Correctly distinguish civil air defense parking spaces (garages)

The interior of civil air defense projects usually used for parking is generally distinguished from ordinary underground parking lots by colors and signs. When civil air defense works are usually used as parking lots, the walls and columns will be painted with orange waistlines and printed with the words "Civil air defense walls are prohibited from being damaged" and "Civil air defense parking spaces are prohibited from trading". There are no civil air defense signs on the walls and columns of ordinary underground parking lots, or blue waistlines are painted to show the difference. There is the word "civil air defense" before the number of civil air defense parking spaces, and there is no word "civil air defense" before the number of ordinary parking spaces. However, due to various reasons, a large number of civil air defense parking spaces built before are not distinguished from ordinary parking spaces in terms of signs. At present, most of the newly-built civil air defense parking spaces are marked.

What needs to be explained here is that Article 86 of the Regulations on Property Management in Anhui Province clearly stipulates: "Civil air defense works built according to law in the property management area that are used as parking spaces in peacetime shall be open to all owners, and the construction unit shall not sell or give away parking spaces; If it is rented, the lease term shall not exceed three years. " Therefore, when renting or buying parking spaces, we must pay attention to whether the rented or purchased parking spaces belong to civil air defense. If there is no civil air defense sign on the parking space and it is not indicated in the purchase contract, it must be confirmed to the sales unit before signing. Only in this way can we protect our legitimate rights and interests from infringement.

In addition, according to Article 23 of the Regulations on the Construction, Maintenance and Management of Civil Air Defense Works in Anhui Province (Order No.286 of the People's Government of Anhui Province), after the completion of the civil air defence basement allocated by the Commercial Development Bank for civil buildings and government-invested affordable housing, it will be registered with the competent civil air defense departments at or above the county level, and the responsibility for maintenance and management will be borne by the construction unit or user, and it can be entrusted to a property management company for specific implementation. The rent we usually pay for civil air defense parking spaces is used to maintain various facilities of civil air defense projects, ensure that they are always in good condition, and provide a solid barrier for playing a role in wartime.
