect the completion surveying and mapping data during project acceptance.

A supervision system will be implemented for the completed surveying and mapping of underground pipelines, and specific regulations will be formulated by the municipal surveying and mapping administrative department.
