Article 2 These regulations shall apply to the management of urban appearance and environmental sanitation within the administrative region of this city. Article 3 The urban people's government shall incorporate urban appearance and environmental sanitation undertakings into the national economic and social development plans. Article 4: Urban city appearance and environmental sanitation work shall implement the principles of combining unified leadership, hierarchical management, public participation, and social supervision.

The urban management department of Shijiazhuang City is responsible for the management of urban appearance and environmental sanitation in its administrative region. The city appearance and environmental sanitation supervision organizations affiliated to the city, district, and county (city) urban management departments and the full-time and part-time management and supervisory personnel of street and town city appearance and environmental sanitation are responsible for daily inspection and supervision work. Article 5: Urban people's governments should strengthen publicity and education on city appearance and environmental sanitation laws, regulations and scientific knowledge, improve citizens' awareness of environmental sanitation, and develop good hygiene habits.

Chapter 2 Urban Appearance Management Article 7 Urban buildings and facilities should comply with the urban appearance standards stipulated by the state and this city.

The property owners or managers of buildings, structures and other facilities on both sides of the street should maintain and clean them in a timely manner.

The facade decoration of buildings on both sides of urban streets should comply with urban appearance standards. Article 8 It is not allowed to pile materials, build buildings, structures or other facilities on both sides of streets and public places. Article 11 Municipal public facilities in cities should be coordinated with the surrounding environment, and the facilities should be maintained and kept in good condition and clean. Article 12: Street trees, flower beds, green spaces, etc. along the streets should be kept clean and beautiful. Management units should remove branches, leaves, dirt, weeds, etc. produced when dead trees and branches are dead. Article 13: Materials and machinery at urban project construction sites should be placed neatly, and debris should be cleared away in time; construction sites facing the street must be fenced for work; work stoppages should be tidied up in time and covered as necessary; after completion, the site should be cleaned and leveled in a timely manner. Chapter 3 Urban Environmental Sanitation Management Article 14 It is prohibited to spit, litter, peel, core, waste paper, cigarette butts and other debris, and it is strictly prohibited to defecate anywhere.
