According to our county’s fourth national economic census work plan, with the guidance and help of state and county leaders, our county conducted an inventory of 17 township census areas in the county according to the plan schedule. 3. Inventory work situation

(1) Pay close attention to implementation and lay the foundation for advancing the economic census work.

First, focus on institutional implementation. At the beginning of the census, economic census leading agencies were established at the county and township levels, led by government leaders, forming a strong organizational leadership system and service agencies, laying an organizational foundation for the smooth advancement of the economic census. The second is to focus on staffing. At present, the Bureau of Statistics has transferred 5 people from relevant units and towns, carefully organized the temporary recruitment of 10 university graduates as enumerators, and formed a county economic census leading group office with a total of 15 people to organize and implement the unit inventory and subsequent various projects. The census work laid the foundation. The third is to focus on office hardware. The office premises, computer equipment and other office conditions of the census agency have been implemented in a timely manner, basically meeting the needs for carrying out economic census work. The fourth is to implement the census materials. At present, our county *** has purchased 48,000 yuan of census materials. The relevant census materials will be issued by the County Economic Census Office at the end of November. All census materials will be distributed to the enumerators in full and in a timely manner, providing support for the promotion of the economic census in December. Necessary material support.

(2) Reasonable arrangements were made and a high-quality census team was trained. The first is to develop a training plan. In order to further improve the economic census work, enumerators were trained on how to use the pad. The second is the organic integration of training and work. The economic census has many links and is highly vocational. The implementation of each task requires corresponding vocational training. The organic integration of training and work not only improves training efficiency, expands training coverage, but also enhances the pertinence of training. The third is to insist that the main leaders personally grasp the general situation. Under the guidance of the leaders of the Census Office, training and study on inventory mapping and census registration business were organized. The filling in of the pad registration form was explained in detail, and all units were required to conduct blanket checks one by one in accordance with the principle of division of responsibilities.

(3) Careful deployment ensures the high quality of the inventory. Inventory-based investigation is the basis of economic census survey registration and is related to the success or failure of the economic census. According to the requirements of the census plan, the county census office made careful arrangements and formulated a detailed inventory survey schedule. Collect information from seven departments including industry and commerce, editorial committee, civil affairs, quality inspection, and taxation, and organize and form a directory of 1,234 units in the county through duplication and other steps. Once again, census instructors and enumerators were organized to learn the verification method based on the base book and conduct on-site verification strictly according to the base book, which greatly facilitated the implementation of unit verification work.

(4) Drawing of zoning areas to ensure that the census registration units are not serious or omitted. Our county has a large area of ??natural grassland. In order to accurately determine the boundaries of each township and village in our county, the county census office actively checked with the Bureau of Land and Resources and cadres and comrades from each township who are familiar with the region to ensure that the map boundaries are clear. (5) Extensively publicize and create a good census atmosphere. First, cooperate carefully, plan carefully, make early preparations, make full use of multimedia resources, put up posters, spray-paint slogans and other publicity methods to increase the coverage of publicity work. Second, the content of the publicity should be close to reality, life, and the masses in terms of form and means. In combination with actual characteristics, publicity should be carried out through QQ and WeChat mass messaging, publicity exhibitions, and economic census notices.

(6) Overcoming difficulties, the economic census and inventory work is progressing smoothly. During the economic census and inventory process, we carried out our work in strict accordance with the requirements of the census and inventory plan. Clarify the responsibilities of census office staff and implement responsible leadership. Due to the use of pad operations, many problems occurred. For this reason, the County Economic and General Office held several training meetings to study and solve the difficulties and problems in on-site operations. We will carefully organize the supervision and inspection of the economic census and correct any problems found in a timely manner. During the economic census registration stage, in order to ensure the smooth progress of the census registration, the county census office divided the areas of responsibility and implemented them on each business backbone, led by the leader in charge, clarifying responsibilities, and implementing divided responsibility contracts.

(7) Carefully organize to ensure high-quality economic census data processing. The first is to conduct an on-site comparison of all units registered with the industrial and commercial, editorial, civil affairs, quality inspection, taxation and other departments. For every report, every indicator, and every piece of data, the unified credit society code and The organizational structure code, etc. will be reviewed and filled in in detail to ensure that it is well-founded, accurate and true. Second, for towns that are close to each other, enumerators are required to report to the county economic census office after completing census registration every day. The registered information will be carefully reviewed by personnel from the economic census office. If there are problems, they will be corrected on site to ensure the accuracy of census registration. sex. Because other towns are far away and it is inconvenient to travel back and forth every day, they use the phone to communicate in a timely manner and require the enumerators to report the pad registration data according to the prescribed time. The third is to check the unit directory with the units enumerated in the census, sort out the list of units that have not yet been censused, and then send enumerators to go deep into the grassroots to conduct on-the-spot investigations to ensure that no unit is omitted. Passed the inventory: a total of 799 legal entities and industrial activity units, and 1,034 self-employed households.

IV. Comparison of departmental data and economic census

1. Inventory and verification of legal entities and industrial activity units. The inventory and verification were compiled to form a directory of 1,234 units in the county, and all were searched to achieve 100 verifications. The first is the comparison of compiled data. The compilation of inventory records provides 69 administrative agencies and 285 public institutions. Currently, 76 administrative agencies have been found, accounting for 10.15% of the total; 242 public institutions have been found, accounting for 84.91% of the total. The second is the comparison of industrial, commercial and tax data. Industrial and commercial and tax inventory records were provided for 151 and 476 enterprises. After a four-month inventory and verification, 128 of the 151 units provided by the industrial and commercial department in the county were found, with a clearance rate of 84.77; 307 of the 476 units provided by the tax department were found, with a clearance rate of 64.50. The main reasons are that the tax authorities of deregistered enterprises did not clean them up in a timely manner, empty shell enterprises have no business location and wrong contact information, and there are a large number of non-enterprise units.

2. Inspection and verification of self-employed households. An inventory was compiled to form a directory of self-employed individuals in the county in 2016. After a four-month inventory and verification, 1,031 physical business households were found in the county. Currently, 1,031 self-employed individuals have been found, accounting for 51.14 of the industrial and commercial numbers and 47.73 of the tax numbers. The main reason is that self-employed individuals who have no business operations are not the targets of the inventory, so there is a large discrepancy between the inventory and the data from the industrial and commercial tax department.

5. Main existing problems

1. Individual units and some enterprises do not pay enough attention to economic popularization work. The sense of urgency and responsibility is not strong, the economic census work is tired of dealing with it, and the work enthusiasm and initiative have not been fully mobilized.

2. Household surveys of self-employed households are difficult. Self-employed individuals do not know much about the economic census. Through actual operations and detailed explanations by enumerators, self-employed individuals still have ideological concerns and it is difficult to guarantee data quality.

3. The information provided by the department is relatively rough and has large errors. First of all, some of the information provided by the seven departments had a lot of unit changes and cancellations. Although the information existed, it did not show the business status, and the phone number and address provided were incorrect. Secondly, the registered address of some professional cooperatives is very general, only filling in the neighborhood committee, without detailed information such as street, house number, etc. Although the cooperative is operating normally, it is not listed.

Finally, there are also companies registered locally and operating in other places that cannot be contacted, making investigation difficult and prone to omissions.

4. Townships (towns) and villages are currently facing more inspections and are tired of dealing with inspection teams. They do not pay enough attention to the economic census work. Township enumerators and census guides are older and younger. The statistical staff lacked professional statistical knowledge, had a weak sense of responsibility, lacked cooperation in census cleaning work, and omitted to review census indicators; resulting in inaccurate definition of some census units and self-employed types.

6. Take measures

1. Strengthen government behavior and strengthen departmental coordination. It is necessary to follow the unified leadership of the country and the division of labor among departments. The principle of participation of colleagues at all levels, giving full play to the power of all departments, and mobilizing social forces to carry out census work together cannot be completed by the statistics department alone.

2. Increase law enforcement to protect the census. Administrative means are used to maximize the cooperation of census subjects. To this end, during census publicity and survey registration, whether census subjects participate in the economic census and the quality of census form filling are linked to the relevant work of the industry and commerce, civil affairs, quality inspection and other departments. For example, in the annual inspection work, those who do not participate in the census or fail to complete the census form will not be allowed to pass the annual inspection. In addition, in order to meet the requirements for filling in the economic census, various administrative departments and industry management agencies should uniformly deploy relevant work from top to bottom in accordance with the unified requirements of the Census Office of the State Council.

3. Carry out a multi-pronged approach to the census publicity work. The first is to strengthen publicity and mobilization of leaders at all levels, and the main leaders should come forward to hold census mobilization meetings at all levels; the second is that the media network should play the role of the main channel to support and cooperate with the census agencies at all levels to carry out publicity work, especially television publicity. To create a big momentum, start early. It is necessary to create a good social atmosphere through early publicity, early launch, and early knowledge of the economic census; third, it is necessary to carry out extensive publicity to the public. During important periods of the census, use media methods that the masses like to hear and see, and carry out publicity with great fanfare to ensure that Make sure that the newspapers have written materials, the radio has audio, and the television has tangible information, and the information about the economic census is spread to every corner of urban and rural areas, so that it truly becomes "a household name and everyone knows it."

4. Strengthen business training to improve the quality of census personnel. The quality of the census team is directly related to the quality of the census data. Therefore, we must pay attention to the quality and ability building of the census team. Strengthen training for enumerators, leaders in charge, and directors. According to the actual needs of census work, four classes should be focused on: first, census business knowledge class, second, census policy, laws and regulations class, third, questioning method and household survey class, and fourth, census registration method class. In terms of census team building, it is necessary to select comrades with good political quality, strong professional ability, strong body, organizational ability, hard work and rich work experience to serve as census instructors and enumerators.

7. Arrangements for the next economic popularization work

1. Carefully carry out the work of checking and correcting omissions in the unit. The work of checking for omissions has been carried out throughout the entire economic census work. The inventory work has been initially completed. In the future, the focus of checking for omissions will shift to the work level of the county-level census office. On the one hand, units newly registered and approved and newly opened before the end of December will be included in the scope of unit inventory and formal census registration. Compare the information provided by the compilation, civil affairs, taxation, food and drug supervision and quality departments with the results of the previous inventory, continue to search for relevant units, and supplement and improve the basic unit directory and census directory. On the other hand, leaks must be checked in the data processing program. Strengthen the review of the error list raised by adding logical relationship review in data processing.

2. Earnestly carry out the formal census registration work. During the formal registration process, we must strictly follow the requirements of superiors to ensure that the household registration rate reaches 100 and ensure the quality of the census.

3. Do a good job in economic census data processing. Strictly implement the economic census data quality control and evaluation system. Strengthen quality awareness, ensure the quality of census data, and eliminate false reporting, concealment, and omissions.
