Article 5 Departments of public security, planning, urban construction, planning, land, urban management, industry and commerce, taxation, health, electric power, posts and telecommunications, finance, etc. shall actively cooperate with civil air defense combat readiness departments to do a good job in the construction, maintenance, management and use of civil air defense projects in accordance with relevant regulations. Article 6 Units and individuals that have made remarkable achievements in the construction, maintenance, management and use of civil air defense projects shall be commended and rewarded by the municipal, district and county (city) people's governments and civil air defense combat readiness departments. Chapter II Construction Article 7 The municipal, district and county (city) people's governments shall incorporate the construction of civil air defense projects into the national economic and social development plan, and build various types of supporting civil air defense projects according to the requirements of combat readiness. Article 8 The municipal civil air defense combat readiness department shall prepare the civil air defense project construction plan according to the overall urban planning, and organize the implementation after approval.

Fourteenth civil air defense projects must be built according to the engineering grade standards and construction procedures stipulated by the state to ensure the quality of the project. Fifteenth units and individuals, including compatriots from Hong Kong, Macao and Taiwan and foreign investors, are encouraged to invest in the construction of civil air defense projects that combine peacetime and wartime. Chapter III Management and Maintenance Article 16 Civil air defense combat readiness departments of cities, districts and counties (cities) shall strengthen the management and maintenance of civil air defense projects in accordance with the division of labor and relevant regulations to ensure that civil air defense projects are always in good condition.
