Legal analysis: In order to further implement the policy of safety in production, strengthen the leadership and management of safety in production in enterprises, ensure the safety and health of employees, and promote production, the State Council issued "Several Provisions on Strengthening Safety in Production in Enterprises", which are as follows:

Legal basis: People's Republic of China (PRC) Law on Work Safety.

Article 1 This Law is formulated with a view to strengthening work safety, preventing and reducing production safety accidents, ensuring the safety of people's lives and property, and promoting sustained and healthy economic and social development.

Article 2 This Law is applicable to the safe production of units engaged in production and business operation in People's Republic of China (PRC) (hereinafter referred to as production and business operation units); Where relevant laws and administrative regulations have other provisions on fire safety, road traffic safety, railway traffic safety, water traffic safety, civil aviation safety, nuclear and radiation safety and special equipment safety, such provisions shall prevail.

Article 3 Work safety in production should be people-oriented, adhere to safe development, adhere to the policy of safety first, prevention first and comprehensive management, strengthen and implement the main responsibility of production and business units, and establish a mechanism in which production and business units are responsible, employees participate, government supervision, industry self-discipline and social supervision.
