The CPC Central Committee and the committees of provinces, autonomous regions and municipalities directly under the Central Government implement the inspection system, and set up full-time inspection agencies to conduct a comprehensive inspection of the party organizations of localities, departments, enterprises and institutions under their management during a term of office.

The relevant ministries and commissions of the central government and the party groups (party committees) of various departments of the central state organs can implement a patrol system, set up patrol agencies, and conduct patrol supervision over the party organizations they manage.

The party's municipal (prefectural, league) and county (city, district and banner) committees shall establish inspection systems and inspection institutions to conduct inspection and supervision over the party organizations under their jurisdiction.

Party organizations that carry out patrol inspection work bear the main responsibility of patrol inspection work.
