Measures for the Administration of Fire Safety in Fire Risk Units in Xizang Autonomous Region (for Trial Implementation)

Article 1 In order to prevent fires, reduce fire hazards, strengthen the supervision and management of fire safety in high-risk units, protect the lives and property of the state and people, and ensure public safety, these Measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Fire Protection Regulations of Xizang Autonomous Region and other laws and regulations, combined with the actual situation in Tibet. Article 2 The fire safety management of high-risk fire units shall adhere to the principles of putting prevention first and combining prevention with elimination, as well as the principles of unified leadership of the government, supervision by departments according to law, overall responsibility of units and active participation of citizens. Article 3 The fire risk units mentioned in these Measures refer to the following units and places that may cause heavy casualties and property losses in case of fire:

(1) Having a large-scale crowded place;

(2) Units and places with a certain scale that produce, store and deal in inflammable and explosive dangerous goods;

(three) high-rise, underground public buildings and underground traffic engineering with large fire load and dense personnel;

(four) the national key cultural relics protection units with wooden or civil structures;

(five) other units and places with greater fire risk.

The definition standard of high-risk fire units within the scope of the autonomous region shall be determined by the fire control institutions of the public security organs of the autonomous region, and shall be announced after being examined and approved by the people's government of the autonomous region.

The fire department of the public security organ of the prefecture (city) administrative office (people's government) shall identify the units and places that meet the defined standards within its administrative area as high-risk fire units, and the public security organ of the prefecture (city) administrative office (people's government) shall report to the people's government at the same level and the fire department of the public security organ at a higher level for the record, and announce it to the public. Article 4 Local (city) administrative offices (people's governments) and county (city, district) people's governments shall, in accordance with the principle of territorial management, be responsible for the fire safety management of high-risk fire units within their respective administrative areas.

The public security organs shall supervise and manage the fire control work of high-risk fire units, and the fire control institutions of the public security organs shall be specifically responsible.

Education, folk religion, civil affairs, human resources and social security, housing and urban and rural construction, forestry, commerce, culture, health, state-owned assets, industry and commerce, quality supervision, sports, safety supervision, tourism, cultural relics, civil air defense, civil aviation and other competent departments. Should be in accordance with the principle of who is in charge, who is responsible, supervise and guide the system, the industry's high-risk units to strictly implement the fire safety responsibility system, strengthen fire safety management. Article 5 The legal person or principal responsible person of a high-risk fire unit is the first person responsible for fire safety, and is fully responsible for the fire safety work of the unit.

The person in charge of fire safety shall designate a fire safety administrator to be specifically responsible for the following work:

Perform fire safety duties according to law, establish and improve the fire safety management system and fire safety operation procedures for key parts of the unit, and establish and improve special fire safety files;

(two) to organize the implementation of daily fire safety management, investigate and deal with fire hazards;

(three) timely update the fire safety management information of the unit, strengthen the contact with the fire control institutions of the local public security organs, and regularly report the fire control work of the unit. Article 6 Fire risk units shall implement strict fire safety management measures, establish and improve fire safety management systems, implement fire safety guarantee funds, standardize fire safety management, improve fire control facilities, strengthen personnel training, and improve self-prevention and self-rescue capabilities. Seventh fire risk units shall establish full-time fire brigades or volunteer fire brigades according to law, and organize regular fire safety meetings every quarter to study major fire safety issues and related issues of their own units. Eighth full-time firefighters and fire control room operators in high-risk fire units shall receive fire safety training and obtain fire qualification certificates.

The person in charge of fire safety, the fire safety manager, the full-time (volunteer) firemen and the operators in the fire control room of high-risk fire units shall update the fire safety management information within 5 working days from the date of confirmation or change, and file with the fire control institutions of local public security organs. Ninth fire risk units should set up fire safety warning signs in a prominent position; Public gathering places shall reasonably determine and publish the maximum number of people in each area. Tenth fire risk units should ensure that the building fire spacing, fire truck access, fire rescue places and so on meet the needs of fire prevention and fire fighting and rescue. Temporary buildings that affect the fire prevention spacing of buildings shall not be illegally built, and obstacles such as overhead pipelines and billboards that affect fire prevention or block smoke exhaust windows (openings) shall not be set up.

Fire truck passage, fire rescue site, fire truck water intake, etc. It should be clearly marked, and occupation is prohibited. Eleventh fire risk units shall not change the nature of the building without authorization, and strictly implement fire separation measures in accordance with the national fire technical standards. Twelfth fire risk units should set up uninterrupted evacuation indicator belts on the ground of main evacuation passages. It is forbidden to block the evacuation passage and lock the safety exit. Thirteenth fire risk units shall, according to the situation of their own units, formulate emergency plans for fire fighting and organize fire fighting and emergency evacuation drills once every six months. Fourteenth fire risk units shall maintain fire control facilities and equipment every year to ensure that they are in good condition and effective, and establish their own fire control facilities maintenance files.

When configuring fire control facilities and equipment, high-risk fire units shall set up indication signs, no occupation signs, occlusion signs and instructions for use.

If it is necessary to temporarily stop using fire-fighting facilities, effective measures shall be taken to ensure fire safety. If the fire control facilities are stopped for more than 24 hours, a written report shall be made to the fire control institution of the local public security organ before stopping.
