2. Provincial evaluation committee, composed of provinces. Organized by the health departments (bureaus) of autonomous regions and municipalities directly under the Central Government, it is responsible for evaluating second- and third-level A, B, and C hospitals (including second- and third-level hospitals in cities under separate state planning).
3. The prefecture (city) level review committee is organized by the prefecture (city) health bureau and is responsible for reviewing first-level A, B, and C hospitals.

The review committee is managed by experienced hospitals hired by the health administration department at the same level.
It is composed of several experts in medical education, clinical practice, medical technology, nursing and finance. Members must be decent, honest, impartial, not interested in personal interests, be in good health, and be able to participate in the review work in person.
(4) Working system of the evaluation committee

3. Assessment inspection.
The hospital review committee conducts assessment and inspections that combine daily focused spot checks and periodic reviews on the hospital. During the review process, the hospital should provide the review committee with all required true information and circumstances.
4. Make review conclusions.
The review committee shall make a conclusion on the level and grade of the hospital being reviewed, and submit a formal report to the health administrative department at the same level. Anyone who applies for a third-class special hospital should first report to the provincial review committee to pass the review of a third-class hospital, and then the provincial review committee will decide based on the review results whether to recommend it to the ministerial review committee to participate in the review of a third-class hospital.
If the hospital has different opinions on the review conclusion, it can request a review to the review committee within 3 months after receiving the official notification of the review conclusion.
